HomeMy WebLinkAboutApproved Minutes - 1990-10-17 PM LAKE OSWEGO PATHWAY ADVISORY COMMITTEE MINUTES OF MEETING October 17, 1990 I. ROLL CALL. Voting members present were Chair Judy McGinty, Lew Thompson, Pat Heffernan, Ron Timpe and Sharon Loffelmacher. Also present was Jane VanderPloeg, chair of the Hallinan Heights Neighborhood Association. Kathy Hansen, staff liaison from the Parks and Recreation Department, was also present. II. APPROVAL OF MINUTES. Judy McGinty had the following corrections to the May 11 , 1990 minutes: 1 . Page 3. South Shore — 13,750 linear feet. Royce Way — delete the phrase "in this budget year." Carman Drive —delete "developer's project." Page 4. Cherry Lane — correct to Chapin Road. Carman Drive — delete "developers." Lakewood — change to Lanewood. Page 5. Bergis Road — change to Timberline. Goodall Road — delete. Lew Thompson moved that the minutes of the May 11 , 1990 meeting be approved as corrected, and Pat Heffernan seconded. Motion was unanimously approved. III. OPEN PUBLIC COMMUNICATIONS. Jane VanderPloeg, representing Hallinan Heights, expressed her neighborhood's two primary goals: 1) To perserve the "forest look" of the area, and 2) To help facilitate better pathways and parks. The neighborhood would like a pathway along the creek to George Rogers Park. Lew Thompson pointed out the [proposed] River Loop connecting the Hallinan area to George Rogers Park. The loop connects Cornell to McVey to the Park. Jane stated that the paths serve different purposes. The Loop plan is for serious runners and walkers, where the trail is for parents with young children. IV. OLD BUSINESS. A. Review final proposal for Bryant and Kerr Road for recommendation to Pathway Hearing Body on October 23. Ron Timpe expressed concern that building a minor pathway on the east side of Bryant between West Bay and Deerbrush sets up an unrealistic expectation for pathways included in the bond measure. Lew Thompson and Sharon Loffelmacher felt if the consultants could complete the project within this year's pathway budget of $225,000, to "go for it." Judy McGinty expressed concern over Kittelson's results of traffic issues. The survey was completed on weekend and did not reflect the potential school use. Sharon Loffelmacher felt the foot and bike traffic will increase along Bryant with the pathways installed. The Committee was also concerned about the bond completing the recommended routes. The figures for the bond were based on $22.00 per foot for one side of the road. Page 1 — Minutes 10/17/90 Lew Thompson moved to accept the recommendations of KPFF, subject tCA the minor pathway on Bryant being reprioritized if it cannot be funded within this funding allocation. Ron Timpe seconded the motion, which passed unanimously. is I The Committee agreed with the Kerr Road recommendations. The Committee discussed concerns, however, that traffic lights should be addressed through funding mechanisms other than pathway funds. Pat Heffernan moved that any issue regarding traffic improvements should be addressed by City staff and coordinated with the construction of the actual pathway; traffic improvements themselves, however, should be funded by separate City mechanisms. ron Timpe seconded the motion, whihc passed unanimously. B. Bryant Road Bridge. Judy McGinty phoned Richard Dopp, Director of the Clackamas County Department of Transportation. He was unaware a letter of agreement had been signed by the City and the County. The Committee has a copy of the letter signed in July of this year. Jerry Baker has stated that the City now needs to approve the plans. The Committee designated Sharon Loffelmacher to "bird—dog" the project. C. Budget, FY 1990-91. $225,000 in this year's budget for pathways. Ron Timpe will follow up on old pathway budgets to track developer's fees for pathways. D. Pathway Procedures and Time Lines. (Refer to Judy McGinty's notes, Page 1 , Section D. attached to these minutes; note difference between original anticipated timetable and actual timetable.) • The Committee discovered that realistically, the pathway process takes 7 — 8 months, including construction. The Committee felt it is important to start the public hearing process on the Lake Loop as soon as the bond is ready. The Committee also discussed the Bryant and Kerr Road pathway process. It was agreed that the public meetings needed more structure, to set a time limin on public comments and to give the consultants a better orientation on the process and conduct of public meetings. V NEW BUSINESS. The Committee decided to hold their meetings the second Wednesday of the month. The next meeting was scheduled for November 14 at 7 p.m. at City Hall. VI. ADJOURN.
