HomeMy WebLinkAboutApproved Minutes - 2009-04-08 CITY OF LAKE OSWEGO April 8, 2009 Library Advisory Board Library Present: Nancy Niland Shatsky, Fred Baldwin, Shelby Campion, John Ferrel, Dick Raymond, Richard Slaven, David White, Morgan Bassford Staff Present: Bill Baars, Beverly Ross The Library Advisory Board meeting was called to order by Chair Nancy Niland Shatsky at 7:10 p.m. on April 8, 2009 I. Introductions None II. Approval of Minutes—March 11, 2009 minutes. Minutes were not available for approval and will be submitted at the next meeting. III. Public Comment None IV. Director's Report Library Director Bill Baars gave the Director's report as follows: • With the passage of the Library Measure in November each City will now decide on what to do with these funds. There is some debate in the Lake Oswego City Council and the Budget Committee on whether the district funds should be used to enhance the Library or if the funds should be used to supplant City money now given to the Library. Currently the Library receives approximately$2,000,000 from the Lake Oswego General Fund and approximately $955,000 from the County. With the passing of the measure Lake Oswego will receive about $1,800,000 from the County which is an increase of about $900,000. With input from the Budget Committee, the City Council will decide if the Library receives the extra $900,000 or if the City will reduce its contribution to the Library Fund. The Budget Committee begins its series of meetings on Monday, April 13. Baars will be presenting a power point giving an overview of the Library to the Budget Committee and City Council. • Within the next two weeks the City Council will be making a decision on what to do with the West End Building. Baars gave the LAB some of the history of the building which included the ongoing speculation that a Library presence might someday be at the WEB. He will keep the LAB updated on the Council's decision and updated with information from the Budget Committee meetings. • Outgoing LAB members Betsy Fontenot and Patt Bilow were presented with Distinguished Service Awards at the April 7 City Council meeting. Baars acknowledged their years of dedicated service to the Library. 1 CITY OF LAKE OSWEGO April 8, 2009 Library Advisory Board Library • Several staff members, including Director Baars, attended the annual Oregon Library Association conference held in Salem on April 1 through April 3. Baars serves as Secretary on the OLA Board. • Multnomah County Library is searching for a new Director and have narrowed the search to three finalists. • Jamba Juice in Lake Oswego has generously agreed to give prizes for the Youth Summer Reading programs. Each participant who reaches their goal receives a coupon for a free smoothie. • A new Friday program has been started which offers help with job searches by explaining how to use resources available at the Library and on the Web. A resume writing workshop is also being offered. Both classes have been very successful with heavy attendance. • On Saturday, March 13, the public was invited to bring their old photos to the Library to be scanned and added to the Library's historic photograph collection. Volunteer Kenzie Sorenson who is working towards earning her Girl Scout Gold Award took on this project. The photos are available on the Library's website. V. Chair's Report Chair Nancy Niland Shatsky gave the Chair's report as follows: • Lisa Metcalf Murphy from the Sustainability Advisory Board sent a note of thanks to the LAB for allowing her to give her presentation at the last meeting. • Chair Shatsky asked the LAB members if they have decided what areas they would like to focus on during their service on the Board. o John Ferrel expressed an interest in working on LO Reads and other programs in general such as the music programs. o Shelby Campion has an interest in development of programs that could include group reading of plays as in a Shakespearean festival. Baars will connect her with librarian Alicia Yokoyama. o Dick Raymond would like to contribute to organizational planning workshops and discussion groups. • The Volunteer Luncheon will be at 11:30 on June 4 at the Lake Oswego Country Club. LAB members are invited. VI. LO Reads Fred Baldwin gave the report as follows: • The next meeting of the LO Reads Steering Committee will be April 13. A book has not yet been selected for the 2010 event but the committee is expected to narrow the choices to a few by the end of the meeting. LAB members are encouraged to offer any suggestions for a book selection. • There is a concern that sponsorship will be more difficult to obtain due to the economic climate. 2 CITY OF LAKE OSWEGO April 8, 2009 Library Advisory Board Library • The February LO Reads event takes a year to plan. Opportunities for LAB members to become involved will become obvious in many ways throughout the year. VII. Neighborhood Outreach Baldwin explained that the Board has talked about the idea of neighborhood outreach for a few years. There are approximately 20 associations in Lake Oswego. The LAB would like to connect with these groups and share what the Library has to offer and also ask how the Library can better serve these neighborhoods. The political issues of the West End Building and then with the Library District Measure on the ballot last November the development of the outreach project has been delayed. The preliminary plan has been to invite the Chair and Vice Chair from each association to meet at the Library for a presentation to be given by the LAB and the Library. This presentation would highlight the Library services available and to ask what their groups might want from the Library. From this meeting it could be determined if the presentation could be given to the various association membership meetings. Baldwin said some of the associations are more active than others and usually the membership meetings begin in full as school starts in Fall. Baars said the City Budget should be approved and the decision on the future of the WEB should be determined before the neighborhood associations are contacted. This is to avoid any political conflicts. Baldwin said that one of the charges of the LAB is to get information about the Library out to the public and that neighborhood outreach would be a good opportunity to do this. VIII.
