This requires consideration of both long-term and short- term effects on ecological, economic, and community systems. Operating sustainably means that we are leaving a legacy for the community of Lake Oswego and the planet. A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are enriched by a wide range of choices in transportation, housing, recreation, and culture. Our infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged. SAB Mission & Duties The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of- life sustainability of our community. The Sustainability Advisory Board shall: a. Advise and assist the City Council in efforts to make City operations more sustainable. The Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's Sustainability Plan. b. Assist in the development of plans and policies to enhance the sustainability of the City as a whole. c. Educate and engage the public in efforts to make the community of Lake Oswego, including residents, businesses, and institutions, more sustainable. SAB Meeting Ground Rules We have agreed to abide by these ground rules to increase our meeting effectiveness. 1. Participate—everyone share "airtime" 2. Speak for yourself— use "I" language 3. Seek clarity: —ask clarifying questions — paraphrase what you hear others say —check out your hunches 4. Be respectful: — be on time —come prepared —turn off phones, pagers, and other devices —avoid interrupting others —don't use inflammatory labels &judgments 5. Have fun 0-11` 4.0 CITY OF LAKE OSWEGO Sustainability Advisory Board Minutes V moor ❑ °R E G or- October 15,2018 Call to Order/Roll Call Co-Chair Eliot Metzger called the October 15, 2018 meeting of the Sustainability Advisory Board (SAB)to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Eliot Metzger, Annamarie Guenther, Maddie Champion, Bob Sack, Stephanie Glazer, Richard Canaday, Sarah Hussion, Paul Soper, Kathleen Wiens, Councilor John LaMotte Members Excused/Absent Karl Friesen, Sarah Hussion, Allison Kim Staff: Jenny Slepian, Sustainability and Management Analyst Public: Drew Spainhower Announcements from Board and Staff • Richard went on a tour of the upper Clackamas River with Clackamas Water Providers • Kathleen mentioned an Opinion piece in the Portland Tribune about banning leaf blowers and would like to explore this in Lake Oswego • Kathleen also presented that First Addition is hosting a City wide tree meeting on October 25, 7-9pm at the Maintenance Center Approval of Minutes The Board unanimously approved the September 17, 2018 meeting minutes. Public Comment Drew mentioned that there will be an LOSN Repair Fair in January.There will be a Styrofoam/polystyrene collection box from Agilyx. Regular Business A. Review Agenda Chair Eliot Metzger reviewed the meeting agenda. B. City Council Update Councilor LaMotte gave an update on past and upcoming City Council meeting business: • Looked at Sewer/Water inspection contracts in South Shore district to look for leaks • Republic contract for solid waste franchise through 2027 will be reviewed soon • Fire IAFF contract to be discussed soon • City Hall plan being worked on. Should see a footprint and budget in early November meeting. • Still looking at North Anchor development potential • Stafford Agreement- moving to a 3 party agreement for planning in the future • DRC reviewed flag lot development at Hallinan. Being challenged by the community on some technical items on the plan. • Richard added that he hopes that sustainability features are not being cut from city hall building. John said it will be immediate occupancy and trying to get the other sustainability features too. C. Reusable Bag Initiative Jenny ran through the recommendations for a plastic carryout bag ban, which will include: • No exemption for thick plastic "reusable" bags • A clear definition of reusable • 10 cent fee for paper bags at the checkout • Inclusive of all retailers and restaurants The Board then discussed various options, as well as writing a letter in support of the ban. Annamarie and Maddie discussed using youth in the community to talk to people at grocery stores about using reusable bags. Will discuss with their sustainability club at school.The Board discussed various outreach techniques if the ban is approved by the City Council. D. Climate Actions/SAB Goals Eliot asked the Board members to lay out which Climate Actions they would like to work on: • Bob discussed transportation options to get people out of single occupancy vehicles. Discussed creating an app to help with carpooling and getting a Metro grant for a transportation pilot project. • Kathleen would like to work on tree preservation and air quality issues from demolitions and hazmat abatement • Richard and Paul would like to work on buildings and energy • Stephanie would like to focus on tree planting, reducing toxics, and improving air quality • Maddie would like to work on composting at schools • Annamarie would like to work on waste prevention at school and working with Oregon Green Schools Adjournment Chair Eliot Metzger adjourned the meeting at 8:30 p.m. Respectfully submitted, Jenny Slepian Sustainability and Management Analyst City of Lake Oswego Sustainability Advisory Board Minutes Page 2 of 2 October 15, 2018
