Subject: Draft of Rural Lake Grove Neighborhood Plan
Date: September 20, 1999
The Rural Lake Grove Neighborhood Plan Steering Committee, composed of members
of the Rural Lake Grove CPO, has worked with staff over the past year to develop a
draft Neighborhood Plan. The attached draft will be mailed in the next month to the
residents and property owners in the neighborhood with a request for their comments.
Please read and have your comments back to me by Thursday, October 4, 1999.
The Steering Committee has addressed many issues in the Draft Plan. Probably the
most significant, however, is the concept of having the County adopt some city codes
which would apply to the unincorporated area of the neighborhood, and by
intergovernmental agreement, transfer administration/application of the codes to the
City. To coin Evan's term, a sort of"virtual annexation."
The reasons the Steering Committee cites for desiring a move to City regulations in the
unincorporated area include a history of County-applied decisions which are perceived
both as detrimental to the neighborhood's character and resident's concerns, and as
being more appropriate for a rural area than a developed suburban area. These include
County actions on home occupations that are perceived as having a more commercial
or industrial nature (e.g., a dentist office and a sheet metal shop), allowing clearcutting
of lots to locate one house (e.g., one acre lot on Babson clearcut to site one home), and
approval of commercial development that is viewed as not compatible with abutting
residential development (RJR's three-story office building on Bangy south of Burma,
which exceeded the City's height maximum, did not meet City setbacks and exceeded
City FAR maximums; and the Olsen Memorial Clinic parking lot, which the County
allowed in a residential zone with access through to a local residential street).

• The challenge is to place these concepts in the plan and have the neighborhood
discuss them in order to measure the depth of support and then begin working with the
City Council and County Board on refining the concept.

The Rural Lake Grove Neighborhood Plan Steering Committee invites you to attend the Rural Lake Grove Neighborhood
Plan Open House on 1998 at the Lake Grove Elementary School Gymnasium located at 15777 Boones Ferry Road
from 6:30 p.m. to 9:00 p.m. The purpose of the open house is to provide the public an opportunity to review and comment on
the Draft Rural Lake Grove Neighborhood Plan.
A volunteer citizen's committee composed of members of the Rural Lake Grove Neighborhood Association developed the
Draft Neighborhood Plan over the past year. This group has set the stage for keeping the neighborhood livable and preserving
its natural beauty. NOW, they need your help in refining that vision.
The following goals and policies of the Draft Neighborhood Plan are proposed to be adopted as part of the City's
Comprehensive Plan. Consequently, future City Council adoption of the neighborhood plan will affect, future land use
decisions in the neighborhood. Following the open house, the Lake Oswego Planning Commission will hold a public hearing
on the plan toward the end of 1999. The Planning Commission will make a recommendation to the City Council who will hold
another public hearing to consider adoption. The Rural Lake Grove Neighborhood is largely within the unincorporated are of
Clackamas County. However, the City has responsibility for Neighborhood Planning in this area. The County Board of
Commissioners will also have to approve any Neighborhood Plan affecting the unincorporated area.

suggestions to the Lake Grove Elementary School on , 1999. If you cannot come, please feel free to mail your
comments to the City of Lake Oswego, Department of Planning and Development, P.O. 369, Lake Oswego, OR 97034. A form
is provided at the end of newsletter for this purpose. Your comments should be received by the City by . If you
