The COVID-19 Communications Team greatly appreciates it. We are #LOtogether! Purpose: Provide community video messages during the COVID-19 crisis from the Council to create point of contact. This is a stressful time for everyone, but we want to provide stability for the community. This is an opportunity for the community to hear from their leaders and elected officials, provide messages of support in this uncertain time, and calls to action (as needed). Details: Every week, we will feature a Councilor on different topics highlighting community updates and reminders. The videos will be roughly a minute long. Staff will provide: coordination, script, filming instructions, and publishing. Below is the suggested order & topic per Councilor* (date of publish): • Mayor Studebaker (4/2) – We are in this together and we are still here for citizens • Councilor Kohlhoff (4/9) – Importance of “Stay Home, Save Lives” • Councilor LaMotte (4/16) – Available City resources for families with children • Councilor Nguyen (4/23) – Supporting local businesses • Councilor Manz (4/30) – Helping the community (blood, donations, food bank) • Councilor Wendland (5/7) – Partnership with LOSD • Councilor O’Neill (5/14) – City continuing essential services *topics may change by Councilor interest or necessary message as the crisis unfolds. Video Structure: • Introduce self • Main talking points o Staff will provide a general script and talking points, but councilors are free to adjust o Bolded texts are the “must include” talking points • Closing statement – we are all in this together, #LOtogether Tone: Uplifting, supportive, community-oriented Call to action: City is taking the necessary steps to protect the health and safety of our community. Stay informed and be there for each other. Schedule: Councilors will be responsible for filming themselves at home. This can be done by phone or computer (instructions provided). Film by Monday of the week of publishing. Staff will edit and publish on Thursday. Council COVID-19 Outreach Video Packet - Mayor Page 2 of 4 Video Instructions Filming: Phone 1. If using a phone, preferably set video up for 1080 HD at 60 fps (if not sure or not capable that is ok!) 2. If using an iPhone you can change that setting by going to: • Settings • Camera • Record video • 1080p HD at 60 fps 3. Set up to film video in landscape/horizontal mode if using a phone Computer 1. If you have a webcam on your computer or laptop, you can easily record videos. 2. Open your “Camera” program in Windows or Mac. 3. Change to video setting. 4. Set to record • For webcam, we found it best to look slightly below the camera. 5. Be sure to save the video to your files. Upload: 1. Videos will be too large a file size to email. Please use www.wetransfer.com. • It is a free program that does not need to be downloaded or an account created. 2. Record you video(s). 3. Click “Add your files” on the left-hand side. • Add file(s). blue + icon. Choose an action, >Files>videos • Email: darpin@lakeoswego.city • Message: Your name 4. You will get a verification email with a numerical code to enter. Enter code and touch ‘Verify’. Tips & Tricks: • When framing your shot, make sure you are in the center and not cut off. • Be aware of what is getting filmed in the background. • Try not to stand directly in front of a light source or have it directly behind you as it will make it hard for the camera to pick everything up. a. Window light (facing window) or a neutral overhead lighting is ideal • Look into the camera, not the screen itself. Council COVID-19 Outreach Video Packet - Mayor Page 3 of 4 • When talking, try not to talk too quickly. Take a deep breath and try to talk at a normal pace. Take pauses as needed. • Do multiple takes if needed and use the one you feel the best about after reviewing. • When recording, start recording about 2 seconds before starting to talk and continue about 2 seconds after the talking is over to have some buffer area for transitions. • Play back video to make sure sound is good. Make sure you can hear the talking at a decent level without the volume turned up all the way on the device a. COVID-19 has swept the world in a way we, as a society, have never seen. I know I can speak on behalf of Council when saying… our hearts go out to all of our community members, whose lives and businesses are being disrupted. The City of Lake Oswego is here to serve you. We are focused on doing everything we can to slow the spread of COVID-19 and protecting our community’s health. One of the several steps Council has taken is declaring a State of Emergency. The declaration allows our City Manager to take necessary actions to help protect the health and safety of our community. We have also had to make some harder decisions. This includes closing City buildings to the public and restricting outdoor activities to non-contact only. Governor Brown has issued an Executive Order to flatten the curve. As a government agency, we must comply. The “Stay Home, Save Lives” order keeps the safety of our community as a top priority. This is an uncertain and overwhelming time in our lives. My ask to all of you... is to Stay Home to Save Lives. The City will continue to update the City’s website with the latest information. We have also expanded the Citizen Information Center call line to answer COVID-19 questions. We are here for you. We will continue to serve our community every day.
