June 27 , 1990
Judy McGinty , Chair , introduced committee members Lew Thompson ,
Ron Timpe , Sharon Loffelmacher and Pat Heffernan. Judy also
introduced staff member Kathy Hansen , Lake Oswego Schools
Coordinating Council member Sue Schedall , and SOS Park Bond
Citizen committee representative Kay Sample.
Pat Heffernan gave a brief history of the Pathway Committee .
Beginning in October 1983 , the Committee was formed by the Parks
and Recreation Commission . In December 1988 , the Pathway Master
Plan was adopted. During the fall of 1989 , the Pathway Committee
was reorganized . Judy McGinty discussed the importance of Jerry
Draggoo ' s Master Plan results which stated pathways as one of
Lake Oswego ' s greatest needs . A recent telephone survey by
Western Advocated also confirmed the desire of the citizens for
more pathways . Judy explained the mini loop plan to connect
neighborhoods with key parks/schools , etc . She stated the
contract has been signed for Bryant and Kerr Road pathways .
Ron Timpe said the Committee currently has a modest amount of
dollars each year for pathways . Currently, they have received
• about $95 ,000 for pathways each year , one third of which has gone
for staff and administrative costs .
A discussion followed on a few concepts of the Pathway Master
Pian. All routes are corridor routes . Exact locations , or type
of pathway will be determined at the time of implementation.
There are many types of pathways. For example : Iron Mountain
Boulevard , along one side of a road , and Kruse Way where a buffer
exists between pathway and road. The Committee is considering
off road asphalt pathways in aesthetic pleasing natural areas .

Member of Lakeview Association
Lakeview is left off Pathway Plan and needs to be considered for
a pathway. The road is narrow and dangerous . Most neighbors
will give consent to the City to use some of their property for a
Pathway. Gordon ' s house is on the blind corner.

reasons . Summit Drive and Lakeview is very dangerous . He would
like to see an elevated pathway. Views of the lake would make
Lakeview a visually pleasing pathway. The City may be able to
negotiate with the railroad for right of way for the pathway.
Most neighbors are willing to give up parking. He has noticed a
change in the attitude of the neighbors in support of Lakeview as
a pathway.
Dave Broadway
3750 Upper Drive
Dave is a five year resident originally from Eugene , Oregon . He
is finding Upper Drive more congested with traffic and busses and
feels it needs to be maintained as a high priority.
Rita Smith
1438 Laburnam Way
Palisades area - west end of Overlook - needs pathway repainted ,
and Hillside Drive needs to be repainted. Rita requested a 328 '
strip on Greentree connecting Sunnyhill and Cherry Crest be
considered a high priority. It would effect seven students and
two babies . She also felt the striped pathway at Greentree •
Avenue and Greentree Road needed to be a sidewalk. Rita stated
brush needed to be cut at Fernwood Drive and Fernwood Circle for
better visual safety.
Todd Sadlow
Hallinan Neighborhood Association
Hallinan area is an easy walking distance to George Rogers Park
but has no safe access . Todd is a recreation cyclist and liked
the Iron Mountain type of pathway , away from traffic , the best .
Rita Weston
4362 SW Cobb Way
Bryant School supports Bryant Road between Chapman , Cobb and
Lords Lane. They would also like to extend the sidewalk from
Bryant to Pilkington.

Member of Waluga Jr. High PTA and McVey/South Shore Neighborhood
Native Oregonian concerned for quality of life. Bryant Road and
Stafford Roads need to be addressed .

Forest Highlands
Fritz felt Boones Ferry needed to be addressed as a major
transportation route. He recommended the City to hire an
engineer to address pathways . Planning staff seems to be spread
too thin. He felt connectivity of pathways to be very important .
He also felt the hearing processes for pathways takes too long.
Trista Nelson
1192 Andrews Road
Native to Lake Oswego . None of the original roads have ever been
widened. She felt the Pathway Committee should be aware of a new
fence the Forest Hills School is putting up along Andrews Road.
Trista also felt senior citizens need to be included in plan and
recommended the pathway be placed on "E" Street . Currently , the
Traffic Engineer is considering blocking off " E" or " D" to stop
State Street short cuts .
Cindy Maddicks
Lake Grove School needs Quarry Road to be finished with a pathway
on both sides. Also felt Douglas Way needed a pathway.

Old Town Neighborhood Association
Bill felt Greenstreet on the south end of George Rogers Park
should be used instead of Ladd Street . He also felt Pathway # 10
is a conceptual pathway which currently requires scuba gear to
connect George Rogers to Roehr Park. He suggested moving it to
State Street .
Carol Atherton
McVey/ South Shore Association
Stafford Road was named the # 1 priority by neighborhood . She
also felt South Shore would be a good connector pathway. South
Shore would connect with open space park and would add to the
safety of runners .

Member of Rivergrove PTA
Chris felt Pilkington to Childs Road needed a pathway. The
Rivergrove area also needs pathways on Childs Road and McEwan
Road .
Theresa Novak
4939 Hampton Ct. by Uplands Elementary
She felt Wembley Park needed a pathway and a sidewalk by Uplands
Elementary.
Chris Maughan
18383 Auduin Terrace by Westridge
Chris felt South Shore to Westview needed a pathway. There are
many children in the Albert Spring development.
Merna Gennis
6205 Terrace Drive in Hallinan area
She felt Laurel could be widened and a pathway developed on
Cherry Lane by the school . Merna also wanted a safe route to
George Rogers Park from Hallinan Elementary.
Seth Jelen

Seth like Pathway R10 conceptual connection from George Rogers to
Roehr Park. He also would like to see a nature trail up the
creek at George Rogers . Seth liked the Iron Mountain Nature
Trail in the open space by the Hunt Club .
Betty Cook

Betty had three priorities : ( 1 ) Bryant Road , ( 2 ) Stafford Road ,
and ( 3 ) Overlook Drive .

Pathways Master Plan
The Pathways Master Plan was adopted by the City Council on December 20, 1988, following an extensive
community involvement effort that included review by City Commissions, Neighborhood Associations and
individual citizens. This Plan is intended to establish a flexible framework within which the community of Lake
Oswego can develop a functional,safe,and cost effective pathway system. The SerrParkwayandBryantRoad
Corridors have been selected as the first of many Pathway Corridors to be developed under the City's
adopted Pathways MasterPlan.
Plan Objectives and Approach
1. Develop a pleasant and safe pathway system.
2. Encourage citizen participation through a public review process.
3. Preserve neighborhood character & integrity, minimize adverse environmental
impact regarding trees, landscaping and other amenities.
4. Provide a plan document which can be published for distribution.
