DEPARTMENT OF PUBLIC WORKS
MEMORANDUM
TO: Mary Olson,Chair
Parks and Recreation Advisory Board
FROM: Lake Oswego Pathway Advisory Committee(LOPATHS)
RE: Termination of Pathway Advisory Committee
DATE: April 17, 1995
• The Pathway Advisory Committee at its monthly meting on April 12, 1995,voted to terminate the
Committee effective June 14, 1995,subject to approval of the Parks and Recreation Advisory
Board.
Out of the$3,020,000 allotted for pathways tinder the 1990 bond measure, approximately
$240,000 remain.
These remaining funds are ear-marked for the completion of the West Lake Grove Loop to
include segments of pathways on Quarry/OakridgeJReese. If any money remains after these
segments are complete, it will be used to complete the last 500 feet on Westview.
On March 9, 1995, the Pathway Advisory Body approved the Quarry/OakridgeJReese segments.
These pathways are in the design stage now. It is expected they will go to bid in early June and
construction will begin later that month. Costs are estimated at$170,000.
With the likelihood that some bond funds will still remain,Joe Collins has been asked to seek
approval to open a work order for the design and determination of costs of Westview.
Seeing that bond funds are committed,LOPATHS feels the need for a pathway committee has
diminished Since the 1983 and 1990 committees were formed, new forces have come into play
that are involved in pathway decisions.

1) The Planning Department requires developers to build sidewalks on at least one side of the
• street in developments.
2) The Pedestrian Traffic Action Team handles special requests of owners and groups for
pathways.
3) The Capital Improvement Plan (CIP)offers a new avenue for financing pathway
improvements as they are identified by the community.
4) The Pathways Master Plan should continue to save as a guide for the development of the
pathways system
We understand the Parks and Recreation Advisory Board is meeting on April 19, 1995. We
would appreciate your reviewing this request at that meeting and advising us of the action you
take.
Enclosed is a copy of the pathway guide. We intend to print the guide on light blue paper and
make it available to the public in the near future.

The Lake Oswego Review
To the editor:
Doctors, dogs, and drivers are the three 'Dos that every runner fears. Thanks to the
city of Lake Oswego the last two are being addressed. The city has a leash law, for
the owners of dogs, and an outstanding pathway system.
We often have out of town guests. Many a time these guests have commented on
how livable the city of Lake Oswego is. The pathway system is almost always noted
and mentioned as a great asset that helps make this city such a beautiful place to
live. The best views of the neighborhood and community are from these paths. Be
it by bike, walking and or running/jogging.
• I am a runner and have run in Lake Oswego for years, both before and after the
pathway system. These paths have added safety and enjoyment to all who run.
As a result, I would like to encourage any user of these paths to consider the
'ADOPT-A-PATHWAY' program offered by the Lake Oswego public works depart-
ment (635-0270). It only requires to police the litter several times per year and
report areas in need of repair.
By the way, regarding doctors If you are a runner you should be seen only by a
physician that runs, only he or she will understand why we do such things
