APPROVAL OF MINUTES February 9, 2006 February 22, 2006 IV. APPROVAL OF FINDINGS, CONCLUSIONS AND ORDER LU 05-0076 Bethlehem Church LU 05-0078 First Cascade Corp V. PUBLIC HEARING LU 05-0068, a request by LO 138, LLC, for approval to modify the Lake View Village (LVV) Sign Program approved under an earlier Development Review Permit (LU 01-0076). The proposed modifications will amend Condition 2(f)(1) that limits each building to two (2) projecting blade signs (six square feet per side) on the second story, to allow for either two projecting signs, or one projecting sign and one fascia sign per building on that level. Location of Property: SW corner of State and A Street (Block 138) Tax Lot 7300 of Tax Map 21E 3DD. The staff coordinator is Paul Espe, Associate Planner. This hearing has been continued from the February 22, 2006, DRC meeting at the request of the applicant; new public testimony is limited to the new design. * * * * * LU 05-0065, a request by Oswego Investors, LLC, for approval of the following: • A Development Permit to construct a 34-unit condominium project; • A Class 1 variance to increase the combined height of a fence on top of a retaining wall to greater than eight feet; • A 4-foot Class 1 variance to increase the height of an entry “portal” located within ten feet of a property line abutting a public street from eight feet to 12 feet; and • Removal of 12 trees to accommodate the development. Location of Property: 555 Second Street (Tax Lot 1400 of Tax Map 2 1E 3DD). The staff coordinator is Jessica Sarver, Associate Planner. This hearing has been continued from the February 22, 2006, DRC meeting at the request of the applicant. New public testimony by applicant and interested persons is limited to the new design submitted and the effect of the changes in design as compared to the original design on the applicable criteria. * * * * * LU 05-0080, a request by Persimmon Construction, LLC. for approval of the following: 1. A 5-lot Planned Development (PD). 2. A Development Review Permit to construct five townhouses 3. A property line adjustment between Tax Lots 8900 and 8800. 4. A 14% exception to the lot coverage standard in order to increase it from an average of 40%, to 54%, (over the proposed five lots), through the Residential Infill Design Review standards. 5. Removal of eight trees to accommodate the development. Location of Property: 690 1st Street; Tax Lot 8900 of Tax Map 21E 03 DA.The staff coordinator is Debra Andreades, Associate Planner. This hearing has been continued from the March 6, 2006, DRC meeting at the request of the applicant. New public testimony by applicant and interested persons is limited to the new design submitted and the effect of the changes in design as compared to the original design on the applicable criteria. * * * * * LU 05-0084, a request by Mary Jo Avery and Avamere Lake Oswego Investors, LLC for approval of the following: • A Development Review Permit to construct a 7,851 square-foot, 3-story office building. • A major modification of an Approved Development Permit (LU 00-0071/LU03-0009) to modify the Resource Conservation Protection Area (RCPA) boundary on Tax Lot 5000, in order to provide access to the project site from Tax Lot 5000. • Establishment of an RCPA on Tax Lot 5500. • Removal of two trees to accommodate the development.
