APPLICANT'S REQUEST The applicant is requesting a formal review of the conditions of approval required in LU 08- 0007, LU 09-0012, and LU 10-0036 which relate to the Lakeridge High School Conditional Use Permit (CUP) for the athletic field. A formal review by the Development Review Commission (DRC) is required each year for three consecutive years following the decision date for LU 08-0007. The purpose of the review is to determine if the conditions of approval are being adequately met. 1 The applicant's request is a formal review of conditions of approval imposed by prior approvals and is not a new Minor or Major Development application. As such, it is not subject to the 120-day decision rule. LU 11-0023 Page 1 of 11 II. RECOMMENDATION Find that the applicant is in compliance with the CUP as approved in LU 08-0007, and as modified per LU 09-0012 and LU 10-0036. III. APPLICABLE REGULATIONS A. Prior Approvals Under Review: LU 08-0007 LU 09-0012 LU 10-0036 IV. FINDINGS A. Background/Existing Conditions: 1. Lakeridge High School is a 33.91-acre complex located north of Overlook Drive and west of Stafford Road (Exhibit E-1). The site has frontage on Overlook Drive (Neighborhood Collector) to the south and Cloverleaf Road (Local Street)to the north. Vehicle access to the campus is from a 2-way driveway and a one-way driveway along Overlook Drive. 2. The original CUP for the school was granted by the Planning Commission in 1969 (CU 2-69). Since that time, several modifications to the CUP have been granted on the site. 3. In 2008, a modification to the school's CUP was approved (LU 08-0007) by the DRC to: • Allow the total number of athletic field spectators to exceed the number of on-site parking spaces; • Allow use of the athletic fields past 9:30 p.m. for varsity football games; • Allow public address announcements during varsity games; and • Allow temporary bleachers around the football field to accommodate up to 1,800 additional spectators. LU 11-0023 Page 2 of 11 The decision was subsequently appealed to the City Council (AP 08-01). The City Council affirmed the DRC's decision, modifying some of the conditions established by the DRC. 4. Per Condition D(8) of LU 08-0007, a formal review by the DRC is required each year for three consecutive years following the date of decision for LU 08-0007, which was August 6, 2008. The purpose of the review is to determine if the conditions of approval are being adequately met. The first annual review was conducted in June 2009 (LU 09-0012). The DRC found that all of the conditions of LU 08-0007 were being complied with except Conditions B(4) and D(7). To assure compliance with these conditions, the DRC imposed the following conditions on LU 09-0012: • The applicant shall provide evidence from a registered lighting specialist no later than March 1, 2010, that the brightness readings do not exceed 1,000 cd/m^2 along the property line abutting 1400 Cloverleaf in accordance with Condition B(4) [of LU 08-0007]. • Compliance with Condition D(7) of LU 08-0007 is suspended for one year, and in lieu thereof, the following alternative condition shall be complied with by the applicant to determine if the alternative is an equivalent method of achieving the purpose of Condition D(7): The applicant's computerized system controlling field lights shall be programmed to extinguish the athletic field lights after the last scheduled field use to assure that field lights are not left on unnecessarily. The representative of each user (teams, etc.) of the athletic field shall be given instructions on how to manually shut off the field lights in the event they are the last scheduled user of the field and the scheduled event ends early. The DRC also made a minor change to Condition B(1) of LU 08-0007 to clarify the condition language. The second annual review was conducted in August 2010 (LU 10-0036). The DRC found that all conditions of LU 08-0007 were being complied with except that Condition D of LU 09-0012 needed to be slightly modified to address small areas of concern: • The applicant's computerized system controlling field lights shall be programmed to extinguish the athletic field lights after the last scheduled field use to assure that field lights are not left on unnecessarily. The representative of each user (teams, etc.) of the athletic field shall be given instructions on how to manually shut off the field lights in the event they are the last scheduled user of the field and the scheduled event ends early. LU 11-0023 Page 3 of 11 • The applicant shall implement the proposed monetary penalty as outlined in Exhibit F8 (of LU 10-0036) during the 2010 varsity football season in an effort to reduce the incidences of field lights being left on unnecessarily when a user cancels without notice. The applicant shall document whether this method was successful in addressing this issue during the next review by the DRC. 5. The site is zoned PF. Existing zones and land uses surrounding the site are as follows: North: R-7.5 & PNA--Single-family lots; Lake Oswego Municipal Golf Course South: R-10 & R-15 —Single-family lots; two churches; Avamere Congregate Care Facility East: PNA& R-15 — Lake Oswego Municipal Golf Course; Hazelia Field,- Single-family lots West: R-7.5 & R-10—Single-family lots V. PUBLIC NOTICE OF APPLICATION AND APPLICANT'S BURDEN OF PROOF A. Neighborhood Meeting: A neighborhood meeting is not generally required for a formal review of conditions of approval; however, a condition of a prior approval (LU 06-0069) requires the applicant to meet with the neighborhood at least twice a year through 2014 and file a report annually with the City Manager. The applicant held a neighborhood meeting on September 15, 2010 and a second meeting on March 10, 2011. The minutes of these meetings are attached as Exhibits F-8 and F-9. B. Public Notice to Surrounding Area: Per Condition D(8) of LU 08-0007, the formal review before the DRC shall be subject to the notice provisions of LOC 50.69.030(3)(b) and 50.82.020(1). The City has provided adequate public notice and opportunity to comment on this application, as required by LOC 50.69.030(3)(b) and 50.82.020. No comments were received at the time of publication of this report. C. Burden of Proof: Condition D(8) of LU 08-0007 requires this review to determine if the conditions of approval are being met. The applicant has provided sufficient evidence to enable staff to determine if the conditions of approval are being met. These documents are listed as exhibits at the end this report. LU 11-0023 Page 4 of 11 The applicant's narrative includes a table of contents with a list of associated exhibits (Exhibit F-1). For the purpose of this report, staff reorganized the exhibits to be in keeping with previous staff reports. PROCEDURE FOR REVIEW OF CONDITIONS OF APPROVAL Per Condition D(8) of LU 08-0007, the applicant is required to file a request for formal review of the conditions imposed by LU 08-0007 each year for three consecutive years from the date of final decision, which was August 6, 2008. The scope of the formal review is limited to the determination of whether or not the conditions applied are being met and is not a re-review of the CUP criteria. A. Review of Conditional Use Permit - [LOC 50.69.0� Uses operating pursuant to.a CUP maybe reviewed to determine whether or not the conditions applied continue to be met. The hearing body is authorized to amend a CUP, impose additional conditions to more adequately assure compatibility of such uses, or terminate the permit. The CUP may be revoked or modified if it is found that the conditions are not continuously being met or for the reasons stated in LOC 50.86.030. Following is a review of the Conditions of Approval applied in LU 08-0007 and as modified in LU 09-0012, and LU 10-0036. B. Prior to Playing any Varsity Football Games at Lakeridge High School, the Applicant/Owner Shall: 1. Submit a final traffic control plan and parking plan in accordance with the provisions outlined in Exhibits F3, F6, F7, and 1710 for review and approval by the City Engineer that address the following: 2 The date of the Parking and Traffic Plan is actually September 17,2010. LU 11-0023 Page 5 of 11 a. On-site parking for visiting teams. b. The monitoring and enforcement by event staff(supplied by the School District) of off-site parking on auxiliary lots. c. Traffic and parking control measures to discourage parking and drop- offs on Cloverleaf Road, Marjorie Avenue and Banyan Lane. d. Schedule for shuttle service to auxiliary parking sites required by Condition B(2) that are more than Yz mile from the Lakeridge High Schools.3 e. Communication plan to publicize parking protocols, auxiliary parking locations and shuttle schedules to students, staff, and parents of Lakeridge H.S., visiting schools, and the neighborhood generally. The applicant submitted a traffic control and parking plan for the 2010 football season (Exhibit F-2). Emails to visiting high schools were sent informing visitors of local parking policies (Exhibit F-13). The plan was in accordance with the requirements of this condition and were reviewed and approved by staff prior to the first varsity football game of the 2010 season. This condition is met. 2. Submit formal parking agreements with the owners of off-site parking lots demonstrating a minimum of 400 parking spaces are available for the varsity football games (either at the sites proposed by the applicant in its application or at other alternative sites). The applicant obtained shared parking for the use of more than 430 parking spaces utilizing. four off-site parking lots: Waluga/Bryant school site, Hazelia Field, and City Christian Church. Parking agreements for the use of non-District properties were obtained from the City of Lake Oswego Parks and Recreation Department and City Christian Church (Exhibits F-3 and F-4). This condition is met. 3. install the temporary bleachers for up to 1,800 additional spectators and mitigated sound system layout in accordance with the locations and design illustrated on Exhibits E4 and E12 to the satisfaction of staff. As discussed in the applicant's materials (Exhibit F-1 and F-12), installation of the temporary bleachers (with a total of 1,185 seats) and sound system was completed in the same manner as observed and approved by staff in previous years. This condition is met. 4. The applicant shall submit evidence from a registered light specialist approved by staff and the applicant to demonstrate the athletic field lighting has been adjusted to maintain light pollution levels at or below 1,000cd/m^2 along the length of the residential property lines abutting 3 Note:the original language of Condition 13(1)(d)was modified for clarification purposes during the review of LU 09-0012. LU 11-0023 Page 6 of 11 Cloverleaf Road(north side of the road) in accordance with the lighting studies. The applicant previously submitted letters from their lighting consultant confirming that the athletic field lights were adjusted to assure that light pollution levels do not exceed 1,000 cd/m^2 along the residential property lines abutting Cloverleaf Road (Exhibit F-14). No changes to the lighting levels or placement occurred since this approval. This condition is met. C. Prior to Implementing Play-by-Play Announcements for any Varsity Sport Event on the Athletic Field, the AppllcantLOwner Shall: 1. Install a speaker system as recommended by the acoustical report certified by a registered acoustical specialist approved by the staff and the applicant. This condition was effective until the installation was complete. The installation of the poured-in-place concrete mounts for the speaker poles was completed and verified by staff in 2009. No changes to the speaker system have occurred since approval. This condition is met. D. MISCELLANEOUS: 1. The applicant/owners shall adhere to the following field lighting schedules: a. Use of athletic field lights shall be prohibited after 9:30 p.m. Monday through Saturday, and 6:00 p.m. on Sundays, except for varsity football games only when the use of lights on the athletic field shall be permitted until the game ends. Security lighting to allow for exit and clean up may be utilized for 15 minutes beyond the cut-off time for varsity football games only. b. Beyond the cut-off times specified, above, the lighting banks facing Cloverleaf Road shall be extinguished first and shall not be used for security lighting for exit and clean-up. As shown in the applicant's field lighting report, the field lights are controlled by the school's digital control system to ensure the required shutdown times are consistently met. Exhibit F-5 illustrates that the field lights are turned off by the timelines established in the condition, above, including the extended timelines for the varsity football games. At the neighborhood meetings, the applicant assured the "closest neighbors" that they are enforcing the financial penalties for repeat offenders who do not turn off the field lights when the field is not in use (Exhibits F-8 and F-9). This condition is being adequately met. LU 11-0023 Page 7of11 2. The applicant/owner shall adhere to the approved traffic control and parking plans, as provided in Condition B(1), above,for varsity football games at the site. At the neighborhood meeting held by the applicant on March 10, 2010, neighbors responded positively to the implementation of the traffic and parking plans (Exhibit F-9). No complaints about traffic were noted in the minutes of the meeting and no complaints were received by the City as of the date of this report. One neighbor stated that people were parking in the neighborhood during rugby games (Exhibit F-9). Dr. Mike Lehman, Lakeridge High School principal, reiterated that he would share the good neighbor policy with those attending the games (Exhibit F-9). This condition is being adequately met. 3. The applicant/owner shall require the representatives of all users (teams, etc.) of athletic facilities on the site to sign an agreement stating that they agree to the following: a. No parking or drop off of students or equipment shall be allowed on Cloverleaf Road, Marjorie Avenue and Banyan Lane, b. Users shall adhere to the time limitations imposed by this Conditional Use approval. c. Users will be responsible for cleanup of garbage and litter following their use of the facility. d. The last scheduled user of athletic fields shall turn off the field lights before exiting. The applicant shall be responsible for the monitoring and enforcement of the above user requirements. A copy of each executed agreement, along with documentation of any enforcement actions taken by the application, shall be kept on file with the School District. The applicant provided copies of the agreements signed by users of the athletic facilities at the site during the 2010 season (Exhibit F-11). At the 2011 neighborhood meeting conducted by the applicant, there were only several general complaints about compliance with the user requirements listed above (Exhibit F-9). As noted, the applicant is actively working with the neighbors, visiting teams, game attendees, etc to enforce the good neighbor policies and conditions of approval. This condition is being adequately met. 4. No other events shall be scheduled on the Lakeridge H.S. campus during varsity football games.. As stated by the applicant in the narrative (Exhibit F-1), no other events were scheduled during the varsity football games during the 2010 season. This condition is met. LU 11-0023 Page 8 of 11 5. The use of amplified play-by-play announcements shall only be allowed for varsity games on the athletic field in the northeast area of the site. Public announcements for all other uses shall be limited to player introductions and emergency announcements only. As stated in the applicant's narrative (Exhibit F-1), the approved amplified sound system was utilized for the entire 2010 varsity season. The sound system is only used for player introductions at non-varsity athletic events. No specific complaints regarding the sound system were received. This condition is met. 6. Temporary bleachers and the associated sound systems installed near those bleachers shall be erected only for the duration of the varsity football season and shall be removed within one month from the site for the remainder of the year. According to the applicant, the temporary bleachers were installed on September 28, 2010, and removed on November 11, 2011 (Exhibits F-1 and F-12). The speakers associated with those bleachers were installed on September 21, 2010, and removed on December 8, 2010 (Exhibit F-1). This condition is met. 7. The applicant's computerized system controlling field lights shall be programmed to extinguish the athletic field lights after the last scheduled field use to assure that field lights are not left on unnecessarily. The representative of each user(teams, etc.) of the athletic field shall be given instructions on how to manually shut off the field lights in the event they are the last scheduled user of the field and the scheduled event ends early. The field lights are controlled by the school's digital control computer system. The applicant provided a log from that computer system (Exhibit F-5) illustrating the field light shut off times for the period between June 2010 and June 2011. The log indicates that the field lights were turned off on or before the required cut-off times. The applicant shall implement the proposed monetary penalty as outlined in Exhibit F-8 during the 2010 varsity football season in an effort to reduce the incidences of field lights being left on unnecessarily when a user cancels without notice. The applicant shall document whether this method was successful in addressing this issue during the next review by the DRC.4 As a result of the continued detailed scheduling and implementation of the District energy consumption charge as defined by the District policies and regulations, there was a greater success rate in reducing the incidences of when the lights were turned on with no visible use of the field (Exhibits F-1 and F-6 to F-7). This condition is being adequately met. 4 Condition D reflects modifications of the original language for clarification as approved per LU 10-0036. LU 11-0023 Page 9 of 11 8. The applicant shall file a request for formal review by the Development Review Commission of the conditions imposed by this approval each year for three consecutive years from the date of final decision approving this request. The formal review shall be subject to the requirements of LOC 50.69.030, including the notice provisions of LOC 50.69.030(b)and LOC 50.82.020(2). Nothing in this condition shall be construed to prohibit earlier review if warranted by the circumstances. The applicant is complying with this condition through review of the compliance with the conditions of approval at this public hearing before the DRC. VI I. CONCLUSION Based upon the information provided by the applicant and available to staff, staff concludes that all conditions of approval for LU 08-0007, or as modified per LU 09-0012 and LU 10-0036, appear to have been met by the applicant. Vill. RECOMMENDATION As per LOC 50.69.030, the hearing body is authorized.to amend a conditional use permit of impose additional conditions to more adequately assure compatibility with adjacent land uses. Staff recommends that the DR accept staff findings presented in this report. No additional actions or conditions of approval are recommended by staff at this time. EXHIBITS: A. In essence; these Orders specify the conditions under which Lakeridge High School may hold home football games. The 2010 football season marked the third year of Lakeridge holding on-site home football games. ALL of the 2010 home football games were played at Lakeridge. Capitalizing on the District's successful planning for the 2009 season and as will be evident when the accompanying records are reviewed; every 2010 game went very well with little or no negative impacts to the surrounding neighborhoods. This is due to the extensive planning and execution of those plans for each home game, and also to the leadership and initiative of Dr. Mike Lehman, Lakeridge's principal, to ensure that neighborhood concerns are heard and appropriately addressed, as well as the support of the Lakeridge community and its many volunteers that helped in the preparation and/or execution of each home game. More than one neighbor gave the District and"A"for the season as noted in the March 10,2011 minutes in the enclosed Exhibit IA. While no formal parking or noise studies were conducted nor required during any of the 2010 season home games, Stuart Ketzler, Executive Director of Finance, personally drove the adjoining parking lots and close-in neighborhood streets during the mid-way points of two of the home games and generally observed that on-street parking on those close-in streets was virtually nil, and that the Palisades Elementary, Hazelia Field and City Christian Church parking lots were generally at only 50% or less of capacity for each event. Neighbors reported similar observations. All on-site parking was heavily utilized as planned and cleared in a reasonable manner at the conclusion of each game. Noise levels from the game at these Locations were also observed to be very low, the only exception being on the east end of Cloverleaf and the very southern end of Marjorie Avenue when the crowd cheered in response to action on the field. Condition D(7) was met more successfully with the continued detail scheduling and the implementation of the District energy consumption charge as defined in the approved School Board Policy EDD, (Exhibits 2A & 2C), and Regulation EDD-AR, (Exhibits 2B & 2C). The highlighted text in the field light report, (exhibit 3A), illustrates that a number of evenings the lights were turned off prior to the required time of 9:30 p.m. However, a neighbor noted that the lights were left on with no visible use of the field, (Exhibit 1A). We look forward to your review of this information and our hearing in front of the DRC. 1 9 CONDITIONS UNDER REVIEW FROM LU 10-0036 1. LU 10-0036 i''s approved subject to compliance with the conditions of approval set forth in Subsection 2 of this Order. 2. The conditions for LU 10-0036 are as follows: A.. Condition D(7) of LU 08-0007 is hereby amended as follows: The applicant's computerized system controlling field lights shall be programmed to extinguish the athletic f eld lights after the last scheduled field use to assure that field lights are not left on unnecessarily. The representative of each user (teams, etc,) of the athletic field shall be given instructions on how to manually shut off the field lights in the event they are the last scheduled user of the field and the scheduled event ends early. RESPONSE: The field lights are controlled by the school's digital control system to ensure shutdown times are consistently met. The highlighted text in the field lighting report, (exhibit 3A), illustrates that lights were turned off a number of evenings prior to the required time of 9.30 p.m. Field Users signed the User Agreement Forms which include instructions to turn off the field lights, (exhibit 3B). B. The applicant shall implement the proposed monetary penalty as outlined in ExhibitF8 during the 2010 varsity football season in an effort to reduce the incidences offield lights being left on unnecessarily when a user cancels without notice. The applicant shall document whether this method was successful in addressing this issue during the next annual review by the DRC. (Note: Exhibit numbers in this paragraph refer to LU 09-0012 documents only.) RESPONSE: As a result of the continued detailed scheduling and the implementation of the District energy consumption charge as defined in the approved School Board Policy EDD, (Exhibits 2A & 2C), and Regulation EDD-AR, (Exhibits 2B & 2C) the District was more successful in reducing the incidence of the lights turned on with no visible use of the field . On-Site parking for visiting teams. b. The Monitoring and enforcement of event staff(supplied by the School District) of off site parking on auxiliary lots. c. Traffic and parking control measures to discourage parking and drop-offs on Cloverleaf'Road, Marjorie Avenue and Banyan Lane. d. Schedule for shuttle service to auxiliary parking sites required by Condition B 2 that are more than % mile_ttrom the Lakeridge High School Site. (Note: Condition B(2) in this paragraph refer to LU 08-0007 documents only.) e. Communication plan to publicize parking protocols, auxiliary parking locations and shuttle schedules to students, staff, and parents of Lakeridge H.S., visiting schools, and the neighborhood generally. " RESPONSE: The Parking and Traffic Plan letter dated September 16, 2010 from Stuart Kctzler (Exhibit 4A) with attachments was submitted to Massoud Saberian, Principle Traffic Engineer for the City of Lake Oswego, the letter complies with conditions A.1.La through A.1.Ld above. Dr. Mike Lehman sent personal email with attachments to each visiting high school informing the visitors of local parking see exhibits 4B through 4E. Attached is a copy of the submitted traffic control plan which includes: a. Parking and Traffic Plan dated September 16, 2008. b. Drawings identifying assigned parking for visiting spectators, paid parking, student parking and staff parking. c. First Student Shuttle Plan. d. Lakeridge High Communication Plan. e. Hazelia field and City Christian.Church parking permits. 3 11 CONDITIONS UNDER REVIEW FROM LU 08-0007 and AP 08-01 CONDITION B. Prior to Playing any Varsity Football Games at Lakeridge High School, the Applicant/Owner Shall.' 2. Submit formal parking agreements with the owners of'off-site parking lots demonstrating a minimum of 400 parking spaces are available for the varsity football games (either at the sites proposed by the applicant in its application or at other alternative sites). RESPONSE: The Parking and Traffic Plan letter(Exhibit 4A) identifies more than 430 parking spaces utilizing 4 off-site parking lots; Waluga/Bryant, Hazelia field, and City Christian Church. Parking agreements for the use of non-district property were obtained from the City Of Lake Oswego Parks and Recreation for Hazelia field and City Christian Church. 3. Field Install the, temporary bleachers for up to 1,800 additional spectators and mitigated sound system layout in accordance with the locations and design illustrated on Exhibits E4 andF12 to the satisfaction of staff (Note: Exhibit numbers in this paragraph refer to LU 08-0007 documents only.) RESPONSE: For the 2010 Lakeridge football season the field equipment was installed in the same manner as was observed by Jessica Numanoglu from the City of LO Planning Department afternoon of October 9, 2008. Rental bleachers totaling 1,185 seats, (exhibit 5A), were installed along the north side of the field and the sound system was installed per exhibits E4 and F 12 of LU 08-0007_ CONDITION D: Aliscellaneous 1. The applicant/obvner shall adhere to the following field lighting schedules: a. Use of athletic field lights shall be prohibited after 9:30 p.m. Monday through Saturday, and 6:00 p.m. on Sundays, except.for varsity football games only when the use of lights on the athletic field shall be permitted until the game ends. Securio;lighting to allow for exit and clean up may be utilized for 15 minutes bevond the cut-off times, except security lighting may be utilized for up to 45 minutes beyond the cut-off time for varsity football games only. b. Beyond the cut-off times specified, above, the lighting banks facing Cloverleaf Road shall be extinguished first and shall not be used for security lighting for exit and clean-up. The field lights are controlled by the school's digital control system to ensure shutdown times are consistently met. RESPONSE: The District met with the "closest neighbors" March 10, 2010 to obtain their perspective regarding parking,traffic, and other related issues. As reflected in the meeting minutes (Exhibit IA)the "closest neighbors" responded positively to the implemented event plans. 3. The applicant/owner shall require the representatives of all users (teams, etc.) of athletic facilities on the site to sign an agreement stating that they agree to the following: a. No parking or drop off of students or equipment shall be allowed on Cloverleaf Road, Marjorie Avenue and Banyan Lane. b. Users shall adhere to the time limitations imposed by this Conditional Use approval. c. Users will be responsible for clean up ofgarbage and litter following their use of the facility. dr. The last scheduled user of athletic fields shall turn off the field lights before exiting, The applicant shall be responsible,for the monitoring and enforcement of the above user requirements. A copy of each executed agreement, along with documentation of any enforcement actions taken by the application, shall he kept on file with the School District. RESPONSE: Exhibit 313 provides evidence that outside groups are signing agreement forms and comments from the"closest neighbors" during the March 10, 2011 (Exhibit IA) meeting and field light report, (exhibit 3A), illustrates that field users are complying with the field use requirements. 4. No other events shall be scheduled on the Lakeridge H.S. campus during varsity football games. RESPONSE: No other events were scheduled on the Lakeridge High School Campus during the 2010 varsity football games. 5. The use of amplified play-by play announcements shall only be allowed for varsity games on the athletic field in the northeast area of the site. Public announcements for all other uses shall he limited to player introductions and emergency announcements only. RESPONSE: Lakeridge High School used the amplified sound system for the first time during the October 10, 2008 Varsity football game. It was subsequently used for other varsity games. Ian Lamont, Athletic Director for Lakeridge High School, has confirmed that the District is incompliance with condition D(5). A neighborhood meeting was held with the "closest 5 13 neighbors"March 10, 2011 and no concerns were identified with the use of the sound system(Exhibit I A). 6. Temporary bleachers and the associated sound systems installed near those bleachers shall he erected only for the duration of the varsity football season and shall be removed within one month from the site,for the remainder of the year. RESPONSE: Temporary bleachers were installed September 28, 2010 and were removed from the field November 11, 2011. The north speakers were installed September 21, 2010 and taken down December 8, 2010. 8. The applicant shall file a requestfor review by the Development Review Commission of the conditions imposed by this approval each year,for three consecutive years from the date offinal decision approving this request. The formal review shall be subject to the requirements of LOC 50.69.030, including the notice provisions of LOC 50.69.030(3)(b) and LOC 50.82.020(1). These conditions requires the Lake Oswego School District to submit to you for your review and approval a final traffic control plan, parking plan and formal parking agreements prior to playing any varsity football games at Lakeridge High School. As was the case forlast year's games and as evidenced in our plans, it is our intention to encourage drop-offs or walking, provide adequate alternate transportation, and on- and off- site parking such that NO neighborhood parking is re wired. While legal on-street game parking will still naturally occur in the neighborhoods surrounding Lakeridge, we are confident its impact to our neighbors will be negligible. Based on our experience gained from last year's home games, our plans tailor our level of effort to each game's expected turnout. Lakeridge will play four home games this school year as follows:I September 25, 2010—Piedmont High School,Piedmont, CA October 1, 2010—Clackamas High School October 15, 2010—West Linn Mgh School October 22, 2010—Oregon City High School (Homecoirdng) Based on our prior experience and assuming a fairly successful season, the expected level of total fan turnout for each home game is summarized as follows: Low to Moderate Turnout (Overall estimated turnout of less than 2.000 fans) Piedmont High School—traveling from California. with approximately 70 fans 'A fifth home game is theoretically possible on November 5 ifLakeridge has a play-in game and is the higher seed. If Lakeridge were to have a hoMe,play-in game,we world notify the City as soon as possible and approach it similar to the Orr_-gon City home game, EXHIBIT F-2 LU 11-0023 eGxvitirr'M) 15 Moderate Clackamas high School 11i,ayh to Very ffieh Turnout (Overall estimated turnout of approximately 3,000+fans West Linn High School game — due to proximity and prior turnout, expected to be a high interest game with significant fan turnout expected for both home and visiting teams. Oregon City High School - expected to be High due to Homecoming and last regular season home game. May be Very High if either or both teams are positioned to possibly make the Playoffs. This letter will address the parking and traffic control plans which are common to all home games plus the supplemental measures that will be provided for the two expected High to Very High Turnout games. A minimum of four off-site lots with over 430 parking spaces (The Waluga/Bryant lot will utilize shuttle bus(es) to further reduce neighborhood traffic) will be utilized for all home games, as well as all 348 on-site parking spaces. All shuttle drop-offs and pick-ups at Lakeridge will be at an area either in front of the gyms near the east end of the building or in the traffic circle next to the Performing Arts entrance on the west end of the building, depending on where the bus is coming from. Parent drop-offs and pickups will all be directed to the traffic island in front of the main Lakeridge front entrance. In addition to volunteers and school and district staff that will assist in traffic control, the district has hired D&H Flagging Co. to evaluate its traffic plans and provide professional flaggers at critical locations. An area map with annotations for traffic control and parking plans is attached as Exhibit 1. As per normal protocols for every game at the District Stadium, approximately 5 event security staff will also be on band. As also done last year and as depicted in Exhibit 2, we have or are submitting Special Event Permits (SEP) to close Ridge Lake Drive at Overlook and the eastern section of FernWGod Drive from its intersection with Treetop Lane and the southern section of Greentree Avenue beginning at its intersection with Mapleleaf Road. Only local traffic will be allowed into these areas. This will allow a car-free pedestrian zone (excepting local traffic) beginning at approximately 5:30 p.m. on the neighborhood streets without sidewalks that are closest to Lakeridge that are expected to see significant foot traffic. Sandwich boards with no parking signs will be placed along the whole east side of Tree Top Lane and the final approximate 150 yards of Meadowlark Lane approaching Overlook to improve traffic flow, visibility, and pedestrian access. With the SEPs, we will also be requesting enhanced Lake Oswego police patrols around Lakeridge for each home game. As is typical for all major sporting events, we will also request a Lake Oswego fire truck also park at Lakeridge for the whole of each evening. We will again defer to the Fire Department for exact placement, though their preferred location appears to be the drive near the west end of the football field just off of Cloverleaf Road, The timing of events leading up to the start of each game will disperse pre—game traffic over a period of approximately two hours and over a wider area than normal such that pre- 16 game traffic at and near Lakeridge will not have a significant peak. While traffic volume after each game will occur in a shorter period, it will not be during peak late afternoon commuter traffic,and will be further ameliorated by the use of the shuttle buses. Lakeridge's communication plan, which is separately organized for district patrons and Visiting fans and is included as Exhibit 3, will encourage car-pooling or shuttle parking, walking for our neighbors within walking distance where they believe it is safe to do so, and ample and accessible parking for the visiting team and their fans. It will strongly discourage neighborhood parking. The plan will be sent through the district list-serve, will be available at the school and district web-sites, and will also be advertised in the Lake Oswego Review. It will also be promoted at all south-side schools and at other Lakeridge events in the week leading up to each home game. The communication plan for each visiting team will be sent to their Athletic Director the week before their game at Lakeridge. Flaggers, staff and volunteers posted at key locations will have maps on postcards available for distribution showing the satellite parking locations and the best routes for safe and easy access. Two-way radios will be used to facilitate communication between the flaggers and staff and volunteers at key locations. While the above discussion provides significant details, it is probably most helpful to provide a more detailed discussion of the timeline and parking plan common to all games before we more fully discuss traffic control plans. Timeline and Parkingn P Plan All games have a starting time of 7:00 p.m. except Piedmont's will also have a JV game that starts at approximately 3:30 p.m. N games typically only have total crowds of approximately several hundred so other than directing Piech-nont's fans to the east Lakeridge parking lot, no special accommodations are necessary for this JV game. Visiting players and coaches will arrive by bus at approximately 530 to 5:45 p.m. and will unload at the east Lakeridge parking lot but will park their buses in the drop-off zone in front of the main Lakeridge front entrance. The same will be true for any rooter buses they may send. Excepting the Piedmont game, which will have all fans present before the conclusion of the JV game, the east parking lot and Hazelia will be reserved for visiting fans, though any empty spaces will be released between 6:15 to 6:30 p.m., depending on the game (earlier release for the teams expected to have lower fan turnout (Clackamas, possibly Oregon City)). Signage will be posted at both lots clearly indicating they are for visitors or when they are full. As will be communicated beforehand to visiting as well as Lakeridge fans, only vehicles with occupants that are clearly visiting fans will be allowed to park in this lot. The east parking lot has approximately 110 spaces which will accommodate approximately 300 or more people with normal car-pooling. The Lakeridge west-side parking lot with approximately 192 parking spaces and Palisades parking lot, which.has 79 striped parking spaces, will be free lots, though again car-pooling will be strongly encouraged and the lower two sections of the west parking lot with 17 approximately 60 parking slips will be paid parking for all games. The Palisades lots will remain a free lot for all home games. As noted in Exhibit 4 from First Student, approximately I to 4 shuttle buses will be used to shuttle rooters from Waluga Junior High School to Lakeridge beginning at approximately 5:45 p.m.. These buses would continue from Waluga until all rooters have been transported to Lakeridge. One bus will periodically rotate between Waluga and Lakeridge during the game; other buses will park off-site during this time. Waluga will host a tailgate party prior to the Oregon City game that will begin at approximately 4:30 p.m. This Waluga tailgate event will again serve to draw additional Lakcridge fans to the Waluga shuttles,further reducing parking at or near Lakeridge. For the West Linn game only, a shuttle bus will also be utilized from Hallinan Elementary School. If the conditions warrant, this shuttle will also be added to the Oregon City game. Selection of Hallinan is based on prior utilization and its remoteness relative to either Lakeridge or the Waluga/Bryant shuttle buses. Each varsity game will begin at 7:00 p.m. and is expected to conclude by approximately 9:45 p.m., though that time is highly variable due to the nature of football tirackeeping conventions. The buses for Waluga will arrive back at Lakeridge at their same drop-off locations shortly before the conclusion of the game and will depart as soon as they are full or within approximately 15 to 20 minutes of their arrival at Lakeridge.. The buses will continue to return to Lakeridge until it is clear they have transported all patrons back to the Waluga/Bryant lots (buses that leave full or near full will return to Lakeridge for a second run). Flaggers will continue their presence at their locations for the duration of the evening, though staff and volunteers will conclude their pre-gwne parking or traffic duties shortly after 7:00 p.m., at which time they will be requested to join the game. Hired event security will periodically patrol the parking lots, including all off-site lots. At the conclusion of the game, volunteers and event staff will be sent to the same key intersections to again facilitate safe traffic flows and safe pedestrian crossing at the busiest intersections. Additional details on after-game traffic plans are discussed below in the Traffic Control Plan. The Visiting team buses will remain in the Lakeridge parking lot for approximately 30 minutes after the game. Given how traffic normally clears after a game, most on-site and close-in parking will have departed by this time. Traffic Control Plan As shown on Exhibit 1, we will use flaggers at critical points and staff and volunteers at all significant intersections and lots. As pre-game traffic will be dispersed over an approximate two-hour period and due to the use of the satellite parking lots, pre-game traffic to and near Lakeridge is expected to be spread out and less than what we typically see at other more significant Lakeridge events such as graduation or high interest 18 basketball or soccer games. Pre-game traffic flow management will be focused on safely and efficiently directing people to or into the various available parking lots. SigDage will be provided to direct people to the parking lots, as well as to indicate when a particular lot may be full. The west Lakeridge parking lot will also have an extra attendant stationed at its north end to receive parking fees for the roughly 60 spaces that will only be available on a paid basis. Overlook Drive and Meadowlark Lane (excepting the roughly 150 yards on the northern section of Meadowlark approaching Overlook)both have sidewalks to safely accommodate virtually all foot traffic coming from the west or south of Lakeridge. The traffic signal at Overlook and Stafford will regulate and assist pedestrians crossing Stafford from Hazelia Field. As also noted, We intend to again create a car-free walking zone for all streets immediately north of Lakeridge up to the southern edge of Palisades Elementary School. This will provide a receptor area for students and families that will be walking to the game from areas to the north, northwest and northeast of Lakeridge as well as all those that park in the Palisades Elementary School parking lot. We expect a small numbers of students and families to be walking along the other streets generally north of the school, but we regularly have students, even elementary students, walk the streets in this area every school day on their way to and from school. Greentree Road,the main road in that area, is well lit and has a sidewalk. After-game traffic control will focus on safely and quickly exiting cars from the parking lots. Cars parked in Lakeridge's east parking lot will be directed to head east to Stafford. As the vast majority of these cars will be Visiting fans, that will provide them the quickest way to get to 1-205. Cars exiting from Hazelia Field will also be Visiting fans and with the traffic light will readily be able to get to 1-205. Cars in Lakeridge's west parking lot will be directed to head west and can use either Overlook, Meadowlark, or Tree Top Lane to safely and efficiently egress from the area. The pedestrian zone north of the school will be maintained and cars egressing from Palisade's Elementary have a three way stop to facilitate turning either left or right onto Green Tree Road. While the limitations on Fernwood will remain in place, access to Green Tree Road and/or South Shore Boulevard will still be readily available for cars that head north and west of Lakeridge, Cars leaving CCC will be directed to turn right to head south onto Stafford, but it will be a simple matter for them to go through the roundabout at its intersection with Rosemont if they Deed to head north on Stafford. Egress from the other off-site parking lots will not directly involve significant volumes of traffic on busy roads or occur in heavy residential neighborhoods, so no specific limitations on their directions are planned except as may facilitate quick departure from those lots. Off Site Parkin Condition B 2 of the City Order requires the district to submit formal parking agreements demonstrating a minimum of 400 off-site available parking spaces. The first game is Lakeridge vs. Piedmont HS on September 25, 2010. This information will also be available through the District,Lakeridge and Waluga web-sites. The traffic/parking communication plan is targeted to several groups as follows: Lakeridge High School Students Through the usual communication channels of PA announcements, posters,assemblies and daily bulletins,Lakeridge High School students will be asked to walk to the festivities if they live within a reasonable distance. If they do drive,they will be directed to carpool and to use City Christian Church(CCC)parking to attend the pre-game tail-gate party. Admission to the ta"rlgater, and/or discounts on food/drinks,will be available only to those students meeting minimum parking requirements, which include carpooling, walking to the event, and being dropped off at designated locations designed to avoid traffic congestion.. All Lakeridge on-site lots will generally be closed to student parking until approximately 6:15 p.m. In the days prior each game, there will be a number of pre-game announcements and posters advertising the game. In this advertising campaign, Lakeridge administrators and ASB student leaders will explain the importance of being good neighbors and following the parking and traffic plans. PA announcements and posters will be made to remind students of these expectations, including the goal to have NO neighborhood street parking on the night of the game. Posters of bus pick-up and drop-off areas will be distributed and posted throughout the school the week before the game, as will advertisements for the tailgater. Waluga Jr.High Students Posters, PA announcements and listsery will all be used to encourage Waluga students to attend home games this season and to ride the Waluga Rooters Bus from the Waluga parking lot. Waluga students also have the option of going to the game with their parents(see parent section,. Rlernentary Students Prior to each horne game,there will be Football Posters and listsery messages sent to all elementary students and their parents.Elementary students will come to the game with their parents, either by walking to Lakeridge, by car,or using the Waluga rooter buses. The Hallinan shuttle will also be advertised prior to the West Linn game. Information will be shared with elementary principals and head secretaries, for distribution through their regular channels (listserv,PA, newsletters). 24 Parents of Lakeridge Students Parents of Lakeridge Students will receive parking and shuttle information through listsery and through coaches and advisors (football teams, band,dance,cheer). All of these groups have communication systems, and they will be used in addition to the usual Lakeridge HS listserve. Parents of Waluga Students Posters, listsery messages from Waluga, listsery messages through youth sports programs,and information in the Review will all serve as communication tools for parents of Waluga students. The information will include timelines for shuttle busses from Waluga and ticket information. The posters and listsery messages include information about the our neighbor friendly practices, parking lots and the Waluga shuttle and for the West Linn game the shuttle from Hallinan Elementary School. This information will also be on listserv, the Waluga web-site, on posters, and in the Review. Community Fans Home game posters will be distributed around town with information about the Lakeridge home games, including the limited parking, Waluga shuttle buses,and for homecoming, the tailgater events. Posters will emphasize the"good neighbor"message and the plan to not use neighborhood streets for parking.The Review will also be used to provide information about off- site parking, tailgater and pay-to-park lots. Visiting Fans/Students/Teatn All parking information and maps to the Lakeridge lot will be sent electronically to each opponent the week before our game for distribution through their listsery program and through their athletic director.The information will include a map showing the route(1-5 to 205 to Stafford). To that end, it is the responsibility of every staff member and student to eliminate waste of our energy resources while still providing a safe and comfortable environment for all students and staff. A successful energy and resource conservation program requires an advocate in every building. For schools, this advocate, or Building Administrator, is the principal; at support facilities it is the lead Building Director. Building Administrators must take an active role as the advocates for conservation in their buildings. They can delegate some tasks, but they must lead by example. Proactive Building Administrators are the key to conserving energy and resources. Under their direction, Facility Operations staff also have an important role in achieving these goals. These guidelines supersede all previous instructions. It is essential that these energy and resource conservation guidelines be observed in the operation of lighting and cooling/heating equipment and in the management of waste and recycling. Every person has a role to play in this effort. However, it is important to note that these energy and resource conservation guidelines shall not supersede the need to maintain a safe and secure environment for staff, students, and site visitors. General Responsibilities Building Administrators 1. Building Administrators are responsible for monitoring the appropriate use of all resources in their buildings. 2. Building Administrators will support the development of and involvement in resource conservation programs. 3. Each school shall become a member of the Oregon Green Schools Program and form a "Green Team"to champion energy conservation and sustainability measures. 4. Building Administrators are ultimately responsible for the total energy use of their facility. 5. The District's Facility Operations Department will provide energy management tools to each facility. Building Administrators will be familiar with these tools and may delegate energy consumption monitoring tasks. Engineers and Custodians 1. Engineers and Custodial staff need to become familiar with the way their facilities operate in order to perform the manual operations necessary to shut down their facilities at night, on weekends, and daring special shutdown periods. Engineers and.Custodial staff will be responsible for ensuring that heating and cooling equipment and lighting is kept in efficient and effective operating condition and that all operating guidelines are met. 3. Engineers and Custodial staff will be responsible for ensuring that the waste service level meets, without exceeding, the needs of the facility. Engineers and Custodial staff will also ensure that adequate recycling containers are available throughout their facility. Staff Members While in the building, staff members will be responsible for implementing the guidelines over which they have control. Please refer specifically to the sections on Lighting and Office and Classroom Equipment. Heating and Cooling L The Building Administrator is responsible for reporting building temperatures and conditions that are outside of District standards. The work order process is the proper procedure for reporting problems with heating and cooling. 3. Heating, cooling, and ventilation should only be run during scheduled occupied hours. All buildings in the District shall have a night unoccupied setback temperature(for heating)of 60oF. 4. Unless providing an ongoing program, the heating and cooling system will be kept in unoccupied setback mode during all extended school breaks (Thanksgiving, winter break, spring break, and summer break). Detailed shutdown instructions and checklists will be sent to custodial staff by the Facility Operations Department prior to each break. 5. Space heaters are not to be used in District buildings during regular office hours. Energy Star Rated space heaters may be used in the case of temporary problems with heating systems, when specifically approved due to an individual's health condition, or unusual building or room specific conditions. 6. All doors and windows shall be closed if the heating system is on and working properly. T During warm weather, shades, blinds, and operable windows or outside doors shall be the initial strategy to minimize heat gain in occupied spaces. Outside doors shall remain open for cooling purposes only under adequate adult supervision. All windows and doors shall be closed when the outside temperature exceeds indoor temperatures. S. In all areas with energy management control systems (FMCS) and with central air conditioning, economizers shall be set for outside air to within 3 degrees of the air conditioning set point. Work orders should be submitted by the school identifying the program schedule and building rooms to be used. The Facility Operations Director will provide advice to the school regarding heating and cooling zones to facilitate locating programs in single zones when possible to minimize energy consumption. Lighting l. The Building Administrator is responsible for ensuring that problems with lighting, lighting controls, and occupancy sensors are reported via the work order system. 2. Lights should only be on in occupied spaces_ Turn off lights when leaving a room for more than 2 minutes. Allow occupancy sensors to be used as back up. 3. Classroom with motion sensors shall be set to shut off lighting after 20 minutes of no occupancy. Motion sensors shall not be overridden. 4. Lighting shall be kept at minimum acceptable levels at all times. Use task lights, table lamps, or a single bank of lights during prep time. Corridors should be lit at half level,whenever possible. However, adequate lighting should always be provided to meet safety standards, progrann standards, and building code requirements. 5. Make use of natural day lighting when available. To do this, blinds should be open during the day, and lights should be shut off in areas with day lighting. 6. Exterior lighting should be limited to main entrances and major egress areas and should not be on during daylight hours. 7. Exterior lights shall have both photocell and timer controls to enable them to come on at dusk and off at midnight. Office and Classroom Equipment 1. All office equipment, except for computer, printers and copiers with sleep or energy conservation features, fax machines and network servers, must be turned off by staff every night before leaving the building. 2. All district computers connected to the network will be connected to PC Power Management Software(to be installed summer of 2010) and accordingly-must not be manually shut down except under unusual conditions (e.g. servicing, moving, spills, etc.). 3. Never shut off networked computers and printers by using the switch on a power strip; this may cause the loss of-network connectivity. 4. Classroom technology equipment(i.e. document cameras, amplification systems, projectors, etc.) will be turned off when not being used and at the end of the day. 5. Computer monitors should be turned off when not in use. The use of screen savers is discouraged; they do not save energy. 6. Turn off all copiers or printers without sleep or energy conservation features lasing individual machine power buttons. 7. All office equipment brought into the District must be Energy Star rated when an Energy Star rated product is available. 8. All printers will be set to go into power save mode after 15 to 20 minutes if possible. 9. Each site shall monitor copying volumes and encourage practices that minimize paper usage. 10. Consideration shall be given to font settings (e.g., font type, overuse of bold or overly large print size, etc.)to reduce the amount of toner used. Energy and Resource Conservation Guidelines - EDD-AR 3-6 51 Hot Water 1. Hot water should be no more than 120oF in any location in the building other than the kitchen or scullery. 2. Thermostats on all water heaters (other thin those solely for kitchen use) shall be set at120oF. 3. The Building Administrator is responsible for reporting water temperatures in excess of 120oF (in places other than the kitchen) via the work order system. Field Lights 1. Field lights shall only be on when in use. Coaches have the obligation to clearly identify and communicate to their Athletic Director or Community School staff their field usage needs to schedule field lights. 2. Teams cancelling a scheduled field use shall notify the Athletic Director, building engineer, or Facility Operations to allow lights to be turned off when not in use. Teams not timely informing of such cancellations may be assessed an energy consumption fee of$25 per hour to compensate the District for the expenditure of unneeded electricity. Kilns 1. Kilns may be loaded, but firing during the school day is discouraged unless volume needs require it. Consideration should be given to outside temperatures and ideally firing of kilns should occur during off-peak hours for electrical use, typically after 3:00 p.m. provided that this practice is safe. Consult with Facility Operations if in doubt. 2. Kilns must not be fired in air-conditioned spaces or in spaces with connecting doors open to an air-conditioned space. 3. All kilns should reach temperature in less than eight hours. If a kiln does not reach temperature in eight hours it is the responsibility of the Building Administrator to report and request repair of the kilt via the work order system. Home and Kitchen Appliances All appliances used in the District shall comply with fire/safety standards. No additional used home appliances (refrigerators, toaster ovens, coffee makers, hot plates, etc.) are to be brought into the District. To the greatest extent possible, appliance should be shared between classrooms. Appliances provided in lunchrooms will be District-owned and Energy Star rated, unless Energy Star products are not available (e.g.,microwave ovens). Where Administrators determine a need for replacement appliances in locations other than lunchrooms,Energy Star rated products must be used (if available). The use of appliances that run continuously(refrigerators) is discouraged in locations outside of the lunchroom. Water Use 1. All water leaks in the building and running toilets will be reported promptly. 2. All stuck sprinkler heads, washouts, puddles, soft spots, or other signs of irrigation leaks must be reported promptly_ 3. The Building Administrator is responsible for reporting all water leaks via,the work order system and having the appropriate valves shut off to isolate the leak once identified. Energy and Resource Conservation Guidelines - EDD-AR 4-6 52 4. In accordance with the Uniform Plumbing Code(UPC), toilets that are procured as replacement equipment shall be low-flow; faucets and showerheads shall use low-flow aerators where feasible. 5. Plantings should be of native species that do not require extra irrigation. All proposed new plantings need to be reviewed by Facility Operations to verify acceptability. Recycling and Disposal 1. Except for recycling of beverage cans or bottles with deposits, engineers and custodial staff are responsible for the collection of recyclable material. 2. A durable or cardboard commingle recycling container will be placed next to any public garbage container. 3. Kitchen areas will have at least one roll cart for commingled recycling collection. 4. Glass collection will be kept separate from all other recyclable materials. 5. Signage will be used to direct and promote commingled recycling practices. 6. Consider reuse of resources, especially at the end of the year clean out. 7. The Building Administrator will ensure that District surplus guidelines are followed for the disposal of electronics, furniture, textbooks and teaching materials. 8. The Building Engineer is responsible for the collection and storage of hazardous materials prior to removal from the building as directed by the Facility Operations Director. Energy and Waste Walk-Throughs 1. Random walk-throughs will occur at all District facilities to support compliance with these energy guidelines. A copy of the energy walk-through report will be sent to the Building Administrator, Building Engineer, Director of Facility Operations, and the Executive Director of Finance. 2. Periodic waste and recycling walk-throughs will occur at all District facilities to support compliance with these recycling guidelines. A copy of the waste and recycling walk-through report will be sent to the Building Administrator, Building Engineer, Director of Facility Operations, and the Executive Director of finance. District Purchasing 1. The District Purchasing Manager will ensure only Energy Star rated electrical appliances and equip-ment will be procured unless there is no satisfactory Energy Star product available for purchase. 2. District procurement specifications will include the requirement for Energy Star products if they are available. Annual Goal Setting l. Each year, after receipt of the prior year's electrical Energy Use Index(EUI), conservation goals will be established For each site. Goals shall be measureable and attainable and will account for variances in EUI between buildings such that more energy efficient schools will have lower targets. 2. Additional energy conservation goals for other energy sources will be set at that time. Energy and Resource Conservation Guidelines - EDD-AR 5-6 53 Incentive Rewards Annually, after receipt of the EUI data, schools will receive an incentive reward of up to $1,500 per high school, $1,250 per junior high, and $1,000 per elementary school. The reward will be provided.if 100% of the goals are met and prorated if?80%but <100% of the goals are met. For example, meeting 90%of the goals would provide 90%of the reward. The highest performing site(s) in each level as measured by attainment of their goals will receive an additional $500 reward. The school site or sites realizing 100% of their goals will also receive an additional $500 reward. All rewards are to be invested in additional energy conservation measures. Energy and Resource Conservation Guidelines - EDD-AR 6-6 54 LAKERIDGE HIGH SCHOOL NEIGHBORHOOD MEETING Meeting Minutes September 15, 2010 School District Staff Present: Executive Director of Finance Stuart Ketzler, Principal Mike Lehman, Vice Principal Jason Wold, Athletic Director Ian Lamont, 'Director of Building Infrastructures Rob Dreier, and Brenda Hanson. Others Present: 14 neighbors. WL+'LCOME AND AGENDA REVIEW Dr. Lehman called the meeting to order at 6:05 p.m. He noted that the meeting is being held to: • Check in with the closest neighbors to see how things are going relative to general school activities/recent improvements to facilities • Receive feedback regarding the past 2009 football season, and • Discuss the upcoming 2010 football season. 2009 FOOTBALL SEASON FEEDBACK A neighbor noted that loud speakers are being used for activities that do not appear to be related to varsity sports. Mr. Lamont explained that the loud speakers located on the building are shut off during the summer,so any use of loud speakers during that time are most a result of users bringing in their own sound system for warns-ups, etc. Mr. Wold noted that restrictions to doing so could be incorporated into contracts as appropriate. Dr. Lehman stated that the district does a good job ensuring that its sound system meets all the sound requirements and expressed frustration that this is then undermined by systems being brought in by nonschool-related groups. Another neighbor noted that the she thought the mnusic was way too loud for the previous evening's girl's varsity soccer practice. Dr. Lehman noted that sometimes if the speakers are turned up too loud, the sound bounces off the building and is louder in the neighborhood than it sounds to the group using the field. Another neighbor noted that based on where he lives, .he hears nothing that takes place at the main field when in his front yard,but if he is in his backyard/deck, lie can hear everything. It seems to be bouncing off of some structure other than the school. Mr. Dreier noted that the sound system was designed considering a certain audience size, so if the system is tuned to the mark. indicated when there is no audience (or a small audience) to absorb the noise, the noise will travel into the neighborhood. Therefore, with smaller audiences, teamns should be instructed to turn down the sound. Another comment was that the sound system needs to be adjusted based on who is using the microphone because voices transmit at different intensity levels. Mr. Lamont noted that if lie thinks something is too loud, lie listens and(lien turns it down, noting that some voices/songs can be recorded louder than other recordings. Mr. Dreier responded to a comment about the speaker system,noting that it does have a'level lock which was adjusted by all acoustical engineer to ensure that the district would meet the design specification requirement by the city. EXHIBIT F-8 LU 11-0023 55 RECENT IMPROVEMENTS/GFNI:RAL SCHOOL ACTIVITIES Tennis Courts Dr. Lehman asked for input regarding the updates to the tennis court area. • One neighbor noted that, while not complete, the area looks very nice. • Another.neighbor asked what the district plans to do regarding parking in neighborhoods for major events? Dr. Lehman noted that the district may need to place "no parking" tents out during major events. • A neighbor observed how nice it was to be able to walk to football games through the neighborhood because streets were blocked off and commented to Dr. Lehman that there have been a few drop-offs and pick-ups occurring sporadically in the neighborhood. Dr. Lehman noted that the school works hard to dissuade this, noting that school personnel will try harder to watch for such activity. Miscellaneous Concerns • A neighbor asked if there is anything that the school can do about weed control on Cloverleaf? Dr. Lehman stated that the groundcover was supposed to keep weeds from growing, noting that last year they did hire a vendor to pick the weeds but they did not complete everything. Another neighbor noted that the nice feature planted on the side of the softball field is now an overgrown mess. Dr. Lehman noted that there is quite a bit of reduction in the facilities staff, including ground maintenance employees. As a result, keeping landscaping that borders the neighbors' properties looking good is a consistent concern. Mr. Dreier noted that some of the landscaping is a'bios wale that contains grass that is intended to take up the water that runs off of the artificial turf and softball fields. The plants in the bios wale filter out impurities. The neighbor noted that the area he is concerned with is actually the area between with blackberries and overgrown grass. It was noted that the cross country coach has had team members come through this area and they have beaten a path through this area which has control the growth of the weeds. Unfortunately, all of the students coming out of this space are coming out into the road, though it was noted that the coach does a good job of monitoring this situation. • A.neighbor noted that Tana Stewart is responsible for the mowing of the area by the water tower, and she has talked to Mrs_ Stewart about the fact that this is a popular place for student smokers to hang out. She also noted that her dog is a deterrent to student smokers,because he barks at the students who hang out in that area. She noted that fortunately there has been very little activity this year. Dr. Lehman stated that lie feels the popularity of smoking is dropping off which is a good thing,but asked that neighbors let the school know if they see any suspicious activity. Looking Forward • Neighbor noted that she is really pleased that the football team is not racing down her street after practice which is something that usually occurs during football season. Dr. Lehman noted that the school is very proud of the football program and the character of the players. • A neighbor noted that during some games, coaches tend to park in the fire lane and noted that if this continues to be a problem, he may go to the city to complain. Dr. Lehman stated that it is not okay to park in a fire lane, and Mr. Lamont noted that there has been more cooperation with the custodial staff to keep the gate locked when not needed for deliveries. The neighbor noted that his recommendation to the fire imirshal would be to take off the school district locks and only have fire department locks on those gates. Dr. Lehman explained that there are a lot of legitimate drivers using this driveway for access to the school—both for deliveries and to remove trash. Mr. Dreier noted that that intent for a fire lane is to have it accessible 56 for the fire truck. Parked cars are not to be left there. The fire marshal has approved loading/unloading if a person is there with the vehicle. 2010. FOOTBALL SEASON Horne games start on September 25, and the opening game will be against Piedmont, California. Piedmont will bring approximately 70 people to the game. Therefore, the crowd will mostly consist of Lakeridge people. Piedmont visitors will have parking onsite and there will be remaining parking onsite for district parents/visitors as well. Mr. Ketzler noted that the district is still obligated to close Cloverleaf,but Hazelia field is also available for parking if needed (for all home games) as well as Christian City Church. Additional home games will be against Clackamas,West Linn, and Oregon City. Several of these games will be held close together tirne-wise so the school/district will gear up in preparation for tailgaters, etc.,for home games expected to draw a fairly large crowd. Also, school personnel will take time to contact the visiting teams' schools to notify them of the"good neighbor rules" and provide maps, etc., prior to game day. While visitors get the best parking, the district does expect them to car pool, etc. The football plan will be similar to last year's, with the idea that there will be some big games but none bigger than last year's Lake Oswego High/Lakeridge game. Dr. Lehman noted that he believes things will work well. Dr. Lehman noted that the school/parents involved in multiple sports want to share a few things with the neighbors, as follows: FUTURE PROJECTS UNDER CONSIDERATION Canopy over artificial tarrf fief!stadium to cover parents and the press box Dr. Lehman presented some pictures of what this canopy might look like and asked for input from the audience. In response to a neighbor's concern, Mr. Lamont noted that the canopy is made of durable plastic that is designed to resemble sail canvas. It would be a permanent structure once installed. Dr. Lehman noted that this project is in the very early exploration stages and the school is just asking for comments from neighbors and Lakeridge parents at this time so they can research the answers and be prepared to address any concerns if this project goes forward as a recommendation. Mr. Ketzler noted that at this stage the project would also have to be presented to the School Board and go through a city conditional use process, both which provide significant opportunities for public input. Dr. Lehman noted that at the very earliest parents are looking at bringing this forward for consideration at the end of summer 2011. In response to concerns about the structure increasing or redirecting sound into the neighborhood, Mr. Dreier stated that this project is in a very early stage and, therefore,there has not yet been. time to study any of these issues. LACROSSE BALLS Dr. Lehman noted that the district has plans to add fences on the end zones of the field for use as backstops for lacrosse athletes who wish to practice throwing. Another thought is to put another backstop for lacrosse on the hill that goes up toward the cafeteria which would be a solid wall that would be approximately 20' wide and 10-12' tall. This wall would be pushed back into the hill in order-to serve as a retaining wall, and people could use the grassy area as a place to sit and watch games. Lacrosse athletes would use the backstop to practice hitting (bouncing balls off of the wall). A neighbor mentioned that perhaps having a free-standing wall would be less-expensive. 57 Mr. Dreier noted that there is nothing concrete about any of the details of this wall at this time and a structure such as this will require structural engineering and further review. Dr. Lehman emphasized that the projects mentioned at this meeting are just ideas at this lime. If any of these reach a point where there is an intent to move forward,then the project would be presented to the Board and the district would go through a formal review process which would allow plenty of opportunities for neighbors/parents to provide input. In response to a neighbor's concern about a fence around the field, Mr. Dreier noted that a temporary fence will be installed next week for the football season, as well as some bleachers. Also, cherry pickers will be brought in for each game. In response to a question from a neighbor about placement of the cherry pickers, Mr. Dreier noted that placement at the 50 yard line is required for video tapping of the games and the other placements are selected to ensure that spotters for offensive and defensive coaching have a good view of the field. Cherry pickers are needed because the permanent booth is not tall enough for these purposes. A neighbor asked if the district could inspect two trees on Overlook which have caterpillars on them(by the tennis court). Mr.. Dreier noted he will have someone look into this issue. Dr. Lehman adjourned the meeting at 7:07 p.m. and encouraged neighbors to call him with any issues. 58 LAKE,RIDGE, HIGH SCHOOL NEIGHBORHOOD MEETING Meeting Minutes March 10,2011 School District Staff Present: Stuart Ketzler,Mike Lehman,Ian Lamont,Rob Dreier,and Brenda Hanson. Others Present: Approximately 12 Neighbors. WELCOME AND AGENDA REVIEW Dr. Lehman called the meeting to order at 6:39 p.m. He stated that the purpose for the meeting is to check in with Lakeridge's closest neighbors to see how the past football season went and introduce a few new projects that are being considered by parent groups and the district. FOOTBALL SEASON The neighbors discussed the past football season and expressed that it went exceptionally well. When asked to rate the success of this year's season, for inclusion in the minutes that will be submitted to the city when the district completes its yearly Conditional Use Permit report,the neighbors asked that the minutes reflect that they had no complaints, and,except for one person, all felt the school/district should receive a grade A for its efforts. DISTRICT PROPOSED FACILITY IMPROVEMENT Practice Field Net Mr. Dreier noted that the district and school has been working for quite some time on how to best address the issue of lacrosse balls escaping into the neighborhood. Unfortunately,past attempts have not been as successful as the district had hoped,which in part is due to the fact that not all events are totally under the district's control. Mr. Dreier explained that because of the safety issues involved, the district is now entertaining adding additional height to the current 10' fence. He provided a drawing for the audience to review during his verbal description of the proposed additions. He explained that these changes would be considered a Class I Variance by city code and as part of the permitting process the district must discuss this proposal with the closest neighbors and submit the minutes for the meeting which reflect neighbor comments. Mr. Dreier described the project,highlighting the following structural aspects of the proposed construction: ® Posts would be placed immediately outside (street side)of the existing fence ® Posts would be placed approximately every 50' ® Additional netting would be added at the top of the posts, adding an additional 20' to the height of the existing fencing, for a total height of 30' ® The netting would be black plastic and designed to withstand seasonal weather conditions (though it is possible that the district may dismantle the netting during winter months to increase its lifcspan) ® Landscaping: the city has suggested that the district adiust the existing landscaping, adding an evergreen plant that would completely conceal the fence up to a 10' level—with arborvitae being an option that would accomplish this goal EXHIBIT F-9 LU 11-0023 CQY,*1%rr- 1A) 59 The floor was opened to questions with the following answers provided: • We are very happy with the existing landscaping but wish it were better maintained. • Where does the city want the evergreen plantings? Right up against the fence. • Does the district want to keep the landscaping the way it is? Yes, the district would like to leave the existing style of landscaping in place,which was planted after the installation of the artificial turf field. This landscaping is growing/maturing, and the additional suggested plantings would be very expensive to purchase, install, and maintain. • Neighbors discussed arborvitae hedges, stating that they do not hold up well in bad weather and it would be difficult to retrieve balls from an arborvitae hedge. This neighbors expressed that this is why they have opposed these type of plantings in the past. • Some of the trees put in after the field was installed did not survive. Mr.Dreier noted that the district did have to replant some trees around the light poles because some of the first plantings did not survive. • Will there be a possibility that balls will fall outside of the existing fencing when they hit the new proposed netting`? The netting will be on the street side of the existing fence because there is not enough space to place it inside the existing fence; this would mean that some balls could fall between the net and fence,but balls will not fly into neighborhood yards. • A neighbor noted that there is a design being used at other sites that allows balls that hit the netting to roll down and fall inside of the existing fence. • Another neighbor stated that it will be hard for kids to retrieve balls that fall outside of the existing fence and encouraged the district to think about the design that would transport the balls inside of the existing fence. • How will this project be funded? Mr. Ketzler noted that the district could use Construction Excise Taxes, which are revenues provided to the district as part of new horne construction or additions to homes located within the Lake Oswego School District boundaries, to fund the project. These revenues are restricted in terms of how they can be used but this would be an eligible project. Dr. Lehman added that he considers this to be a priority one project because of the safety concerns involved and emphasized that the district has tried several other less- expensive solutions to address the safety concerns but none have completely eliminated the problem. • In response to a question about pricing, Mr. Dreier noted that there is no firm pricing available at this time. The purchase of the netting would be in the range of$7,000. Nothing else has been priced out. • In response to a question about the lifespan of the netting product, Mr. Dreier stated that the manufacturer lists it at approximately 5-8 years in an outside environment, dependent on the local climate and whether or not the netting is taken down during winter weather months. Because lacrosse is not a game played much during the winter months, it is possible that the netting may be removed during those months. • In conclusion,Dr. Lehman polled the neighbors who noted that the minutes should show that while they had some concerns with the costs the district would have to pay for the project, safety issues were a higher concern. Therefore, they are in support of installing the additional fencing/netting and requested that the district communicate to the city that they are fine with the idea of leaving the existing landscaping in place and do not wish that arborvitae be planted as suggested. PARENT SUPPORTED FACILITY IMPROVEMENTS Wall Ball Mr. Barman presented a request to install a 4"thick by 30' long by 15' tall concrete wall ball (drawing provided)for Lacrosse ball throwing practice. This wall would allow athletes to use 2 60 both sides at the same time. The best spot identified for installation was on the Lakeridge High School side of the walkway between the two fields. This project will be funded by Lakeridge Lacrosse parents,and as part of fundraising,it is hoped that local companies will provide free or reduced labor and materials. There was a question about whether or not the fence would extend far enough to provide protection for this wall ball? Mr.Dreier confirmed that the fence will stop short of where the wall ball is currently being proposed to be positioned. Mr. Lamont explained that the wall ball will not be used for shooting balls but will be used simply to practice throwing/catching techniques—three or four students at a time—similar to practicing free-throws at a basketball hoop. Another goal for creating this wall would be to prevent students from using the school building walls for lack of another solution and thus eliminating the possibility of hitting people exiting the building. Mr.Dreier noted that the original design looked at was to put tip a retaining wall against the hillside but this was very expensive because it would require more concrete, dirt removal, etc. The placement currently being suggested is a more level spot so there will be less dirt to remove,less concrete needed, as well as less engineering required. Dr. Lehman polled the neighbors and received no objections to moving forward with this project, Stadium seat cover Mr. Barman noted that this is a longer-range project that is mainly driven by parents and grandparents who want covered stadium space when attending games or practices during inclement weather. This would not be just for football but would be used for athletics events that occur on the field throughout the year. He noted that at this time there is no money for this project but the goal of the Pacer Athletic club is to figure out a way to obtain the required funding. A picture of a stadium canopy and press box design that Mr. Lamont researched was provided to attendees. Mr. Barman noted that the canopy is made to look like fabric but is actually a hard plastic fiberglass that provides a light,airy feeling. There are no lights built into the canopy. The press box is proposed to be enlarged so coaches and press can legitimately use it as opposed to the current, temporary"cherry picker" approach. The goal is to work with the city and neighbors to get approval for the design and then contact corporate sponsors to ask for funding for the project. The floor was opened to questions with the following answers provided. Very pretty picture but has anyone studied the wind conditions at Lakeridge to ensure that the structure can withstand the strong winds in that area and that it is built in a way that will protect people from the rain when there is wind? Mr. Barman stated that wind shear is a significant issue and can literally remove canopies. Therefore,this will be taken into consideration during the engineering phase of this project. Mr. Barman noted that not all seats will be protected 100% from rain during windy weather no matter how the canopy is engineered but the goal will be to protect the largest area possible. Dr. Lehman addressed the audience noting that, while there are still a lot of"ifs"with this project, those involved want to move ahead with planning so it is important that the neighbors weigh in prior to this being brought forward to the city for review and possible approval to move forward with planning. Mr. Lehman posed the following question to the neighbors: "What do you think of this idea if the people involved are able to make all the"ifs"happen?"One neighbor mentioned that it does not make sense to move forward with all these improvements in light of the talk about possible school closures. Dr. Lehman stated that a high school closure is not highly recommended, and he does not believe the community would support going to a one high school configuration based on the fact that one-half of the after school activities for high school students 3 LY0 4W IA 61 would be eliminated with that configuration.Also, he stated that even if Lakeridge were to become a mega middle school, the opportunities needed for that number of middle school students would be very similar to the opportunities currently needed at the high school so the facilities would still be used by students, as well as the entire conununity. A neighbor voiced concern about tax dollars being used for the project. Another neighbor noted that public relations will be very important during the planning phase of this project so people will understand that no district funds will be used for this project. A neighbor asked about how the canopy is cleaned and whether or not it will gather mold? Mr. Lamont noted that the one he saw in British Columbia was on a.field much like Lakeridge's and it was really pretty. Mr. Barman stated that the canopy would require a once-a-year cleaning,but it should remain attractive throughout its lifespan based on the materials used in its construction. A neighbor asked about the additional level proposed for the press box? Dr. Lehman noted that this is required so the press and coaches can see over the crowd. Ile emphasized that this second level will eliminate the need to rent cherry pickers, which has been the past practice. In response to any bright lights projecting into the neighborhood as a result of the press box, Mr. Lamont noted that the press box will be lighted on the inside with regular light bulbs. Dr. Lehman polled the neighborhood members in attendance and received no objections to the canopy and press box projects other than a request that it be kept clean and in good condition. Enlarge Storage Mr. Dreier brought forward a parent-supported project to build additional covered storage. In talking to the city, one idea brought forward was to add onto the back of the existing storage sheds,continuing the look/feel of the existing sheds by using T1-I I siding painted darkk and shingle composite roofs. The plan would be to double the size of one, or both, sheds. The expansion would be toward the high school so neighbors should not see much difference from their view. The floor was opened to questions with the following answers provided: In response to a question from a neighbor, Mr. Dreier noted that the purpose would be to create more roorn for athletic equipment storage and separate spaces for specific sports. In response to a question from a neighbor about funding for this project,it was explained that a parent group raised money three years ago for a concession stand that was designed to back up to the gymnasium. But this project ended up being too expensive and complicated so they found a much more reasonable way to convert an existing building into a concession stand. Therefore, there were additional funds raised but not used, which were placed in reserves. This project would be a legitimate way to spend those funds, but city approval is still needed. Dr. Lehman polled the neighbors and received no objections to the expansion of the storage sheds. OTHER Topics Lights A neighbor noted that lights left on when the field is not in use is still a problem. Dr. Lelunan noted that this is something the district continues to work on but the problem has still not been totally resolved. Multiple groups use the field and all it takes to cause a problem is one group 4 62 cancelling and not notifying someone or going to the field to shut off the lights. Some groups do not do so because they are concerned that another group may be scheduled to use the field after them. Mr. Ketzler noted that the School Board approved a regulation last summer that allows the district to penalize a group who signs up for field usage and cancels practice without notifying the district up to$25 per hour. He noted that it would be very helpful to the district if neighbors note the date and time when the lights are on and the field is not in use and transmit that information to Dr. Lehman or Mr. Lamont. Mr. Ketzler stated that the district wants to provide opportunities for groups to improve but it is prepared to fine repeat offenders. A neighbor noted that people are parking in the neighborhood during Lake Oswego Rugby games/practices. Dr. Lehman stated that he can communicate the good neighbor policy and ask them to park at the City Christian Church because the district has a really good parking arrangement with the church. A neighbor noted that students are skateboarding down Ridgelake Drive between 10:30 and 11:00 a.m. Dr_ Lehman asked that neighbors call when students are somewhere they believe they should not be or are doing something(such as smoking) that is not allowed, noting that someone on the staff will be happy to check it out. He noted that it is possible that some students are actually legally off-site because they have a double early release or double late arrival on their schedule but emphasized that the school is trying hard to enforce the closed campus policy. Student parking In response to a query from a neighbor regarding survey activity that is occurring on school property, Mr. Dreier stated that this is a part of a parent project that began a few years previously. The project involves moving the JV backstop further back and adding dugouts. This is still an active project,and people are donating time and equipment to work on permitting requirements. A neighbor complimented the school on the success of the football season,noting that it worked out absolutely perfect. He noted that he was originally an opponent who is now an athletic booster. WORK POLITICAL ACTION SEMINAR OPEN CAMPUS PRESENTATION LOHS Political Action Seminar(PAS)students Brett Kehoe, Hyden Reece (not present at the meeting), Drew Abel, and Kevin Peterson presented the Board with a request for a "seniors only" open campus during lunch. It was noted that these students represent the Student Advocacy Planning Team in Mrs. Robinson's LOHS PAS class. Board members were provided with a packet of information used in the presentation. PAS students took turns presenting throughout the overview. PAS students reviewed the district's current closed campus policy and shared its key components: • Students are not allowed to leave campus without permission • Difficult to regulate • Many students still go off campus • Consequence for leaving campus is a 40-minute detention, which is rarely enforced PAS students conducted an anonymous student survey. A total of 83 students were surveyed from social studies classes. The survey included questions regarding grade level, GPA, how a student gets to school, a typical lunch, how often a student would leave campus—taking into consideration a 35-minute lunch break and their method of transportation—where they would go for lunch, and if they are in support of the district adopting an open campus policy. The survey was predominately administered to upper classmen given that freshman and sophomore students do not have a means of transportation that would allow them to leave campus at lunch. The majority of students surveyed indicated that they go off campus at least once per month, others indicated that they leave campus several times per year, and a few students indicated that they have never gone off campus. A total of 87% of students surveyed expressed a desire for an open campus, 12% expressed no preference, and one senior indicated that he/she did not want open campus. PAS students spoke with Principal Bruce Plato to receive guidance and perspective on how to approach this issue in a way that would best work at LOHS. They researched open campus policies with principals and administrators from surrounding school districts that have an open campus policy—West Linn/Wilsonville, Westside Christian, Jesuit, Sprague, etc. The feedback received was thorough and affirmative. PAS students emphasized that after researching the advantages and disadvantages of offering an open campus to seniors, PAS students found that the benefits outweighed the disadvantages. They reviewed both the benefits and disadvantages of the proposal, as follows: —Benefits— * Helps students become more responsible by giving them exposure to situations where time management and financial planning are required. ® Allows students a wider selection of cuisines. ® Limits students in the instructional wings during lunch. ® Allows a student to go home and get misplaced homework, sports equipment, or other items essential for academic success. DISTRICT POLICY EDD-RECYCLING Mr. Ketzler presented a first reading of recommended revisions to Policy EDD-Recycling. He noted that the policy revisions proposed at this time are intended primarily to facilitate implementation of the new Administrative Regulation supporting the district's proposed Energy Conservation Plan, which is being brought forward under a separate agenda item. Mr. Ketzler stated that these documents were presented as initial drafts along with a proposed Energy Conservation Plan at the Board's May 3 meeting. He mentioned that at the May 3 meeting, administration also recommended deferring development of a formal Sustainability Plan until the 2011-12 school year. Mr. Ketzler reviewed the limited revisions to Policy EDD, which include: • Changing the policy title from Recycling to Sustainability. • Relocating the reference"...as defined by the 2001 Oregon Legislature ORS 184.421"to the beginning of the policy. Adding text that states, "The district will adopt administrative regulations that provide guidelines and standard practices in operations that promote conservation and balance environmental, social, and fiscal responsibility to protect and enhance the future quality of life." Mrs. Brown asked if the Board could consider approval of the policy on the first reading given that the revisions are minimal? Dr. Korach explained that the practice of providing two readings for policy revisions is to ensure that stakeholders have an opportunity to provide feedback on the changes. He noted that the Board has moved ahead on policies after a first reading in the past when it believed that the revisions did not change the true substance of the policy. Because the policy revisions are essentially a precursor to projects the district wants to undertake in the future, and the fact that the proposed changes are considered minor, Mrs. Brown proposed a motion to adopt Policy EDD-Sustainability as presented. The motion was unanimously approved. In reference to the development of a district Sustainability Plan, Mrs. Oelrich expressed an interest in giving parents and students a task for next year to review district policies and practices on sustainability and make suggestions. She stressed that her suggestion is to devise an approach that would not require administrative time or oversight. Mrs. Oeirich stated that she has received requests from stakeholders for the district to begin its sustainability efforts as soon as possible. Dr. Korach noted that administration has struggled with this issue, adding that in a "normal" year with a different set of economic circumstances the district would be moving ahead on these efforts. He mentioned that having stakeholders move ahead on specific efforts without district administration could present 11 t'XC 11es11 66 significant challenges. Dr. Korach asked for the Board's support for administration to take this issue under consideration and report back to the Board at the June 7 meeting. ADMINISTRATIVE REGULAXION EDD-AR Mr. Ketzler presented the Board with a first review of the new Administrative Regulation EDD-AR—Energy and Resource Conservation Guidelines. He mentioned that this draft regulation was shared and discussed at the May 3 Board meeting. Mr. Ketzler explained that the regulation guidelines, in combination with the new energy expert software and the districtwide PC power management software, will be implemented as part of a pilot project later this summer forming the stool of the district's Energy Conservation Plan for next year going forward. The regulation provides guidelines for energy and resource conservation in the following areas: heating and cooling, lighting, office and classroom equipment, hot water, field lights, kilns, home and kitchen appliances, water use, recycling and disposal, energy and waste walk-throughs, district purchasing, annual goal setting, and incentive rewards. Board members noted that administration has not made changes to the proposed new regulation since the May 3 Board meeting. In response to Mrs. Oelrich's inquiry, Mr. Ketzler explained that the district has the ability to implement some strategies sooner rather than later based upon available resources, as well as the availability of supplemental resources such as SB 1149 and/or stimulus revenue. He clarified that approval of the regulation would in no way mandate/obligate the district to undertake the projects but could represent a goal the district would strive to accomplish. Acting Chair Wendland stressed that the regulation serves as an excellent blueprint for building administrators and various district stakeholders. Following the presentation, the Board unanimously approved Administrative Regulation EDD-AR as presented. SCHOOL BOARD AUGUST-SEPTEMBER MEETING CALENDAR Mrs. Duin provided Board members with a draft August-September meeting calendar that includes Back-to-School Nights and Board meetings. She explained that the district strives to respect major religious holidays whenever possible, pointing out that this year Rosh Hashanah falls on Wednesday and Thursday nights the first week of school. Consequently, Mrs. Duin explained that the first School Board meeting will be held on September 13 rather than September 8. She also mentioned that several schools that typically hold their Back-to-School nights on the Thursday of the first week of school will be moving their sessions back to later in the month. Mrs. Duin explained that the week of September 13 will be loaded with elementary Back-to-School Nights with the secondary sessions being scheduled later in September. She indicated that the Districtwide Parent Advisory Committee meeting will be held on Monday, September 27, which is one week later than usual. In reference to the various Back-to-School Nights, Dr. Korach stated that he is hoping to have at least one administrator and one School Board member at each session. Dr. Korach provided Board members with a mockup of the 2010-11 School Board meeting dates. Dr. Korach noted that the district will also be in negotiations with both associations and all employee groups next year, which will be a very time-intensive process. This may necessitate scheduling additional Board meetings. In response to Board inquiry, Dr. Korach stated that the district will likely meet with the Configuration Committee in the August-October timeframe. Thus the poles can only be placed in the same locations of the first year.The sound system is programmed by the consultant and is unchanged. With these constants the Districts believes that it complied with the intent of Condition C1. Once the speakers are in place the bleachers are place in front of the speakers on the track. A security fence is installed between the speakers and the bleachers completing the setup in the north side of the football field.
