McIntyre, City Manager FROM: Jordan Wheeler, Management Analyst SUBJECT: FAN Alleys Restoration Project DATE: January 2, 2009 This memorandum is to update you on the plan for implementing the First Addition Alley cleanup project. City Council recently directed staff to pursue a First Addition Neighborhood (FAN) alley cleanup project where the City partners with the neighborhood and shares in the responsibilities for clearing the alleys. After the City restores the alleys, the residents will be responsible for keeping the alleyways clear and using the alleys for recycling and garbage collection. During the supplemental budget process in December, $100,000 was allocated to the City Manager’s Office to implement the project. These funds will cover project costs that will include engineering surveys, contracting with a vegetation and debris removal company, conducting outreach to the neighborhood residents, and performing gravel/resurfacing work. The project is led through a collaboration of City staff and neighbors of First Addition including the Neighborhood Association Chair. The City is also working closely with the City’s refuse and recycling hauler, Allied Waste, to make the transition to alley garbage and recycling service as smooth as possible. In order to communicate important and timely information about the project, a variety of neighborhood outreach measures will be employed. These measures include letters, postcards, door hangers, phone calls, and neighborhood meetings as well as utilizing the FAN’s website and creating an email distribution list for additional access to up-to-date project information. We’ve also assembled a team of neighborhood residents that will assist in circulating accurate information about the project to FAN neighbors. Next week, an initial informational letter will be sent to the residents and property owners of the FAN apprising them of the project. Currently, our City Surveyor is surveying the alleys to clarify the location of the 20-foot rights-of-way. The next step will be to conduct an inventory of the alleys to identify the major encroachments and additional outreach will be made to properties with these encroachments. A neighborhood cleanup and the removal of the encroachments by a contractor will take place early this spring. Attached is the Project’s Fact Sheet that includes the background on the issue, timeline for the project, a list of benefits for restoring the alleys, and links to useful websites and documents.
