Library Advisory Board Library
Present: Nancy Niland Shatsky, Fred Baldwin, Shelby Campion, Ann Pritchard,
Dick Raymond, Rick Slaven, David White, Morgan Bassford

The Library Advisory Board meeting was called to order by Chair Nancy Niland Shatsky at 7:00
p.m. on June 10, 2009
I. Introductions
Chair Nancy Niland Shatsky introduced new LAB member Ann Pritchard.
Introductions were made around the room.
II. Approval of Minutes—May 13, 2009 minutes.
Fred Baldwin made a motion, seconded by Richard Raymond, to approve the
minutes of the May 13, 2009, meeting. The motion carried.
III. Public Comment
None
IV. Director's Report-Library District IGA:
Library Director Bill Baars gave the Director's report as follows:
• The Intergovernmental Agreement between the Library District of Clackamas
County and member cities was created for the passage of the Library
Measure in November. On June 16 the IGA will be on the agenda for the
City Council's approval. The newly formed Library Funding District will
have a member of each city on its board. Baars will be the member from
Lake Oswego.
• The proposed City budget will go before the City Council for approval on
June 16. The Library will receive $900,000 additional annual funds from the
County because the Library District passed in November. The Citizen's
Budget Committee has recommended with its proposed budget that the City
decrease it's funding to the Library by $300,000. To be decided will be
whether the City will maintain its current funding for the Library or decrease
it. Councilor Jordan said not all of the City Council members who sit on the
Budget Committee agree with the Committee's proposal. The meeting is a
public hearing and public testimony will be taken on the budget. There is
expected to be much discussion regarding this issue before the Council votes
on the budget.
• Summer Reading programs at the Library have begun. These have been very
popular with patrons of all ages and a program is offered for adults, teens and
children. Baars played the public service announcement created by the Teen
Advisory Board promoting the Teen Summer Reading Program. This skit
can be seen on the Tualatin Valley Television station throughout the summer.

• The Booktique has received a notice to vacate the Mercantile Medical Plaza
by September 30. The Friends of the Library Board is hoping to work out an
agreement with the Plaza operators, Catholic Healthcare Associates, so that
the shop will not have to move. The Booktique has been at this location for
over 15 years and was only paying $1 per year rent. This generous rental
agreement could not be offered again and the Friends are looking into various
options.
V. Chair's Report
Chair Nancy Niland Shatsky gave the Chair's report as follows:
• The Library booth at the Farmer's Market has a vacant position on June 13
and Shatsky asked LAB members to let her know if anyone can fill in.
VI. LO Reads
Cyndie Glazer gave the LO Reads report as follows:
• The next Steering Committee meeting will be on June 24 and hopefully a
book will be selected. The committee wants the book selected to be a fiction
book set in early 1900's. The choices have been narrowed to three and the
members are busy reading these.
• Fred Baldwin feels fundraising for LO Reads should begin now even before
the book has been selected.
Neighborhood Outreach
No discussion and this item will be put back on the agenda in September.
