SUBJECT: First Addition Alley Project Results

The last and final update of the First Addition Alley Restoration Project came via the Digest in October, near the culmination of the project. The Council decided to remove the final
report from the City Council rolling agenda due to the busy schedule. Councilor Hennagin inquired about the status of the project and I'm happy to provide a brief report on the results.
In short, the transition to alley collection went well. Garbage and Recycling trucks are able to safely navigate the alleys in First Addition and provide garbage and recycling (including
yard debris) collection service.
When the project began two years ago, 22% of the neighborhood's households had their garbage collected in the alley and 100% had their recycling containers collected from the street.
After the transition, 94% of households now have their garbage and recycling containers collected from the alleys. The 6% (31 households) that do not have alley collection have either
demonstrated a significant hardship due to disability or safety hazards, own a household that is not located on an alley or is currently unoccupied, or will be transiting to alley collection
as improvements to their access is completed.
The total project costs came in significantly lower than the original $100,000 estimate. Material and Services expenses totaled $48,211. When including staff time and resources, the
total project cost was approximately $60,000.
Of that total, $43,575 was spent on contracts for the encroachment clearing work and graveling the alleys that had the worst roadbed conditions. These contracts helped provide work
and maintain payroll for local companies during the peak of the economic recession.
We continue to monitor the condition of the roadbeds and alley clearance and will provide touch up work where needed for the next few months, however, we will be reminding FAN residents
that it is their responsibility to maintain the alleys moving forward.
