Purpose/Need for UGB expansion
• Code Compliance, exhausted approaches to bring
uses into compliance through Clackamas County
• Luscher Area Master Plan, to effectively and
efficiently implement the plan
• Improve Facilities, trails, access, parking, utilities
• Serve LO needs, the community has expressed a desire
to use the property as a agriculture focused recreation site

• Consistent with Comprehensive Plan.
• Complies with Metro Functional Plan/Metro
Code (MC 3.07.1110)
• Specifically authorized by 3-City IGA (Lake
Oswego, West Linn, Tualatin), and complies
with 5-Party IGA (cities, Clack. County, Metro)
Recommendation
1. Address questions to staff
2. Open public hearing to testimony
— 10 minutes to recognized neighborhood
associations and public interest organizations
— 5 minutes to others
3. Close public hearing, and deliberations
4. Move to recommend approval of PP 19-0012
to City Council
