Call to Order/Roll Call
Co-Chair Eliot Metzger called the June 10, 2019 meeting of the Sustainability Advisory Board (SAB)to
order at 6:30 p.m. at Luscher Farm, Lake Oswego, Oregon.
Members Present: Eliot Metzger, Bob Sack, Maddie Champion, Richard Canaday,
Paul Soper, Kathleen Wiens, Annamarie Guenther, Sarah
Hussion, Mayor Studebaker

Announcements from Board and Staff
Richard- Brought paper straws to share. Went to a mock hearing at LOHS and wants to do outreach to
civics teachers on sustainability.
Bob-Asked if interviews for SAB have already happened. Paul gave an update on how the interviews
went-Stephanie and Kathleen re-appointed. LOSN applied for a Metro transportation options grant to
promote carpooling. ODOT building app for carpooling. Metro providing some funding for consultants.
Kathleen- Repair Fair happening on June 29.
Jenny- Reusable bags coming in late, may have to postpone events. ICLEI deliverables not ideal, so
working through revising their work. Food scraps ordinance at July council meeting.
Approval of Minutes
The meeting minutes from the May meeting were unanimously approved.

Regular Business
A. Review Agenda
Chair Eliot Metzger reviewed the meeting agenda.
B. City Council Update
Mayor Studebaker gave an update on recent Council business:
• Boards and Commissions interview process last Saturday. Next year all boards and commissions
terms will expire at the same time
• Approved a special election to annex Southwood
• Narrowed candidate pool down for new City Manager
• Bought property over on Furnace street for greenway pathway
• Construction on Boones Ferry starting this month
• Construction for City Hall starting soon. Demolition starting next month.
C. Healthy Food in Schools
Natalie Bennon talked about efforts to improve the quality of the food in Lake Oswego schools:
• Set up a test kitchen at Hallinan with healthier/allergy friendly test menu
• The test kitchen tried healthier options to see kids would eat it. Only 6%of kids get school lunch,
over 90% bring a lunch.Tried to increase participation in the school lunch program.
• Participation went up with healthier food-from 25%at Hallinan, 10-20% higher with test
kitchen
• Sustainability success was adding beans and rice as an option. Going to keep that as a daily
option district wide.
• Bought some new items from the CSA, but hard to say if they were eaten. More labor to buy
food from the farm and then have to wash, chop, and peel
D. Luscher Farm CSA
Laura Masterson discussed the CSA while taking the Board on a walking tour of Luscher Farm.
E. Reducing School Food Waste
Stacy Ludington from Clackamas County went through some tips on reducing food waste at home:
• Most food waste happens at home
• Eat Smart, Waste Less Challenge
• Promotes 5 different ways to reduce food waste at home
• Produce storage guide and smart storage of food
• Work with food banks on education to not waste food
Laurel Bates from Clackamas County discussed the Oregon Green Schools program:
• National School Lunch Program sets requirements for what portions kids should take.The
portions are the same for 5 year olds as they are for 18 year olds
• Schools now offering taste testing help minimize waste
• Some previewing the menu helps kids know what to pick so they will actually eat their food
• Good opportunities for food rescue-food waste audits

• All of the 10 schools have composting available
• Opportunity to set the shareable food aside and resell it (pre-wrapped cheese sticks, etc)
• EPA is offering technical assistance to districts and schools for food waste. Would create a
manual or a guide for the district.
• Additional opportunities for back of house food that was never served-can donate it, reuse it, or
compost it
• Education opportunities-
• 3 part presentation series-overview of wasted food, waste audit, then presentation of
wasted food
At the end of the meeting, Bob gave a brief update on his meetings with City staff about deconstruction.
Richard moved to send Bob's letter to the City Council to get Council direction on deconstruction. May
ask for a partnership with HRAB.
