INCIDENT SUMMARY A novel (new) coronavirus was first detected in Wuhan City, Hubei Province, China. It has since been detected in over 100 countries, including the U.S. The World Health Organization (WHO) declared the outbreak a “pandemic” on March 11th, 2020. A pandemic is defined as a worldwide spread of a new disease. The United States has over 75,000 cases, over 1,000 deaths and over 600 recovered. Globally, almost 523,000 have been infected, over 23,000 are deceased and over 122,000 recovered. There have been 11 deaths and 316 confirmed cases in Oregon. The Clackamas County EOC has been activated since February 28th. Health officials emphasize the importance of social distancing, and health precautions such as hand washing and avoiding touching your face. Health officials are providing coordination services to make sure our health care system maintains capacity. President Trump signed the second phase of the coronavirus emergency aid package into law late Wednesday, 3/18. The legislation provides paid sick and family leave for some U.S. workers impacted by the illness, expands unemployment assistance, includes nutrition assistance, and increases resources for testing. The bill is being voted on by the House today 2/26, and President Trump is expecte d to sign it. The bill includes direct relief payments; o $1,200 for individuals (with a social security number) earning less than $75,000, and $500 for each child under 16 years old. o Married couples with no children earning $150,000 or less would receive a total of $2,400. o Above those income figures, the payment decreases until it stops altogether for single people earning $99,000 or married people earning $198,000. o Most payments are expected via direct deposit within three weeks. o Most people receiving social security retirement and disability will receive these payments. Eligible unemployed individuals will also receive the payments.  The new bill greatly expands unemployment benefits to include self -employed, part-time, and gig economy workers. o Unemployment benefits often replace roughly 40 to 45 percent of a worker’s income. The expansion under this bill would pay an extra amount to fill the gap. o Under the plan, eligible workers would get an extra $600 per week on top of their state benefit o The bill would provide all eligible workers with an additional 13 weeks of unemployment benefits.  In Oregon, participants would be eligible for unemployment benefits for a total of 39 weeks (previously 26 weeks). This includes new procedures for monitoring and investigating presumptive and suspected positive cases. New guidelines can be found here  Clackamas County EOC is exploring which positions can be done remotely and which need to physically be at the EOC.  As of 3/23/20 10:00, Governor Brown has issued executive order 20-12, directing everyone in Oregon to stay home to the maximum extent possible; she has added to the list of businesses that will be temporarily.  As of 3/16/ 20 The President’s Coronavirus Guidelines for America  Gov. Brown issued measures: o Ban on mass gatherings. Starting on March 17th for four (4) weeks there is a State-wide cancellation of events over 25 people with guidance to avoid gathering 10 or more people. A gathering is defined as any event in a space in which appropriate social distancing of a minimum of three (3) feet cannot be maintained. o Healthcare System Response Task Force- Task force will look at hospital bed capacity issues, ICU capacity, prioritized testing, protecting healthcare workers, serving vulnerable populations and locations for alternate care facilities. o Governor Brown set up a 250 bed emergency hospital in Salem  Governor’s Joint task force created with EMS, hospitals, healthcare systems, long-term care, congregate care for vulnerable populations  Sherriff’s office in coordination with public health is implementing emergency measures to ensure infected custodies are not transported to jail  Governor freezes all ‘non-emergency procedures’ in an effort to preserve masks, gowns, PPE, and medical supplies.  Grocery stores Safeway, Albertsons, Whole Foods, and New Seasons are offering shopping hours for seniors and vulnerable populations from 8-9am.  On March 13, FEMA declared that Public Assistance is available to state and eligible local and tribal governments and certain private non-profits across all Oregon counties. COMMUNITY IMPACTS School Status  Clackamas County Early Learning Hub, with support from the Early learning Division, began actively recruiting child care substitutes and caregivers who would provide care in a child’s home, and staff to support Oregon’s medical personnel, emergency responders and other essential staff to be able to work. They are searching anyone with experience in early care and education.  If you are not currently working in child care, but are willing to be mobilized to serve your community during this time, click here.  Emergency child care will be provided in the following settings: o In a licensed home or child care center that is open for business during this emergency o In a school that is providing emergency child care and is registered with the Office of Child Care in the ELD Clackamas County Emergency Operations Center SITSTAT: #24 Prepared by: Anna Menon EOC Section: Planning Situation Unit Date: 26 Mar 2020 Page 4 of 10 Approved by: Nancy Bush EOC Section: EOC Command Time: 1400 o If you indicate it is allowable, we will also provide your name to medical personnel, emergency responders or other essential staff that are interested in someone providing care in their home  Governor Brown issued new guidelines for child care facilities, setting limits and rules on amounts of children allowed in care, and outlining that child care groups may not change participants. o Child care facilities must be limited to 10 children, and prioritize children of first responders.  K-12 schools are closed in the state of Oregon through April 28th, 2020.  Oregon School Activities Associations (OSSA) has postponed all activities until April 30th.  Per the Governor’s Executive Order 20-12, effective March 25th all childcare providers (licensed and recorded programs) are to close unless they are providing emergency childcare. Childcare facilities have until March 27th to submit an application to remain open. Estacada S.D.  Food pick-up sites: o Wade Creek Park from 0930 – 1015 daily from March 16 – 20. o Parking lot near Estacada Fire Station from 1030 – 1115 daily from March 16 – 20. o Estacada Food Bank is open. Lake Oswego S.D.  Providing day care for healthcare providers through a separate agency, not at School-based Health Centers (SBHCs).  Food insecure families are receiving food cards from Safeway.  Remote infrastructure is being worked on. Colton S.D.  All programs cancelled except for food Ser. 8.  Meals are provided at school sites for those who are food insecure. Wilsonville S.D.  All buildings are closed except for day care, which is open at 2 sites.  No SBHCs are open.  Grab and go breakfast and lunch at primary and high schools are available to food insecure families from 1000 – 1100 daily.  Other food resources beyond those from the school district are available.  S.D. offering supplemental learning resources. Staff will be returning (remotely) to begin developing remote learning options and plans for seniors to complete graduation requirements. New plans roll out April 6th. Medical System Status  The State reached an agreement with health insurance companies to waive cost- sharing for their customers who need COVID-19 testing. Given the growing availability of testing, providers may decide to proceed based on their judgement, without Public Health approval.  On March 18, Governor Kate Brown directed all Oregon hospitals, outpatient clinics, and health care providers, including veterinarians and dentists, to cease all non- emergency procedures in order to preserve personal protective equipment (such as surgical masks, gowns, and gloves) for health care workers treating COVID-19 patients. City and Local Municipalities Status Canby:  EOC is open 9-5 M-F Logistics ph#503-263-6713 IC: 503-970-4512 Estacada  Declared a State of Emergency 3/25/20.  City Hall is closed to the public until further notice. Gladstone:  Declared State of emergency on 3/23/20  City Hall is closed to the Public as of March 20, 2020. Happy Valley  Declared a State of Emergency 3/25/20.  The City of Happy Valley has activated its EOC.  The EOC will be operating Monday thru Friday (8am to 5pm) and on-call/Virtually Monday thru Friday (5pm to 8am) - 24 hours per/day on Saturday and Sunday.  Happy Valley is using WEB EOC and is current on all information at this time.  City Hall will be closed to the public through Tuesday, March 31 at 5pm. City employees will be working remotely and can be reached at 503-783-3800. Passport Services continue to be suspended at this time. Lake Oswego:  Declared State of Emergency on 3/22.  City buildings closed to the public.  Park restrooms, playground equipment, sports fields, rowing center are closed. Milwaukie:  Declared State of emergency Molalla:  City hall is closed to the public and municipal court is closed through June. Oregon City  Oregon City has not opened an EOC but has been meeting as a Management team daily.  City Hall and most City services are closed to the public with employees still working. Sandy City facilities are now closed to the public. West Linn  The City of West Linn EOC has activated/operational as of 3/19 and has declared a State of Emergency. Wilsonville:  Activated EOC and declared state of emergency  All facilities are closed to the public. Municipal Court is cancelled and some meetings are being held virtually. Clackamas Fire District 1  Clackamas Fire District #1 has not activated an EOC. The District has organized an internal task force which meets regularly to discuss situation status, staffing and response tactics.  Most support staff employees will be working remotely until further notice.  There has been no change to our response models or capabilities.  Public access to District facilities has been limited to essential personnel.  The District continues to conduct all essential functions. Closures of Spaces with Public Access  For closure lists, check Clackamas County webpage: https://www.clackamas.us/coronavirus/closures  Restaurants and Bars are required to do carry-out only and have no sit down services (March 17th for 4 weeks).  Retail businesses closed by Executive Order 20-12 include: o Shopping: Outdoor and indoor malls and retail complexes, although individual types of businesses not subject to the measures may stay open. o Fitness: Gyms, sports and fitness centers, health clubs, and exercise studios o Grooming: Barbershops, beauty and nail salons, and non-medical wellness spas o Entertainment: Theaters, amusement parks, arcades, bowling alleys, and pool halls  Oregon State Parks system closed all parks on 3/23/20 through at least 5/08/20 – read the full order here  Clackamas County Parks are all closed indefinitely. All scheduled events in County Parks are cancelled through 5/15/20. o All new reservations are suspended for May 1 through July 31, 2020. Continuity of Operations (COOP) Planning  County Administrator Gary Schmidt announced that starting 3/18, the Board of County Commissioners is closing public access to all county buildings. Only employees who are performing critical services and can only perform those services onsite should report to work. All other employees need to work remotely. RESPONSE OPERATIONS SUMMARY Emergency Operations Center Status  Clackamas County EOC is fully activated.  Public Inquiry Center (PIC) was activated 3/12.  A Business and Human Services Branch of Operations began in the EOC on 3/18. 6 staff will be dedicated to working with vulnerable populations, and 2 staff will be working with businesses.  EOC has prepared a media release regarding the ratification on a moratorium on evictions and has posted a video of that announcement on the Clackamas website. EOC Priorities  Reduce morbidity and prevent mortality related to COVID-19 within the community.  Provide up to date information to the public and partners. Resource Status  PPE donation form is online and can be accessed here  If any resident or organization has unused PPE, they can donate it to Clackamas County by contacting 503-650-3312.  Clackamas County is working with Multnomah and Washington Counties to place an order of Tyvek suits.  EOC Logistics is consolidating all Fire orders for PPE through the Fire Chief. All orders will be filled but the Fire Chief will approve and distribute to fire agencies.  38 new Medical Reserve Corps volunteer applicants received today 3/26/20 EOC Operations Human Services  On 3/26/20 inspected multiple sites that could act as o Alternate care o Oregon Food Bank distribution o Portable toilets and handwashing stations  Social Services is working with the BCC to craft a Directive about leasing an entire motel or hotel  Social Services is building capacity to deliver food boxes to vulnerable populations e.g. seniors or houseless that wouldn’t otherwise have access through open food pantries.  The County is looking into moving idle staff to help with food delivery and county elections operations. Business and Community Services  Economic Development team is continuing to respond to inquiries.  Working on facilitating the Economic Development Commission (ABC) meeting to be conducted via Zoom  Submitted 23 Economic Injury Worksheets to Business Oregon (State ecdev agency) and they are being shared with OEM.  Economic Development supporting local businesses with information call line and email.  Small Business administration declares Oregon COVID-19 disaster and offers Economic Impacts from Disaster Loans program.  Economic Development team is participating in the Governors Regional Solutions Economic Recovery Task Force for the Region. OEM will be staffing additional individuals to help with the layoffs.  Within the first week, staff has fielded over 50 requests for assistance. Most of the early requests were related to the Estimated Disaster Economic Injury Worksheet and access to the SBA assistance. Now that the SBA access has been approved, companies can directly request assistance and staff will continue to monitor relief programs and distribute information accordingly.  Economic Development team is continuing to respond to inquiries.
