Transportation analysis Not applicable Remains Other Access Points at A only and D Streets FOOTHILLS DISTRICT REFINEMENT PLAN - ALTERNATIVES FOR ANALYSIS •r' CAC WORKSHOP, APRIL 7, 2005 Common Elements Each scenario utilizes structured parking integral to the buildings and the potential on-street parking. No surface parking lots have been assumed. Roofs of all structured parking could be developed as interior courtyard space for the buildings or with `green roof" treatments. Each scenario illustrates the Willamette Steps at B Street. Additional steps and/or pedestrian entries into the district could be developed at A, C and U Streets. Building envelopes are intended to provide assumptions about the approximate number or residential units and the approximate square footage of commercial/office/retail space. These estimates will allow traffic and financial analysis of each scenario and will give us a conceptual measure of possible density and intensity of uses. Exact shapes and designs of buildings, including exterior materials, are not addressed as part of this project. Parking per unit/square footage, number of'snits per floor of building envelope and number of levels of parking is understood at this point. Financial and traffic analysis in Task 5 may suggest further refinements. Access to Highway 43, internal traffic and pedestrian circulation, the open space framework, building heights and view corridors will be discussed for each scenario. I don't know what it is.....Do we expect businesses in the area? If so,then what will we do with the traffic that comes with it? 2) Will there be pedestrian crossings across Highway 43 to Foothills? 3) Will the traffic study look at the north/south traffic on Highway 43? It is already congested, seems like adding more development resulting in more cars will make Highway 43 worse. 4) I'd like to see visual comparisons, what is the size(square footage) of Block 138, area of the Foothills area and Oswego Pointe density? 5) There needs to be some visual comparisons: a. Square footage of Block 138? b. Square footage of Foothills Area? c. Condo density d. Etc.... 6) I'm concerned about the D Street option because it seems as though traffic will go straight up on D Street into the First Addition Neighborhood. 7) How much input does ODOT have into the Foothills Plan? Can they say"no"to certain connections to Highway 43? How many pedestrian crossings would ODOT allow across Highway 43? 8) How many driveway access point would ODOT allow on Highway 43? (Linda McNulty) 9) January or February of 2006 we should know what the preferred alternative for the street car. (Lynn Peterson) 10)It is really important to consider how the traffic to and from the Foothills area impacts the surrounding neighborhoods. (First Add neighbor) 11)Could the Street Car study and decisions that come from that undo any design plans that are developed through the Foothills Plan? (Renee Carr) 12)What is the value and significance of an urban renewal district in this area? (Ron Smith) 13)Traffic affects the quality of life. (Ron Smith) 14)Why aren't we looking at river transportation to ferry people to PDX? It appears to be the easiest and cheapest. (Will) 15)Vancouver BC has berry boats. 16)Are there going to be any concerns with hazardous waste from DEQ with development in the area? 17)Is it in a flood plain? 18)Is the City in compliance with FEMA? 19)Concern expressed over development in floodplain. 20)Tacoma, WA...renewal along water way, has commuter dock. 21)Restaurant is a good idea in this area. 22)Community garden is a good idea in this area. 23)Jeannie and others in the Old Town area think a boutique hotel is a good idea. 24)Who owns the land? 25)Is the City going to impose this plan on developers? 26)What are the school impacts? 27)Treatment plant.... Is it feasible to move it? What is the timing and cost? 28)Is there a general preference on options, asked Chris from Evergreen NA? 29)You could consider relocating the plant; have more open space with some higher buildings. 30)What do you want for density? Number of people and cars? 31)What do we want down there? Don't want a lot of office space. 32)Needs to have enough green space to feel comfortable. 33)Balance between open space and development. 34)Think there is already a lot of office pace capacity(not a demand). 35)If there are a lot of offices,there will be more traffic in surrounding neighborhoods. 36)There isn't parking capacity now for Roher Park, during the concerts. Where will additional cars park? 37)Preserve views of Mt. Hood. I don't know how tall 10 stories is. 38)Connect greenways with paths 39)Scenario 1, exit on"D" Street because of traffic on local streets. The group would like to meet in two weeks to discuss the graphics that will be presented to the CAC on 4/7/05.
