EXECUTIVE SUMMARY The Council should discuss the position it wishes to take on measures to increase social distancing in Lake Oswego during the COVID-19 State of Emergency. Page 2 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.lakeoswego.city DISCUSSION As you know, some cities in Oregon are considering issuing local orders to “Stay Home, Stay Healthy” whether the Governor issues the order or not. The City Council should discuss what you would like the City of Lake Oswego to do and provide direction to staff and the community about your decision. Your options are: 1.Continue current operations until and unless Governor Brown issues an order. 2.Urge Governor Brown to issue a “Stay Home, Stay Healthy” order. If you select this option, I recommend that the City Council send a formal letter to the Governor. 3.Urge the three County Commissions – Multnomah, Washington and Clackamas – to issue a “Stay Home, Stay Healthy” order as quickly as possible. This would help because at least there would be consistency in the region. 4.Direct staff that if the State of Oregon does not issue an order by a certain date – say March 25, 2020, that the City Manager is directed to issue a local order. From a purely operational standpoint, it will be much easier to administer an order if the rules that apply in our media market are consistent. This is why staff feels a statewide or regional action would be better than a local action. If you decide to take local action, staff will contact the City of Portland to ensure that our actions are as consistent as possible with theirs. Under all conditions, grocery stores and pharmacies will be essential and will be operating. We believe that this order would require closure of gyms and athletic facilities (including things like fitness studios), movie theaters, personal care businesses (spas, hair salons, barbers, nail salons, etc), retailers that have not gone to a “take out” model, similar to what Lake Oswego Ace Hardware has done, and other employers who are not one of the federally designated “critical infrastructure” categories. In California, residential construction, public works projects, and some commercial construction has been allowed to continue. FISCAL IMPACT Unknown; depends on the level of enforcement. RECOMMENDATION I recommend option #2, with option #3 as a close second. You could combine option #4 with option #2. ATTACHMENTS 1.Status of City Operations Status of City Operations – March 22, 2020 – 1:12 p.m. For Council Information 1.Meetings of City Boards, Commissions, and Committees are canceled, unless legally required. 2.The following City services are closed or canceled: •Adult Community Center programs and activities, with the exception of Meals on Wheels. •The Lake Oswego Public Library including programs, story times, author talks, or music performances. References services are available by phone. Online services are available. •All indoor Parks and Recreation camps, programs and activities – including Teen Lounge, Indoor Play and Spring Break camps. Fees for cancelled programs or classes will be refunded. •Passport Services •Use of City Meeting rooms and spaces for community or non-City meetings. •The Tennis Center and Pickleball Courts at George Rogers Park. 3.Except for the Clubhouse at the Municipal Golf Course, City Facilities, including City Hall, the Maintenance Center, and all Fire Stations are closed to walk in traffic (effective Monday at 8am). Permit Center, Utility Billing, Business and Dog Licensing services are available by phone or email. People who need documents from the Police Department or Municipal Court should contact those departments by phone to arrange an appointment. 4.Municipal Court is canceled until May. 5.The following City facilities remain open •Golf Course – no gatherings or tournaments. •Outdoor City fields will remain open, including for youth sports team practices and games. Attendance at practices and games may be limited to players and coaches. Social distancing guidelines will be posted. •City parks, trails, and playgrounds.
