FROM: JOHN DEJAGER DATE : SEPT . 19 , 1993 I am a longtime Lake Oswego resident who recently moved into the area around Bryant Woods Nature Park . I would like to make a few suggestions that would improve the park . If these suggestions would be considered at the next Park and Recreation meeting concerning park improvements I would appreciate it . I will list them in order of greatest need. 1 . Improve existing paths in the park . To have a nature park is a good start , but if it is not getting very much use we need to ask ourselves why and work to alleviate the reasons . One of the main problems is that the existing paths are either to narrow or to uneven or both to walk on comfortably . It is very difficult and unappealing for our elderly or parents with small children to walk on a path that is very rocky or uneven without spending the • majority of their time looking at the ground so they won' t twist an ankle or fall and break a hip . It also would be nice if the paths were wide enough that a mother and child or a couple could walk hand in hand without one of them dropping off the path. The way the paths are now in many areas you are going to snag your clothes on bushes or get them wet on rainy days because the bushes or grass is rubbing up against you. That is if you are lucky enough not to get your eyes gouged out from a low hanging branch . I think you get my drift . 2 . Increase the number of paths in the park . At least make one good loop that went around the perimeter of the park . 3 . Make a small raised foot bridge on the area shown on the map . This would be a short bridge of probably only 20-30 feet . This particular area that it would cover is to wet to walk over 6 months out of the year without getting your feet wet . This would enable people to continue on the path without having to turn back year-round. With a little bit of work this park could be utilized yearlong by a greater number of people with a more user friendly network of paths . • FUTURE CONSIDERATIONS FOR THE PARK AND RECREATION DEPT . 1 . Put a path around the 7 acre park south of River Run housing development . 2 . Put a series of paths around Canal Acres . Either on the 13 acres that will be donated by the developer of the project if it goes through , or on the existing property if it is added as a 6 City Park . 3 . Connect the pathways from these two parcels with that of Bryant Woods Park to create a truely usable an outstanding network of paths for the South Lake Oswego area . I ' ve lived in the Lake Oswego area for 15 years and intend on staying here until they carry me out in a pine box . I think the Park and Rec Dept . and the other city departments have done an outstanding job of making this city very livable . I would like to see you continue on this path by making the improvements I mentioned and to evaluate the future considerations I listed . If I can be of any assistance please feel free to contact me . Thank You John DeJager 18926 SW Indian Springs Circle Lake Oswego , Ore . 97035 Phone : 620-2723 !II • i /I _ ti\i/ r1"; t +YCs. l I S 40 a r P c.x. TO: THE PARKS AND RECREATION ADVISORY BOARD FROM: KIM GILMER, SENIOR RECREATION PROGRAM SUPERVISOR DATE: SEPTEMBER 21, 1993 RE: TEEN CENTER Afton Beutler,Chairperson of the Teen Center Board, informed me that the Board will be holding meetings at 7:30 pm the third Tuesday of each month at the Teen Center. We had discussed appointing a liaison to the Teen Center so I thought that person would like to have this information. • 0 • AGENDA ITEM TO : Parks&Recreation Advisory Board FROM : Mike Henley, Director of Parks&Recreation PREPARED BY : Gary Evans, Recreation Superintendent DATE : October 19, 1993 RE : Proposed GTE Cell Site • Attached is the Pre-Application permit, submitted by GTE Mobilnet of Oregon, requesting the use of Cookes Butte Park for a new cellular telephone facility. The facility will consist of a 10'by 20 'equipment shelter and two 50' wooded poles with 24" antennas attached. Also included is an informational brochure about the cell site, addressing a number of the more popular concerns about such a facility. Cookes Butte is a 42 acre, undeveloped park, with views of the Cascades, Mount Hood, the Tualatin Valley, and other surrounding areas. The Comprehensive Park and Recreation Master Plan has recommended that it be developed as a regional facility with the following facilities and improvements: * Parking * Viewpoints * Paved trail for the physically challenged * Open picnic/play area * Picnic sites * Shelter building * Trail system around the butte , with a connection to existing systems A GTE representative, along with City planner Liz Jacobs, will present at the October 27 meeting to make a short presentation and to answer questions about the project. • ACTION We need to determine whether this is an appropriate use for the park. Your input is requested. • AGENDA ITEM TO : Parks& Recreation Advisory Board FROM : Mike Henley, Director of Parks &Recreation PREPARED BY: Gary Evans,Recreation Superintendent DATE : October 19, 1993 RE : Master Fee and Charge Resolution 93 - 50 • Attached are the proposed changes to the Parks &Recreation section of the Master Fee and Charge Resolution (R 93-50). These fees, along with all other fees and charges of the city, were adopted in June of 1993. City Council has asked that these fees be annually reviewed and in place by December of each year to accomodate the budget process. There are proposed fee modifications in five areas: Golf,Tennis,Adult Community Center,Class fees, and Sports Activities. GOLF&TENNIS FUNDS As enterprise funds, both the Golf Course and the Tennis Center have been established to finance and account for acquiring, operating, and maintaining facilities and services which are self-supporting from user charges and fees. There is a need to build reserves in both funds and fee increases will help to accomplish this. ADULT COMMUNITY CENTER has recommended activity fee increases which have already been implemented. They are included here for your information. CLASS FEE changes amounted to cleaning up some of the previous language and condensing between physical, cultural, and specialized activities. The swim park, however, now has new fees. • SPORTS ACTIVITIES section now includes a tournament reservation fee, field lighting charges, and a athletic card key fee modification. • A more detailed discussion of the golf and tennis funds will be provided at your meeting on the 27th. Please note also that a copy of resolution 93-50 (Parks/Rec. section only) is attached so that you can compare proposed and existing fees. Submitted for your review and comments.
