Project/ Issue Relates To: ❑X Council Goals/Priorities ❑X Adopted Master Plan(s) ❑Not Applicable BACKGROUND On September 4, 2018, Council authorized the execution of a personal services contract (PSC) with Wallis Engineering to provide engineering and project management services for wastewater collection infrastructure rehabilitation. City Council and City staff have identified investing in our infrastructure as a long-term priority in order to prolong the life of the City's assets. The PSC was executed, and Wallis Engineering has been providing those engineering and construction management services. The PSC is for multiple rehabilitation projects over several years. The first project was for rehabilitation of the wastewater collection infrastructure in Wembley Park Road; which was completed in January 2020. The second rehabilitation project is the Work Order 277 —2020 Wastewater Collection System 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.lakeoswego.city Page 2 Rehabilitation Project, which is the subject of this Council Report. This wastewater collection system rehabilitation project is funded in the most recent Capital Improvement Plan dated June 4, 2019. DISCUSSION This project will rehabilitate approximately 2100 linear feet of sanitary sewer by lining the existing pipeline with Cured In Place Pipe (CIPP), rehabilitating approximately 1500 linear feet of sanitary sewer by hydraulically ramming a bursting head through the old pipe and pulling in a new High Density Polyethylene (HDPE) pipe behind as replacement pipe, replacing approximately 1500 linear feet of sanitary sewer pipeline by open cut trenching, and rehabilitating several miscellaneous accessories such as laterals and manholes. The composite project is comprised of 15 individual project areas distributed around the City of Lake Oswego. This project was advertised on March 30th. Bids were opened on April 23rd with 3 proposals received as listed in the table below. Construction is expected to begin in May and to be completed in late 2020.
