HomeMy WebLinkAboutApproved Minutes - 2002-09-04 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station Present: Colleen Bennett, Anne Dickason, V'Anne Didzun, Bill Gallagher, Maria Meneghin, and Benjamin Sostrin Staff Present: Donna Ainslie, Jan Erickson, and Joyce Niewendorp Others Present: Councilor Gay Graham, Herb Bumgarner, Patt Thomas, and Pat Curran The Library Advisory Board meeting was called to order by Chair Ben Sostrin at 7:00 p.m. I. Introductions Introductions were made by everyone in attendance. II. Approval of Minutes—July 10, 2002 A correction to the July 10, 2002 minutes was noted on page 14. In the third paragraph, the third sentence should read: V'Anne Didzun nominated Anne Dickason for Vice-Chair. A correction to the minutes was also noted on page 7. The first sentence of the sixth paragraph should read: Colleen Bennett asked if the committee members that voted against the shared use submitted a report. Colleen Bennett, seconded by V'Anne Didzun, made a motion to approve the minutes of the July 10, 2002 Library Advisory Board meeting with the noted corrections. The motion carried. III. Public Comment Chair Sostrin asked Herb Bumgarner if he has any comments. Herb Bumgarner responded that he reserves the right to comment at a later date. Chair Sostrin asked Patt Thomas if she has any comments at this point. Patt Thomas responded that she saw her name in the minutes from the last meeting. She came to the meeting tonight to say hello. She was under the mistaken assumption that everyone has been receiving the statistical trends she has compiled. She has a revision, but she does not know where it fits in tonight. Ben Sostrin responded that he was at the library when he read Ms. Thomas' e-mail. He was unable to open the attachment with the report. Ms. Thomas distributed copies of the revision document. She said there are two sets of the meat of the data: 1) the original that was a net trends' look of just the changes taking place in the year, and 2) a gross overall trend which is the total circulation count. 1 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station IV. Chair's Report Chair Sostrin was asked how the director search is going. He said that it is his understanding that Janice Deardorff was ill last week and on vacation this week. He was told they were going to try and select a director at the end of last week. That has not happened, so he suspects they will hear more about that later. Ben Sostrin said that he just heard from Joyce Niewendorp that the City Manager's secretary is trying to set up interviews for the available Library Advisory Board position. He said they are joined tonight by Pat Curran who is one of the applicants. The week of September 22, 2002, the Chair will take part in the community questionnaire forum. Maria Meneghin asked what"taking part" entails. Ben Sotrin responded that he is not sure, but he plans to represent the views of the Board from the vote the Board took a couple of months ago. Ben Sostrin asked Patt Thomas if she knows what will be involved at this session. Ms. Thomas responded that she has not been invited to that. Colleen Bennett stated that the last she heard they were going to invite the chairs back. Ben Sostrin addressed Maria Meneghin and stated that the questions from the Board might have been okay. He did not know what the specific issue was. Chair Sostrin stated that the Board is currently awaiting the decision of the Friends regarding funding for the music program. V'Anne Didzun responded that the Board has $1,000 left from last year and the Friends said the Board can use that money to start up the program this fall. The Chair asked Herb Bumgarner if he has any idea how that will go for the Board. He responded that the Friends have available funding, if the vote of the Friends is to sponsor the music program. Colleen Bennett said the meeting of the Friends is scheduled for September 18, 2002. Anne Dickason asked V'Anne Didzun if she has the artists lined up. Ms. Didzun responded that all of them are lined up with verbal agreements,but not contracts. Donna Ainslie suggested they get a contract for the October performance. V'Anne Didzun responded that Jackie Rose said the contract has been done. Colleen Bennett stated that Herald Campbell's artwork is still on display in the library. She is trying to be sensitive to Cris Pera's volunteer time. She has volunteered to put up the art displays and also dismantle them. Herald Campbell's photographs will come down on September 22. There is the possibility that the library will be remodeled in December. If they can find an artist willing to display between September 22 and the end of November, they will do that. Cris Pera will not be available to take it down in November. She 2 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station asked the Board to share any ideas they have. Colleen Bennett pointed out that they have a size limitation. Ben Sostrin said that this should be pretty good exposure for an artist. He said that he thinks gallery owners would be willing to give them the names of artists. Colleen Bennett said that she is planning to tap into the Art Festival. Anne Dickason asked if they are using Lake Oswego artists. Colleen Bennett replied"yes." V. Library Policy Discussion • Conference Room Policy Chair Sostrin said the new Conference Room Policy is designed to make the room a little more accessible to the public and a little less exclusive and restrictive. Colleen Bennett questioned the wording on the times the public can use the conference room. Co-Director Ainslie responded that the public can only reserve the conference room on weeknights and weekends. They can use the conference room during the daytime hours, if staff is not using it. They cannot reserve the conference room during the weekday. Donna Ainslie stated that the only restriction on the use of the room is that it cannot be used for commercial purposes. Bill Gallagher asked if people are aware the conference room is available. Donna Ainslie responded that staff often asks large groups in the library if they want to use the room when it is available. Maria Meneghin made a motion, seconded by Anne Dickason, to approve the Conference Room Policy as submitted. The motion carried. • Conduct Policy Ben Sostrin explained the draft of the conduct policy is an emergency measure resulting from incidents of inappropriate behavior. Donna Ainslie distributed copies of the conduct policy for those who did not receive the electronic version. Police responding to incidents in the library suggested the city write a policy to exclude some of these people. Bill Gallagher asked specifically what these people were doing. Ben Sostrin responded that a couple of months ago, there was a man indecently exposing himself. Donna Ainslie stated that was clearly an illegal act. Donna Ainslie stated the library had a patron who was intimidating people by his actions. Ben Sostrin said a few months ago there was the incident of the patron throwing money in the clerk's face. Recently there was 3 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station a man printing pornography off the Internet and holding it up for others to see. The idea is to get a little more teeth into enforcement. Ben Sostrin suggested they take a few minutes to read the policy draft in case everyone has not had a chance to look it over. Referring to item two of the policy, Bill Gallagher asked if someone could bring a firearm into the library if they have a concealed weapons permit. Ben Sostrin responded in the affirmative. Co-Director Ainslie stated that they looked at the policies of several libraries and chose the ones that may apply to the Lake Oswego Public Library. Anne Dickason asked if this policy was run by the city attorney. Donna Ainslie responded in the affirmative. Colleen Bennett asked if people can petition outside the library. Ben Sostrin said that he thinks it would be unconstitutional for them not to be able to petition. Colleen Bennett says that number ten speaks to other things going on outside, like operating bicycles, roller skates, skateboards, etc. Donna Ainslie responded petitioning is considered okay as the library is considered an open forum. Colleen Bennett asked if tethering animals near the front entrance is becoming a problem. Donna Ainslie responded that there have been instances where dogs were left outside and barked continuously. The library staff had to find the pet's owner. Jan Erickson said that a couple of weeks ago a woman tethered her dog. People were trying to come in the library and they were not comfortable, so the owner had to come back out. Maria Meneghin asked if this conduct policy supersedes the policy the Board approved earlier. Ben Sostrin replied that he feels this policy is an amendment, but he also thinks there will be some overlap. It is probably not a bad idea to go back and scrunch them down. Maria Meneghin suggested they look at the two policies together. Chair Sostrin said they can approve this policy if they agree with it, and look at the two of them next month. The staff would like to have the enforcement vehicle for the month. Colleen Bennett asked if the conference room policy the Board approved this evening supersedes the conference room policy 4 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station they approved last year. Ben Sostrin said the new policy supersedes the old one. V'Anne Didzun asked if number six should be a law enforcement issue, rather than included with 5-17 where the individual leaves the library for a day. Ben Sostrin responded that he cannot speak to the statutory construction of City Attorney David Powell. He is guessing that one through four are going to be clear. Some of the things mentioned in number six, like staring or lurking, are less clear. There may be enforcement problems with them. V'Anne Didzun stated that obscene acts and indecent exposure are clear. Bill Gallagher suggested the items in number six be split. Herb Bumgarner stated that he has a question. Under enforcement library volunteers are not mentioned. He asked what application this would have to library volunteers. Chair Sostrin asked Herb Bumgarner if he could table that until they deal with Bill Gallagher and V'Anne Didzun's concern. He promised that he would get back to Herb Bumgarner's question. The Board agreed to move Committing offensive touching, or engaging in sexual conduct, or obscene acts such as indecent exposure to number five and renumbering the other items. Under Enforcement, items 1-5 are included together and items 6-17 are included together. Chair Sostrin addressed Herb Bumgarner's concerns about volunteers. He said that he believes it becomes a liability issue if they have volunteers do enforcement. He thinks it is a better policy for the library if volunteers contact staff and have staff enforce the policy. Donna Ainslie concurred. Herb Bumgarner stated that he thinks it would be difficult for anyone to enforce this policy,but it would be particularly difficult for a volunteer. Bill Gallagher asked about the rat incident that was noted in the paper. Donna Ainslie responded that the rat was not injured. It is not uncommon in the City of Lake Oswego for rats to come up through the toilets. There is a brochure at City Hall that they hand out to citizens with this problem. The janitor discovered the rat. He did not want to deal with the rat, so he left a note for staff Staff called animal control, so it was written up in the newspaper. 5 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station Ben Sostrin stated that in reference to number 15 about assistance animals, it is possible that in the future there will be assistance horses. They are training Shetland ponies as assistance animals because they live longer than dogs. From an economic aspect it might be better to train a horse than a dog. Colleen Bennett made a motion, seconded by Bill Gallagher,to approve the Library Conduct Policy with the corrections: Committing offensive touching, or engaging in sexual conduct, or obscene acts such as indecent exposure to number five and renumbering the other items. Under Enforcement,items 1-5 are included together and items 6- 17 are included together. The motion carried. VI. Goal Setting Chair Sostrin said that he would like to know what the Board members and staff want to accomplish. Colleen Bennett asked if the Board is going to send out the fundraising letter. Ben Sostrin said they can do that. He asked if it is done in the fall. That is when the letter was sent out last year. Anne Dickason asked how much money was a result of the fundraising letters. Colleen Bennett responded about $4,000. She stated that she sees that type of letter as an outreach. Ben Sostrin referred to the endowment statement and said the stock market has not been too kind to the endowment fund. He asked if they can recycle the letter from last year. Bill Gallagher asked who received the letter. Colleen Bennett responded they used the Friends' list as well as past donor lists. Colleen Bennett stated they were talking about doing something with the business community. She suggested this be the focus this year. Councilor Graham suggested they talk to Chris Hoffman at the Chamber and gear a special letter just for businesses. The letter could be included with the newsletter or through a broadcast fax. Colleen Bennett asked if they bring something to the Chamber, will they insert it. Councilor responded that she is not sure if there will be a charge, but it is worth a call. Colleen Bennett said they asked last year and if the Board does the printing, the Chamber will insert it. She said that she thinks it is more effective if it is a personal letter, rather than an insert. Councilor Graham responded that she is not sure the Chamber 6 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station would be willing to give them their mailing list. Colleen Bennett said that possibly they could lift it out of the Chamber directory. Patt Thomas suggested they check the City's policy for possibly using the business license list. Anne Dickason asked if the business people who use the library's reference department are clustered in certain types of businesses. Jan Erickson responded that they are not. There is a broad range of business requests they receive on all types of subjects. Sometimes small business owners are doing research. There are a lot of individuals doing financial research, though they are not necessarily business people. Councilor Graham asked if the library has ever hosted a Chamber networking. Donna Ainslie responded that the library hosted two breakfasts about three or four years ago, which were sparsely attended. Councilor Graham responded the numbers now attending the networking are 45 to 65. This might be a good opportunity for the library to tout the resources the library has to offer to the business community. Patt Thomas stated that a year or two ago the Chamber had a subgroup. She wondered if this subgroup could be a focused group to send a targeted letter emphasizing the offerings and services of the library. Colleen Bennett said that it sounds like they could be talking two different letters, one to the general public and one to the business community. Chair Sostrin addressed Jan Erickson and said that former Reference Supervisor Anne Marie Claire did a lot of business outreach. He recollects that it was not all that successful. He asked what they can do differently that would impact business more. Reference Supervisor Jan Erickson said that she thinks it is very important that they keep in touch with the business community. They are doing that. Greg Cutting is writing the column for the Chamber, which is called Doing Business from the Library. They work with Rotary. Jan Erickson stated that she thinks it is really important that the library broadens its network. The library is used hugely for the arts. She has tried to keep the business aspect going. It is important to become part of the networking. The library now has a new Web page. A lot of the business resources are available from the Web page. She thinks they 7 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station should show the Chamber what they can access without even coming into the library. She has broadened the reference librarians' outreach. There is someone involved with the Heritage House program. The library has an artist on staff who is incredibly good and she has asked him to become involved with what is going on at the Lakewood Community Center. There is a librarian who is doing training at the ACC for memory-impaired individuals. The library has a Web page designed specifically for seniors. She would like to get the same person involved with Mary's Wood. She is not saying that they cannot think of different things for the business community,but she does not want them to forget how differently and varied the use of this library is. They have people who are trying to get published. They have people who want to take art classes. One of the library's staff members is doing a program called Jump Start your Creativity at the Library. He is going to have a class at the library on artistic endeavors. She thinks that the library needs to be more progressive. They have laid the groundwork with the newsletter. They need to ask to be on the program at the Chamber. Jan Erickson said they have asked the Friends for a grant for a laptop to enable them to go out and show the community what the library has to offer. She said that she is trying to connect individual reference librarians based on their expertise. Maria Meneghin said that this discussion started by trying to tie into a fundraiser. She said they have a way to reach the Chamber of Commerce. She asked how they would compile a mailing list of the art community in this area. Jan Erickson responded that she believes they have resources that will help find those lists. They have the Chamber directory. The library has access to the RefUSA database. Councilor Graham said she would start with the City's art commission. Colleen Bennett suggested contacts through the Art Festival. Maria Meneghin said that the Adult Community Center might have a list of participants. Maria Meneghin stated that if the Board is serious about building the fund for the foundation, they should start talking to people about giving to the library foundation through their will. This may help the library meet its long-term goal. Jan Erickson responded that she thinks the library has made some headway into those arenas. Library staff members are doing computer training and memory workshops at the Adult Community Center. They just need to push that forward. She thinks participating in the Heritage House programs last year was a huge breakthrough into the art community. She would like the library to become more active. 8 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station One thing they need to find out is what classes are offered at the Lakewood Community Center. They need to ask what programs are offered that the library could tie into. Maria Meneghin asked if the library staff takes any of the flyers that ask for donations to these events or programs. Jan Erickson responded that they have not. What they have taken are book displays, library brochures, and library card applications. Maria suggested they offer a two-way arrangement—here's what the library can do for you and here's what you can do for the library. Donna Ainslie stated the library used to have their endowment campaign mainly in the library soliciting from patrons. They might want to consider something like this again. They could put a flyer in each stack of books that checks out. Ms. Ainslie said she had a woman call her the other day asking that the library put a donation box on the counter. She found out this woman did not want the money to go to the endowment. She wants the library to use the money to buy more books. Ben Sostrin asked if the library buys books with the pet memorial fund. Donna Ainslie responded that the library uses the pet memorial donations and memorial donations to buy books. She believes there are people that want to give back to the library in some other form than paying their fines. Colleen Bennett suggested that in the future they could display some of the artwork produced as a result of the classes taught by the artist on staff. Jan Erickson responded that when the class was originally advertised on the Web page, someone mentioned that the artist's credentials and expertise were not noted. That will be corrected. Colleen Bennett asked if he has any artwork for display. Jan Erickson said that you can see his artwork on our Web page. Patt Thomas asked if the library has a newsletter that is e-mailed. She mentioned that Chandler Library has one. It lists activities and programs for the month, among other items. She thinks that might be a way to create stronger links with people in the community. Anne Dickason asked if the questions submitted to the reference department via the Web page is technically considered virtual reference. Reference Supervisor Jan Erickson responded that what the library is doing is called digital reference. Virtual reference is when the librarian and the patron are communicating at the same time, usually through an online chat. Anne Dickason asked if some libraries 9 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station are doing this now. Jan Erickson replied in the affirmative. These libraries have to have dedicated staff. They cannot do virtual reference unless someone is online all the time ready to answer questions. The LO Library is doing digital reference. The patron asks a question and it comes to the reference desk in the form of an e-mail message. This e-mail is checked all the time. They do not have a staff person assigned to doing just that. There is software designed for virtual reference, but the library has to have dedicated staff. Anne Dickason displayed a full-page ad from the New York Times announcing the Second Annual New York Times Librarian Award. They choose 65 winners, each receiving $2,500. People in the New York area nominate their favorite librarians. She said if the Board is trying to tap into and build community support, maybe they could entice the Lake Oswego Review or some business to fund two $1,000 awards, one for children's and young adult and one for adult/reference librarians. They could ask for a five-year commitment and then invite the community to nominate their favorite librarians. Chair Sostrin asked Bill Gallagher what he thinks, since he works for the Pamplin empire affiliated with the Lake Oswego Review. Bill Gallagher responded that he has no connection with them. Maria Meneghin asked how many children's and reference librarians there are at the library. Ben Sostrin said that he thinks they would have to expand it region-wide. Colleen Bennett said they want to focus on the Lake Oswego Library. Jan Erickson said the reference/adult services department has about 10 librarians. Bill Gallagher asked if the Library Advisory Board could be the sponsoring agency. The Board does not have the funding to do this. Herb Bumgarner stated that this could be added to the wish list for the Friends. Maria Meneghin said that she likes the idea of having community input. She suggested recognition rather than a cash prize. Jan Erickson said the library has a lot of on-call staff who are very dedicated reference librarians. Councilor Graham said that she thinks it would be safe to talk to Brian Monihan, the publisher of the Lake Oswego Review. Anne Dickason said that even if they did one award for $1,000 each year for five years, it would only be a $5,000 commitment. 10 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station Maria Meneghin said that she would like for the people that work behind the scenes to get notice. The people that work the reference desk get noticed, but the people in technical services are excluded because of the nature of their job. She said that she does not have a solution to this, though. Bill Gallagher asked whom they are doing this for. Anne Dickason said they are doing it for community support. The key element is to get people to think of what the library has done for them. This gives them a chance to talk to someone about it. She said she does not know what kind of response they will get. Donna Ainslie responded that she thinks they will get some very heartwarming stories about how libraries have changed lives. Colleen Bennett said they could tie it in and give the award at a big fundraising event. V'Anne Didzun said that it could be for any staff member at the library, and not just librarians. Colleen Bennett said that part of the problem is that people do not know what is going on behind the scenes. V'Anne Didzun said they probably do not know who the librarians are. Maria Meneghin said the Board has discussed additional space needed in the library. The needed space is not just public space, but a lot of the space needs are behind the scenes. This would reinforce the public aspect,but it would be nice for the people behind the scenes to receive recognition too. Chair Sostrin said that Anne Dickason will talk to the editor of the Lake Oswego Review. He said that$1,000 might be too grand a gesture for them, but she can start there. Anne Dickason responded that she thinks it would be nice to have a dramatic figure. She thinks it would encourage people to write in. Chair Sostrin said that he does not think the Board needs to send out a fundraising letter to the businesses in October. He thinks they will need more time to compile a list of businesses to target. He will write the letter, but he needs to know what the library can do for the business community. He asked Colleen Bennett if she knows the cost for sending something in the Chamber newsletter. He asked if the library could include a blurb in the Chamber's newsletter, thus providing the library with a mailing list. He suggested they include a request for feedback in Greg Cutting's monthly article. 11 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station Herb Bumgarner stated that the library has the Books for Babies program that reaches out to a select group of people. Every new baby that the library learns about receives a packet of books. V'Anne Didzun stated that it is a fantastic program. She was the recipient of one of the book boxes for her granddaughter. Ben Sostrin stated that when his nephews were in town, he checked out the cultural passes. He figured he saved$85.00 going to four of the programs. Chair Sostrin said that he would work on the October letter. The library secretary said that she has a copy of the letter and mailing list from last year. Chair Sostrin stated that the Board could work on the earlier suggestion for reaching out to the art community. He suggested tying in with the Art Festival. VII. Co-Director's Report Donna Ainslie distributed copies of the Oregon Community Foundation workshop flyer. Bill Gallagher asked Jan Erickson if she is the development director for the library's endowment. Donna Ainslie responded that the Lake Oswego Public Library does not have a director for the endowment fund. Bill Gallagher asked if other libraries have development directors. Donna Ainslie responded that she is sure the Multnomah County Library has a development director. Co-Director Ainslie said the library had a wonderful summer reading club for adults with enrollment at 452. This is about 100 more participants than last year. The teen summer reading club had 379 participants, which was about 100 more than last year. The children's summer reading program had 1,256 participants, with 586 children completing the program by the end of August. Oaks Park put on a free program for all the summer reading participants in the county. Donna Ainslie stated that the library has moved another collection. When the new video shelves arrived, there were numerous complaints about how crowded the New Book section was. They moved the browsing collection into the middle of the room. Then they received complaints about the shelving being too low, so they had their volunteer carpenter build a base. This seems to be working out well. The only drawback is how they are going to fit any programming in 12 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station amongst the shelves. They are working with the shelving installer to arrange the shelving to enable them to move the nonfiction talking books to the area where the new books used to be. In addition, Janice Deardorff, Rachael Fisher, Jackie Rose, Donna Ainslie, Jan Erickson, and a couple members of Bainbridge Design visited the McMinnville, Wilsonville, and West Linn libraries to see what they could do within the Lake Oswego Library. Subcontractors are being brought into the library to look for the soft bid process. Reference Librarians Greg Cutting and Joel Guldner represented the library and the City at the last summer concert at Westlake Park. They raffled off a basket donated by the Friends of the Library. Co-Director Ainslie distributed some of the monthly reports that did not make it into the packet before they were mailed. Jan Erickson added that the summer reading programs for the children and the adults were very successful. The baskets of books donated by the Friends were very popular. Donna Ainslie stated that Volunteer Coordinator Arlene Kraft put those baskets together. Anne Dickason asked if they know much about the participants of the adult summer reading club. She said that these individuals, as well as the parents of the children, should be added to the list of people for the endowment letter. Herb Bumgarner stated that he is the official liaison for the Friends for this meeting. Maria Meneghin asked if in the future the Board would receive an update on the kinds of changes expected during the renovation. Donna Ainslie responded that they do not know how much they are going to be able to do until they find out what some of the estimates are from the soft bids. Maria Meneghin asked if the changes are based on the Miller plan or on something else. Donna Ainslie responded the Library Board submitted a request to City Council for funds. Basically they are trying to address those things the Library Board identified. They know they have to repair the floor. They are looking at moving expenses. Colleen Bennett asked if they think they will run into any problems with planning anything in the library in January. Donna Ainslie responded that she does not know. At this point, they do not know when it is going to happen. They would like to have it happen in 13 CITY OF LAKE OSWEGO September 4, 2002 Library Advisory Board Main Fire Station December, because January is one of the library's busiest months. Donna Ainslie said that she suggested the renovations take place in either December or February. The other impact is that when the library is closed, they are losing money that is sent over from the county for checkouts. The quicker they can get the renovation done, the less the cost will be. In discussing the music program, Donna Ainslie suggested that the musicians could be in front of the newspaper area. The library has always tried to be aware of the impact on patrons walking in the door that are not necessarily interested in feeling like they have walked into the middle of a program. Councilor Graham stated that six candidates applied for the one position on the Library Advisory Board. The tentative date for the interviews is September 24, 2002. Ben Sostrin, as chair, will be asked to be part of that interview team. If the chair is unable to participate, then this reverts to V'Anne Didzun.
