2 CALL TO ORDER
3 Vice Chair Ward called the meeting to order at 6:30 p.m. in the Council Chamber of City Hall, 380 A
4 Avenue, Lake Oswego, Oregon.

7 Members present were Vice Chair Bill Ward and Commissioners Skip Baker, Ed Brockman, Vickie
8 Hansen, Christian Pape and Nicholas Sweers. Chair Rob Heape, was excused.

10 Staff present were Scot Siegel, Director of Planning and Building Services; Evan Boone, Deputy City
11 Attorney and Iris McCaleb, Administrative Assistant.

13 FINDINGS, CONCLUSIONS AND ORDER
14 Community Development Code Amendments Establishing Incentives for Tree Preservation in Lake
15 Grove Village Center Overlay District (LGVCO) and West Lake Grove Design District (WLG)

17 On December 10, 2018, the Planning Commission made a preliminary recommendation that the City
18 Council approve the proposed amendments. Staff coordinator was Scot Siegel, Director of Planning
19 and Building Services.

21 Commissioner Baker observed that there were three conclusions: 1) reducing the mitigation rate to
22 50%, 2) the landscape credit and 3) requirement that owner replant a preserved tree that dies.

24 Vice Chair Ward stated that he was somewhat confused regarding the mitigation rate because he
25 recalled a vote of one tree to one tree replacement rate. He asked other members of the Commission
26 what their recollection was. Commissioner Brockman stated that he recalled he felt the current code
27 was burdensome and for most of the discussion he was at the opposite extreme but after hearing
28 testimony he had changed his mind and voted for the 50% mitigation rate which was reached as a
29 compromise. He pointed out that the discussion on the mitigation rate was all over the place and was
30 confusing. Other Commissioners agreed with Commissioner Brockman's recollection.

32 Commissioner Baker moved to adopt the Findings, Conclusions and Order as written. Commissioner
33 Sweers seconded the motion and it passed 6:0.
