SUSTAINABILITY ADVISORY BOARD
Vision of a Sustainable Lake Oswego
A sustainable Lake Oswego is a community that meets the vital human needs of the present without
compromising our ability to meet future needs. This requires consideration of both long-term and short-
term effects on ecological, economic, and community systems. Operating sustainably means that we are
leaving a legacy for the community of Lake Oswego and the planet.
A sustainable Lake Oswego is a place recognized nationally as a model of livability—a unified city with a
vital downtown, a strong sense of neighborhoods, and a harmonious relationship with the natural
environment. The lives of everyone who lives, works, and conducts business in Lake Oswego are
enriched by a wide range of choices in transportation, housing, recreation, and culture. Our
infrastructure is sound, our finances stable, and our citizens and employees healthy and engaged.
SAB Mission & Duties
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and quality-of-
life sustainability of our community.
The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more sustainable. The
Sustainability Advisory Board is guided by the Sustainable City Principles embodied in the City's
Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the City as a
whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego, including
residents, businesses, and institutions, more sustainable.
SAB Meeting Ground Rules
We have agreed to abide by these ground rules to increase our meeting effectiveness.
1. Participate—everyone share "airtime"
2. Speak for yourself— use "I" language
3. Seek clarity:
—ask clarifying questions
— paraphrase what you hear others say
—check out your hunches
4. Be respectful:
— be on time
—come prepared
—turn off phones, pagers, and other devices
—avoid interrupting others
—don't use inflammatory labels &judgments
5. Have fun
Reminder of SAB/Boards and Commissions Rules:
1. All Presentations must be given to staff either before or after the meeting to be saved as public
record.They can be shared electronically.
2. This is a paperless Board. Please do not bring paper handouts to distribute at meetings.
3. Members of the public are permitted to speak only during public comment and may not
participate in discussion on agenda items unless a board member directs a question towards
them, or they are listed as a speaker on an agenda item.

SUBJECT: SAB 2019 Goals Summary
DATE: January 4, 2019
The Sustainability Advisory Board's priority for 2019 is "implementation through integration."
We see an opportunity in the coming year to update and incorporate economic, social, and
environmental benefits into ongoing and upcoming City priorities. Specifically, we aim to build
on SAB contributions in 2018, including a set of practical actions to address climate change and
an ordinance to eliminate plastic bag waste. There are a number of follow up activities related
to each where SAB has expertise to play a helpful role.
The mission of the Sustainability Advisory Board is to promote the economic, ecological, and
quality-of-life sustainability of our community. The Sustainability Advisory Board shall:
a. Advise and assist the City Council in efforts to make City operations more
sustainable. The Sustainability Advisory Board is guided by the Sustainable City
Principles embodied in the City's Sustainability Plan.
b. Assist in the development of plans and policies to enhance the sustainability of the
City as a whole.
c. Educate and engage the public in efforts to make the community of Lake Oswego,
including residents, businesses, and institutions, more sustainable.
There are five areas in particular where SAB intends to contribute and support:
1. Update the City's 2014 Sustainability Action Plan, including refinement and incorporation of
climate actions.
o Work with staff and external experts to translate the list of 10 practical actions
endorsed by the City Council in 2018 into specific plans in an updated version of the
City's existing Sustainability Action Plan. Map and identify key City opportunities and
vulnerabilities between now and 2030.

2. Protect vital local resources, include clean air and forests.
o Determine a reasonable and appropriate mapping/process for City-wide tree planting to
guide the Oswego Lake Watershed Council-led effort to plant 5,000 trees, as outlined in
the City's Climate Action Plan.
o Help fine-tune Development Code to make it more sensible and easier for staff,
residents and builders to preserve trees on building sites.
o Develop policy recommendations for controlling use of gas engines on landscaping
equipment regarding air and noise pollution.
o Develop policy recommendations for enforcing air quality requirements for building
demolitions.
3. Develop programs to eliminate waste and encourage sustainable consumption
o Design and execute a local competition to design a Lake Oswego branded reusable bag
(sponsored by Republic Services).
o Increasing sustainable food options through promotion of existing City resources and
programs, including those at Luscher Farm.
o Develop options and incentives list for building deconstruction.
4. Create more convenient and cleaner local transportation options.
o Support City transportation plans and updates, including any work the Planning
Commission does with TriMet or sustainable mobility pilot programs the City or local
community groups explore with Metro.
o Support Planning Commission if they explore code updates for electric vehicles (e.g.,
encouraging workplace charging and making multifamily buildings EV-ready).
5. Promote High Performance,Sustainable,Green Buildings.
o Support the Planning Commission in exploring relevant code updates for clean energy,
high efficiency buildings, and/or sustainable deconstruction.
o Bring lessons and updates from the Lake Oswego School District's efforts to include
sustainable building features into local schools.
o Monitor and provide insights for ongoing City building projects (e.g., City Hall
construction and commissioning).
o Support and contribute insights to policies and incentives for deconstruction and local
demonstration of attainable/affordable/workforce housing.

Call to Order/Roll Call
Jenny Slepian called the October 21, 2019 meeting of the Sustainability Advisory Board (SAB)to order at
6:30 p.m. at the Main Fire Station Conference Room, Lake Oswego, Oregon.

Announcements from Board and Staff
Bob Sack:
• Upcoming meeting on Friday at 11am about OGLO at Clackamas County building, will be a
critical meeting because there is a move to terminate the study of this bridge.Very important
for public to attend.
• Sent around a white paper on deconstruction for board approval. Went with Scot Siegel to
meet with Shawn Wood from City of Portland BES. Scot is working on a report about the
demolition fee to submit to the council at first November meeting. Need SAB to approve the
paper to add to Scot's staff report. Proposal is a reduction in demolition fee, around $5000, if a
developer chooses to deconstruct. Will vote over email to approve.
Kathleen Wiens: Went over the details of the recent tree summit, with some good items to follow up on.
Bob summed up the setup for the summit-good turnout and discussion.
Jenny Slepian:
• Working with Clackamas County on implementation of food scraps ordinance
• Metro Solid Waste Advisory Committee meeting next week
• Study session for Sustainability and Climate Action Plan has been pushed back to January based
on staff feedback(mostly negative feedback).
Approval of Minutes
The meeting minutes from the September meeting were unanimously approved.

Regular Business
A. Review Agenda
Jenny Slepian reviewed the meeting agenda.
B. City Council Update
Mayor Studebaker gave an update on recent Council business:
• Equity summit went well.There were over 300 attendees.A task force was selected and the City
Council is looking to get a facilitator for it.
C. 2020 Goals
The Board had an open discussion about where to focus goal setting for 2020.
• Martha very interested in transportation choice
• GPLE: look at what other cities/counties/metro/state are doing, look into a regional approach,
review business licenses, etc.
• Deconstruction considered best practice for demolition for air quality
• Already a couple of local landscaping businesses just using electric
• Bob suggested a city wide transportation summit-wants to gauge interest in that
• Green Schools certification, need to revitalize this effort at all schools,Jessica said she is on the
committee at Westridge and wondering what is needed to do green schools at her school, Sarah
described how they did the waste audit at Hallinan, Ella explained that the teacher who helps
coordinate gets a $500 stipend for participating
• Sarah- have recycling containers with trash containers at parks
