This requires consideration of both long-term and short- term effects on ecological, economic, and community systems. Operating sustainably means that we are leaving a legacy for the community of Lake Oswego and the planet. A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are enriched by a wide range of choices in transportation, housing, recreation, and culture. Our infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged. SAB Mission & Duties The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of- life sustainability of our community. The Sustainability Advisory Board shall: a. Advise and assist the City Council in efforts to make City operations more sustainable. The Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's Sustainability Plan. b. Assist in the development of plans and policies to enhance the sustainability of the City as a whole. c. Educate and engage the public in efforts to make the community of Lake Oswego, including residents, businesses, and institutions, more sustainable. SAB Meeting Ground Rules We have agreed to abide by these ground rules to increase our meeting effectiveness. 1. Participate—everyone share "airtime" 2. Speak for yourself— use "I" language 3. Seek clarity: —ask clarifying questions — paraphrase what you hear others say —check out your hunches 4. Be respectful: — be on time —come prepared —turn off phones, pagers, and other devices —avoid interrupting others —don't use inflammatory labels &judgments 5. Have fun 0-11` 4.0 CITY OF LAKE OSWEGO _ Sustainability Advisory Board Minutes V moor ❑ °REoor: July 15, 2019 Call to Order/Roll Call Co-Chair Paul Soper called the July 15, 2019 meeting of the Sustainability Advisory Board (SAB)to order at 6:30 p.m. at Luscher Farm, Lake Oswego, Oregon. Members Present: Paul Soper, Bob Sack, Ella Feathers, Kathleen Wiens,Allison Kim, Stephanie Glazer, Mayor Studebaker Members Excused/Absent Richard Canaday, Eliot Metzger, Annamarie Guenther Staff: Jenny Slepian, Sustainability and Management Analyst Public: Mike Perham Announcements from Board and Staff Bob-SAB are co-sponsors of the EV car show on 9/21; sent a memo on deconstruction to City Council to reduce demolition fee if they deconstruct instead of demolish a home. Looking for council input, HRAB wants to partner on moving forward with it Paul- Enjoyed Vancouver BC and its planning and architecture Jenny-All 14,000 reusable bags have been distributed. Power Purchase Agreement with PGE has been signed. Food scraps ordinance going to the City Council tomorrow. Approval of Minutes The meeting minutes from the June meeting were unanimously approved. Public Comment None Regular Business A. Review Agenda Chair Paul Soper reviewed the meeting agenda. B. City Council Update Mayor Studebaker gave an update on recent Council business: • Boones Ferry work is getting started • City Council declared a need for pathway on Furnace Street, need 2 more easements for a pathway, negotiating with property owners • Passed resolution for advanced metering on water meters, notifies customers if they are using too much water • Starting construction on new City Hall. Will finish in early part of 2021 • Mtn. Park broadband-tenuous because city would own the network and not sure if we want to do that • Possible annexation of Southwood. Water system is failing, they came to City asking to be annexed. Will be an election to decide whether they want it to happen. C. Sustainable Transportation in LO Bob Sack and Duke Castle gave a presentation on various sustainable transportation topics in Lake Oswego: • What topics does SAB want to think about in terms of transportation? • Kathleen gave quick update on Willamette bike/ped bridge.The advisory group is discussing where the bridge would land on each side o Issue of having a good bike path to Portland-don't really have one. Not enough space to have trolley and bike together in the existing rail right of way • Bike Share program- looked at about a year ago and didn't get much traction on it. • Automobile Transportation: o EVs and charging infrastructure o Ride Sharing/Car Sharing o AVs in the future (automated vehicles) • Duke gave quick presentation on charging stations-went through locations of charging stations, need more at multifamilies, PGE getting permission from PUC to put in more charging, need more fast charging,talked to redevelopment company of Oswego Village about including fast charging • Bob discussed the carpooling grant from Metro- partnering with LOSN on that • Statewide efforts to build more lanes, alleviate bottlenecks (Oregon City bridge), HOV lanes in the future, promote alternatives to SOVs • Public Transit: o Promote bus ridership- no big plans from TriMet to improve service in LO; buying electric buses o Electrification of school buses- looking at it o Westside Light Rail- requires a bond, over$2 billion • Safe Routes to School o LO ranked low for safe routes to school o Not many sidewalks on streets around schools-older city with streets built without sidewalks • Bike/Ped Bridge City of Lake Oswego Sustainability Advisory Board Minutes Page 2 of 3 July 15, 2019 o Feasibility Study-conducted by Clackamas County for Metro. Looking at need and feasibility of even having a bridge. Should it be built for emergency vehicles after a disaster • Get There Marketing Campaign o New ODOT app o Allows people to find matches for carpooling o Enhances transportation options for lower wage workers, provide data, change perceptions o Number of people coming into LO to work, outnumbers those leaving. Most LO residents are commuting to Portland every day o 5%of SOV's if they added one passenger would take 500 cars off road o App rolls out in October • Bus commuting o Only about 350 daily riders on 35 o 36&37 buses only serve 18-20 passengers a day o Enhanced Transit Corridor • Bob went through Get There app Paul asked what the next steps for SAB would be-what should be the role of City government in promoting alternative transportation. Steph discussed focusing on the bus barn and completing some of the connections. Following the discussion on transportation was a brief conversation about gas powered lawn equipment. Kathleen and Stephanie went through gas powered lawn equipment letter to send to the Council. Asking for a Council study session to look at options. Mayor Studebaker said this was unlikely. Will revise letter and send to Council distribution asking for direction from the Council on whether to move forward on this topic. At the end of the meeting, Bob gave a brief update on his meetings with City staff about deconstruction. Richard moved to send Bob's letter to the City Council to get Council direction on deconstruction. May ask for a partnership with HRAB.
