SUBJECT: Results of the Community Greenhouse Gas Inventory and Climate Action Strategies

ACTION
No action is required. At the February 22nd meeting of the SAB the Good Company will present the results
of the community greenhouse gas (GHG) emissions inventory, recommended climate action strategies, and
how Lake Oswego's inventory and actions can serve to meet State, Metro region, and local climate
reduction goals. The presentation is intended to inform the SAB and provide an opportunity for discussion
of the results and identified strategies to reduce the community's carbon footprint.
BACKGROUND
The City retained the Good Company to inventory and analyze community greenhouse gas (GHG)
emissions for the Lake Oswego community to establish a snapshot of the community's carbon footprint to
inform planning efforts to achieve long-term GHG reductions. Based on the analysis of the inventory
results, climate action strategies have been drafted for consideration by the City and stakeholders during
the Transportation System Plan and Comprehensive Plan updates. The results of the inventory will also
help to inform City education and outreach strategies around sustainability and climate change.
DISCUSSION
Two reports from the Good Company, prepared in conjunction with Cogan Owens Cogan, are attached for
your review:
• Community Greenhouse Gas Inventory for Lake Oswego, and
• Understanding the Connections between State, Regional, and Local Planning Efforts Related to
Management of Greenhouse Gas Emissions
The Community Greenhouse Gas Inventory is a consumption-based community GHG inventory and
identifies climate action opportunities for Lake Oswego. The emissions documented in the inventory are
associated with consumption by Lake Oswego households and consumers. This GHG inventory was

conducted to establish the baseline carbon footprint of the community as a whole in order to discover the
highest-leverage areas for change and plan both short- and long-term GHG reductions.
The second document, Understanding the Connections between State, Regional, and Local Planning Efforts
Related to Management of Greenhouse Gas Emissions, is a memo that serves as a companion piece to the
Community Greenhouse Gas Inventory. While many organizations, plans, and initiatives at the state,
regional and local level are directly or indirectly connected to the goal of reducing community GHG
emissions, these connections are rarely made explicit. The purpose of the memo is to show how these
different efforts relate to one another and the results of the community greenhouse gas inventory for Lake
Oswego, including discussion of Metro's implementation of Senate Bill 1059 via the Climate Smart
Communities Scenarios project. A second goal is to show how these efforts can not only help Lake Oswego
address the challenge of climate change, but can simultaneously help the community to achieve numerous
benefits while striving to make Lake Oswego's 2035 community vision a reality.
NEXT STEPS
The inventory results are also being shared with the Comprehensive Plan Citizen Advisory Committee
(CAC), the Planning Commission, and the City Council. City staff will work with the CAC and TSP consultants
to review and incorporate the inventory results and recommendations into the update of these plans, as
appropriate. Staff will also work with the Sustainability Advisory Board to use the report's findings to
inform community engagement and outreach efforts.
