HomeMy WebLinkAboutApproved Minutes - 2019-06-12 PMCITY OF LAKE OSWEGO June 12, 2019 Library Advisory Board Library 1 Present: Cliff Perigo, Jacquie Siewert-Schade, Kay Steele, Ed Steinberg, Rick Slaven, Jessie Smith, Jackie Manz, Sherry Swackhamer Staff Present: Melissa Kelly, Nell Diamond 1. Call to Order and Roll Call The Library Advisory Board meeting was called to order by Chair Cliff Perigo at 7:00 p.m. on Wednesday June 12, 2019. 2. Minutes- Slaven approved for approval of the May 8, 2019 minutes with the two amendments. Steinberg seconded. Minutes approved (6-0). 3. Public Comment - none 4. Director’s Report-Melissa Kelly Kelly related that for statistical reporting, the metric of database sessions is the more accurate vs database searches. Kelly noted a drop in some of the numbers and relayed that there was an e-book vendor that was utilized, there was one that was dropped for low use. Endowment update – up for discussion, it was decided to review at the next Library Advisory Board (LAB) meeting. Slaven had a question regarding the endowment, and asked about how much the account accumulated in reinvestment. Perigo mentioned it should be clarified how the board should be involved in the endowment. Slaven noted that there is a significant increase in funds. Discussion ensued. Kelly noted that for now she is happy to know that the funding is in the account, and growing. Potential Library consultant for Lake Oswego Public Library (LOPL) - Kelly reviewed the scope of work with the Board. Steinberg suggested contacting the local board of education. Kelly related that she is looking to have an opportunity map created, which is a geographic map that would identify opportunities where staffing, outreach and branches should be located. Kelly gave Multnomah County as an example of successfully utilizing this tool which can identify who we have in the community, as well as who we have in the Library, and other metrics that we can learn from. Kelly noted that there is a potential Kincaid intern that may be able to implement this project. Kelly clarified to Perigo that there is both a Management Analyst and an Intern position. Steele asked when the intern would be available, Kelly noted that the intern should be available soon. Manz noted that usually they are in school and the City brings them in for summer break. They are attending school and doing the internship. Steele asked if this is a part time position, the last intern was part time but it was developed into a full time Management Analyst position. Manz committed to following up with Lazenby regarding this intern resource. Kelly asked for feedback; the goal is to have a person on board to do the market research by the end of the calendar year. Other announcements, there are two new databases, Lynda and Creativebug. Very high quality, also replacing the Gale course subscriptions which had low usage. Lynda includes “learning paths” that include curriculum to guide a patron through the Lynda tool. CITY OF LAKE OSWEGO June 12, 2019 Library Advisory Board Library 2 Creativebug is focused on arts and crafts, patterns, recipes. Also the LOPL is dropping Fold 3 database due to low usage. LOPL now has circulating laptops available (for four hours at a time). LOPL has also implemented a public computer replacement schedule. Kelly confirmed that we were previously using refurbished staff PCs and a four-year replacement cycle will cost 7K a year for four years to replace. The first six of 25 computers have been replaced, and the remaining 19 will be replaced in the future – the memory in these computers are upgraded as well. City Manager recruitment updates- 38 applications were received and there are four finalists. One LAB board member has been invited to be on the interview panel, as well as City Council members. Siewert- Schade will be on the panel and is representing as an advocate of the Library. Siewert-Schade relayed that a preparatory packet has been distributed to the interview panel. Kelly noted that we have a great city and very strong candidates to choose from. Steinberg asked about the status of the generator, Kelly noted that PGE is coordinating some issues with installing, and a couple more trees had to be taken out. Kelly noted that she has seen activity within the last two weeks. Chair’s Report- Cliff Perigo Perigo referred to the solicitation policy that was distributed last week. Perigo noted the LAB would table any review until next month, Perigo asked that the LAB review item number on the policy. Perigo noted that LOPL is at a strong point to ask if the Library could possible use another annex location. Possibilities mentioned were The Springs senior living center on Kruse Way and the second Springs location, Carmen Oaks that is located on Carmen Drive right at the Lake Oswego city boundary. There are possibilities for either location a space or a pop-up for outreach on a scheduled basis. Discussion ensured regarding locations of possible collaboration with Carmen Oaks facilities. Suggestions ensued. Kelly noted that based on the research that Multnomah County did, library outreach opportunities are very apparent. Perigo would like within the next couple of meetings a discussion of where we see the Library in the next twenty years. Perigo noted that he feels that construction for the next library is about twenty years away. 5. Friends of the Library Report- None this month. 6. Council Update-Jackie Manz Manz relayed that the City Manager interviews are on Monday. Also, the Boards and Commissions open house attracted 18 applicants to the Parks and Rec commissions, this happens once a year. Questions, boards and commissions. This was parks and rec, transportation, historic, youth and 50+. Siewert-Schade indicated that she felt that the open house format was a waste of time. She noted that the people were talking among each other but that there was no interest from the citizens. Manz noted that this is the first year out with the open house forum, but she will note this feedback for the future. A total of 60 people applied for the Boards and Commissions open positions. New Business Steinberg noted that a component that is missing on the interfiling it would be great to add a listing to the general areas to add to the search criteria. When he put in Science Fiction there should be a way to narrow down the search. Kelly noted that this LAB suggestion was taken and there were different genre lists available now in the Fiction section. Kelly is hoping these sheets will be a good guide for patrons. Currently this tool is only in hard copy. Steinberg suggested putting it on the website. Smith suggested that the coupons for the Booktique were a huge hit at the Farmers Market, and asked if more coupons were available to distribute to people in the community. Kelly said she would follow up with the Booktique. Manz suggested stamping the coupons be stamped with a date so that the impact could be measured by the Booktique. 8. Election of Chair and Vice Chair Perigo noted that he has enjoyed his time as Chair. Steinberg nominated Perigo as Chair, and Perigo was unanimously re-elected (6-0) for next year. Steinberg offered to continue in the role as Vic-Chair, but suggested that Siewert-Schade would be a strong candidate. Steinberg nominated Siewert-Schade –Slaven seconded Siewert-Schade for the nomination. Unanimously approved (6-0). Steinberg indicated he will not be here for the next LAB meeting. 9. Adjournment Next meeting is scheduled for Wednesday, July10th 2019, at 7pm. The Library Advisory Board meeting was adjourned at 7:55 pm. Respectfully submitted, Nell Diamond
