HomeMy WebLinkAboutAgenda Item - 2020-01-27 - Number 07.1 - Staff Memo 01/16/2020 Update (PP 20-0002) of LA os MEMORANDUM v AIM EGp� TO: Planning Commission FROM: Scot Siegel, Planning and Building Services Director SUBJECT: West Lake Grove (WLG) and Lake Grove Village Center Overlay (LGVCO) Design Standards— PP 20-0002 DATE: January 16, 2020 MEETING DATE: January 27, 2020 INTRODUCTION A Planning Commission goal for 2020 is: "Review the building and streetscape design standards in the Lake Grove Village Center Overlay (LGVCO) and West Lake Grove Design District (WLG)." BACKGROUND The City adopted the WLG district plan and design regulations in the late 1990s. The LGVC plan and overlay were adopted in 2008. The two sets of regulations are complex and, in some cases, conflicting. Although they have different purposes and different building design objectives, they apply to adjoining areas, and one of the questions is whether these two areas should have consistent design standards. Another issue is more technical and pertains to permitted building materials and variance procedures in each district. The Lake Grove Business Association (LGBA) requested the City review LGVCO and WLG design standards with the following objectives: • Consistent streetscape requirements (e.g., lighting, planters, trees, benches, etc.) • Architectural flexibility with quality materials • Retention of tree groves in remnant, unimproved street rights-of-way The Planning Commission has requested the LGBA work with the affected neighborhood associations in developing recommended code concepts. RECOMMENDATION Staff has discussed the project with LGBA and we agree that the problem needs clearer definition and scoping. Therefore, we recommend the Planning Commission wait to begin work on this item until after the LGBA has developed a list of code concepts that it would like the City to consider. Staff would assist in answering technical questions but not lead this effort, and the LGBA would seek input from the affected neighborhood associations before asking the City to begin work.
