Dear Gene,
On behalf of the Lake Oswego Soccer Club, we would like to express our consents regarding the
athletic field renovation projects. As a club with 3,200 kids that play soccer in our community,there are
various questions concerning the field renovation issue.
To begin, the expectations outlined in the City of Lake Oswego bond proposal stated that the overall
quality of athletic playing fields would greatly improve. LOSC Is concerned that the City of LO
compromised the quality of athletic fields based on a . . from Kay Kinyon. The city made
a decision that"they did not ward any new sand based fields." The .. , ,,: .'. was based on the
facts that sand-based fields require more water than regular fields; should have all grass clippings
removed from the field, and require significant rest periods to mover from a season of play. Did
anyone from the city speak with the University of Portland. lailleiboro School District, Tualatin Hills
Reseation Department, etc, all al which have sand-based felds, to identify the cow in seating fields
that wort" All of these examples have developed and maintained sated-based fields that worts.
• As a mayor user of athletic fields, LOSC recognizes that adequate drainage and maintenance we an
integral part of development. Based on the previous renovations,LOSC is concerned that we still have
a problem on hand with respect to drainage and maintenance. At the conclusion of the Fall 2001
season,Westlake Park was suffering from the same drainage problem from two years ago. Therefore,
the City of LO was forced to dose the fields.
LOSC understands that there are mats associated with the development of athletic fields for drainage
and maintenance. We understand that the city is scheduled to renovate Westrldge Elementary and
Lake Grwe Elementary this year. Would It make sense to create one field that works,and develop the
other the fdtowtng year?

Dear Gene,
Attached is a memorandum from Chris Jordan,Assistant City Manager,addressing two
points raised by Mr. Dave Powers in his correspondence, dated 31 January 2002. While
Mr. Powers' correspondence is addressed to the Mayor, Members of the City Council
and me,we have not had the courtesy of receiving a copy directly from Mr. Powers,but
did obtain a copy following the dissemination of his document to the Team Sports
• Advisory Committee on Monday, 11 February.
In the attached document, Mr.Jordan recounts the history of the City's direction to the
landscape architectural firm on drainage matters. On the second page is a recital of the
selection process for determining a landscape architectural firm to undertake the field
renovation projects.
The City staff is preparing additional responses to other matters that Mr. Powers has
raised. We will forward them to you when the research for the finalization of those
documents is completed. I would ask that you share this information with the Team
Sports Advisory Committee. I would also be willing to have members of the City staff
and Mr. Ed MacLeod, landscape architect for the field renovation projects,make a
presentation to TSAC if so desired.

SUBJECT: Mr. Powers' Letter Regarding Athletic Field Renovation Projects

At last night's Team Sports Advisory Committee meeting, Lake Oswego resident
Mr. Dave Powers distributed a January 31 letter he wrote to the mayor and City
Council. Although the City Council has not received this letter, I thought it
appropriate to provide you with some background information on the athletic
field renovation projects.
Concerns about the Fields
In his letter, Mr. Powers is of the opinion that oux renovations are not to "today's
standards." On several occasions, he specifically refers to "free drainage fields."
Although we don't have the standard he is referring to, we believe that he means
standards related to building new, sand-based (and under-drained) athletic
fields which, for the past three years, Mr. Powers has been advocating for in Lake
Oswego.
Mr. Powers is correct that this type of field usually is a better performing field
than most of the fields we have in Lake Oswego. Currently, the City maintains
three such fields - Westlake Park, Oak Creek Elementary, and Westridge
Elementary. Much of the time, these fields are among our best soccer fields.
However, they also require significant maintenance. When the City began our
field renovations in 1999, we made it clear to our landscape architect, MacLeod
Reckord, that we did not want any new sand based fields. This was based
largely on the recommendation of the City's Parks Superintendent, Kay Kinyon.
Kay did not want more sand-based fields because they require more water than
regular fields; should have all grass clippings removed from the field (rather
then mulched); and require significant rest periods to recover from a season of •
play. These maintenance practices are not sustainable in this city.
Sand-based, under drained fields are also significantly more expensive to
construct than other fields. For example,to renovate Westlake Park in 1999,cost
$783,000. To reconstruct Waluga Junior High and Bryant Elementary (a location
that is approximately twice the size of Westlake Park and included moving two
softball fields) the cost was approximately $950,000. Even if we were willing to
take on the additional maintenance burden, it was not possible to complete
eighteen renovation projects utilizing sand based fields with a $7 million budget.
Therefore, when Mr. Powers raises the question of who is responsible for these
fields not meeting "today's standards" for "free drainage" fields the answer is
city staff.
The Landscape Architect Selection Process
On February 1, 1999, my department sent Request for Proposals (RFP) to four
landscape architect firms and to Mr. Powers. (We did this despite the fact that I
don't believe Mr. Powers is a licensed Landscape Architect.) We held a
mandatory pre-submittal meeting on February 5, 1999 that was attended by
representatives of each firm and Mr. Powers. Proposals needed to be submitted
•
by February 18, 1999. All four firms submitted complete proposals. Mr. Powers
did not.
A panel consisting of Jennifer Joiner, Bob Galante, Nancy Bantz and me reviewed
each of the proposals. We narrowed the list to two and interviewed those two
firms. We ultimately selected the firm of MacLeod Reckord. I am confident, as
I'm sure are the other members of the panel, that any of the four would have
done an excellent job, but based on the materials submitted and the interviews, it
was our opinion that MacLeod Reckord was the top firm. (As a side note, two of
the other firms interviewed me after the selection process and both agreed that
MacLeod Reckord had submitted a very strong proposal.)

Dear Community Member,
A community workshop was held on February 7, 2002 to review the three conceptual
designs for George Rogers Park. At that meeting,we were asked to postpone the
February 28 meeting to allow additional comments on the concepts.
We have displayed the concepts in City Hall near the Parks and Recreation Department
• as well as on the George Rogers Park master planning process web page at

until March 4, 2002. Comments may be made by writing on the 81/2 x 11-inch handouts

We would appreciate your input in determining the best course of action for the park
and a preferred development concept.
On March 21,2002, at 6:30 p.m., a second meeting will be held in the Council Chambers
at City Hall to review a refined development concept that incorporates the preferences
from the first meeting and outlines an implementation approach for the proposed
improvements. We would appreciate your review of the proposed plan and
development strategy.
