As a physician, I'm concerned about the heart health, lung health, psychological health, long-term auditory acuity, and circadian rhythms of all of our community members, including the individuals who use the equipment. The Quiet Communities white paper lists a few pertinent medical references. During the COVID-19 crisis,we have seen that difficult decisions can be made, and have significant positive effects on community health and the environment. Transitioning from gas-powered equipment to electric- or battery-powered maintenance equipment may have seemed a difficult task two months ago. It should be a much easier decision now, for our community and greater environs, to follow in the steps of dozens of sister cities across the country, which have successfully made the transition. Recent Nextdoor threads, hundreds of responses long, support Lake Oswego changing from 2-stroke engines to electric or battery. The interest is there. The need has never been greater. Please make this change for our health today and for the future. I am an Independent contracted business woman in a Lake Oswego salon called Salon LaVonne.There are 14 women trying to run a business and care for our families. We have served Lake Oswego citizens since 1995. I've lived and worked here for 27 years with a family I support. I am spending lots of money I do not have. We have zero income right now, and most of us have not received unemployment, stimulus, PPP, EIDL, or any Lake Oswego grant. We will eventually reopen but right now are buying all sorts of things due to back orders and high shipping fees etc. We buy expensive disposable products and sanitation's. We will probably have limited people working due to 6ft rules which also takes our money. Our clients will not come unless we can assure they are safe to sit in our chairs. Our plight is unique due to the 6 ft rule which will require strict rules, with lots of expenses including installing plexiglass to keep our Lake Oswego clients safe. MOU between LOSD and City? •Timetable / process for MOU moving to IGA? • Off-site improvements-Traffic Study completed? Posted somewhere? Costs? "Partnership" of LOSD and City. • Please do not loose site that it is the Citizens of Lake Oswego that are paying for all of this. Taxpayers don't get to "partner" with anyone to fund this! Coming out of the taxpayers "pot" using two different scoops! LO School District and City Council. Hope neither one come back soon with another bond measure. My well is looking a little LOW! Rick J res laE i Regarding: COVID-19 Business Assistance Services by the Lake Oswego Chamber of Commerce (Lake Oswego City Council 5/5/2020 agenda item 5.3) I must applaud the efforts of the City of Lake Oswego to protect local businesses and encourage safe business reopenings as the COVID-19 pandemic evolves. It is not clear, however, that exclusive cooperation with the Lake Oswego of Commerce will emphasize the safety of workers and customers in business reopenings. Unsafe business practices are a reality. It is easy to find reports of local, national and international examples of businesses punishing workers who do not want to work in unsafe retail, restaurant and service (e.g. medical) environments. The US Chamber of Commerce does not have a mandate to put employee or customer safety first. Policy of the US Chamber of Commerce includes: "The Chamber's Employment Policy Division focuses on advancing employer concerns and interests in a wide array of policy debates. From pushing back on flawed OSHA proposed regulations, to exposing the unions' role in the efforts to impose a $15 "living wage," the Chamber is the leading employer voice on matters affecting workplace policy." The US Chamber of Commerce has also strongly objected to efforts to mandate availability and limit price escalation for Personal Protective Equipment to fight the current pandemic. The Lake Oswego Chamber of Commerce web site personnel shows an Interim Director and one member of the four member One Edge Media consulting firm. It is not clear who in " the Chamber is uniquely prepared to deliver the aforementioned services" as stated in the May 5, 2020 council agenda item 5.3. The first 2020 goal articulated on February 4, 2020 by the City Council included "Increasing the partnership with Chamber of Commerce." There remains the unstated first duty which the City Council owes to the safety of the citizens and workers of Lake Oswego. This duty goes beyond lawn signs. If it has not done so already, I encourage the City of Lake Oswego to approach private organizations such as labor organizations including those that represent city workers, grocery employees and health care workers or public entities such as Oregon Occupational Safety and Health. Cooperation with these or similar groups should be pursued to complement the exclusive agreement with a Chamber of Commerce as the Chamber has a stated mission which is counter to the safety of citizens and workers. It is a mistake for the City of Lake Oswego to enter into an exclusive arrangement with the resource poor Lake Oswego Chamber of Commerce. I haven't been able to work since March 12th, however I still need to pay rent and other reoccurring bills. We have 14 people working in Salon LaVonne and we're all struggling and afraid of losing our businesses. If we can't pay our rent then the owner of the salon can't pay hers and the property owner can't meet his bills. I'm hoping if there there are more funds available for small businesses you'll consider us.And of course the many other locally owned salons in the city in the same situation.
