Dear Jennifer:
Thank you for your letter concerning the absence of sidewalks or paths on Greentree
Avenue and Femwood Drive. You're correct, there are no sidewalks or paths in the areas
designated in your letter.
• You ask if this problem has been addressed. It was brought to the City's attention that
there were no paths, sidewalks, and little or no shoulders for walkers on Femwood Drive.
The forum for this complaint was at a Neighborhood Traffic Advisory Board meeting.
Some neighbors on Femwood had applied to the Neighborhood Traffic Management
Program for speed bumps on Femwood. They subsequently qualified for the program and
speed bumps were installed in October of 1994. The purpose of them is to slow down the
traffic. This should provide some security for walkers and joggers.
Unfortunately there is not a lot the City can do about installing sidewalks in residential
areas that are already developed. In new subdivisions, the City has a development
standard that requires sidewalks be installed on at least one side of the street, which is paid
for by the developer. When your neighborhood was built, that standard probably did not
exist. The City currently does not have funds earmarked for sidewalk construction.
Several years ago, the citizens of Lake Oswego voted in a bond measure to fund the City's
Pathway Master Plan. Construction of these paths around the City has been going on for
the last three years. However, for the most part, these are being built along collector
streets, not residential streets.
The City does have a Local Improvement District (L.I.D.) program. Through this
program with the City, a group of homeowners can apply to the City to help them
construct and finance an improvement project on their street. The City handles all the

engineering and administration and the homeowners share the cost equally. This is a
possible way to have sidewalks on Fernwood Drive and Greentree Avenue
