Call to Order/Roll Call
Chair Paul Soper called the November 18, 2019 meeting of the Sustainability Advisory Board (SAB)to
order at 6:30 p.m. at the Main Fire Station Conference Room, Lake Oswego, Oregon.
Members Present: Ella Feathers, Kathleen Wiens, Sarah Hussion, Richard Canaday,
Bob Sack,Jessica Green,Anna-Marie Guenther, Stephanie
Glazer, Paul Soper, Mayor Studebaker
Members Excused/Absent Allison Kim

Announcements from Board and Staff
Anna-Marie:
Planning a Climate Strike at school on December 6. Hoping to partner with Sunshine Movement. Still
working out details. Hoping to build momentum ahead of 4/20/20 Earth Day strike. Would like to write a
cover letter for the Sustainability and Climate Action Plan.
Bob:
City Council has approved a demolition tax.There is a reduction in that fee if the developer deconstructs
the home.
Interested in changing the job description of traffic engineer to be more transportation demand
inclusive.
Paul:
Introduced new board members, Sarah Hussion and Jessica Green.
Jenny:
Recording meeting on phone.
Straws screening at Lake Theater on December 12. Sponsored by City and Surfrider. No new updates on
the Sustainability and Climate Action Plan. Waste audit results show that City facilities have gotten much
worse in terms of food in the trash.
Approval of Minutes
The meeting minutes from the October meeting were unanimously approved.

Regular Business
A. Review Agenda
Paul Soper reviewed the meeting agenda.
B. City Council Update
Mayor Studebaker gave an update on recent Council business:
• Sent out request for RFPs on North Anchor project
• Passed the demolition fee with discount for deconstruction, got some feedback from the State
on that.
• Cooks Butte tower will not be happening.
C. Board Rules Update
Staff and the Chair will need to do a better job of enforcing the following rules:
• Materials should be shared electronically to be included in agenda packet and/or meeting
minutes to meet public records requirements
• Meetings are paperless
• Public comment is restricted to 3 minutes per person during the public comment period and
may not participate in agenda items unless asked by a meeting member or included as a
presenter.
D. 2020 Goals
Paul Soper introduced a discussion on 2020 Goals setting.The Boards and Commissions summit is on
December 5.The Board reviewed the 2019 goals to start with. Kathleen presented the 2020 goals of the
Planning Commission to see where SAB can partner. Paul had particular interest in HB 2001. After a
lengthy discussion, the Board selected goals that would support the work of the City Council, City
Manager, and youth members of SAB.There was some discussion about the Board's work in relation to
the school district, Parks, and Luscher Farm. Ultimately, the goals were written to support the original
SAB mission.The goals that were chosen included:
1. Support adoption of the Sustainability and Climate Action Plan.
a. Prioritize actions for staff and council
b. Identify priorities for 2030
2. Research options to minimize the use of Gas Powered Lawn Equipment.
a. Conduct background research into best practices to prepare for a City Council Study
Session
3. Track effectiveness of deconstruction ordinance
a. Conduct outreach on deconstruction
b. Evaluate usage of the deconstructive incentive
c. Research lead and asbestos emissions from demolitions
4. Create more convenient and cleaner transportation options
a. Support City transportation plans and updates, including any work the Planning
Commission does with TriMet or sustainable mobility pilot programs the City or local
community groups explore with Metro.

b. Support Planning Commission if they explore code updates for electric vehicles(e.g.,
encouraging workplace charging and making multifamily buildings EV-ready).
5. Partner with community groups to assist LOSD with Green Schools Certification
6. Promote high performance, sustainable, green buildings
a. Support Planning Commission in their work on HB 2001, exploring relevant code
updates, and missing middle housing.
b. Continue to receive updates on City Hall construction project
Kathleen will type up the goals and actions and share with the board with approval. Paul asked for all
comments to be sent to him before Thanksgiving.Jenny will then put into a memo and prep for Boards
and Commissions Summit.
