Project/ Issue Relates To: ❑X Council Goals/Priorities ❑X Adopted Master Plan(s) ❑Not Applicable BACKGROUND In November 2012, by Resolution 12-64, Council adopted the March 2013 Wastewater Collection System Master Plan Update (2013 WWMP). The 2013 WWMP updated the previous 1989 Sewer System Master Plan, which was an extension of the City's 1968 Sanitary Sewer Study. During recent cost estimating work for the Engineering Department's latest Capital Improvement Plan (CIP), the Engineering staff found some discrepancies between sewer pipe age and size assumptions made during development of the 2013 WWMP, and the actually existent sewer pipe ages and sizes. The Engineering staff believed that if the actual sewer pipe ages and sizes were used in development of recommended 2013 WWMP CIP components, the analysis could have resulted in different CIP recommendations. Engineering staff, therefore, 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.lakeoswego.city Page 2 engaged Carollo Engineers (same consultant that produced the 2013 WWMP) to reevaluate the portions of the 2013 WWMP having the discrepancies. DISCUSSION Discrepancies were found in the sewer pipe ages and sizes presumed, and actually existent, in five separate reaches (CIP components). Those five reaches are Downtown Trunks, River Front Trunks, Blue Heron 1, Blue Heron 2, and Forest Highlands. The City's Engineering staff provided the actually existent sewer pipe ages and sizes for these five reaches to Carollo Engineers. Using the actual asset data, Carollo Engineers updated the hydraulic model used for the Master Plan Update; and, revised their CIP recommendations accordingly. Carollo Engineers provided the result to the City in a report entitled 2019 Amendment to the Wastewater Master Plan Update, March 2013, Amended December 2019, Revised February 2020, FINAL (2019 Amendment). Generally, regarding existent sewer assets, the 2013 WWMP recommended either repair or improvement. Repair is recommended for sewers that are of adequate size but are reaching the end of their useful life due to age or deterioration. Improvement is recommended for sewers that are not of adequate size to convey the projected wastewater flow. Conclusions reached during development of the 2019 Amendment, resulted in some reaches no longer being recommended for either repair or improvement (River Front Trunks and Forest Highlands), and some reaches changing from improvement to repair (Blue Heron 2). Approval and acceptance of the 2019 Amendment will result in the document becoming an attachment to the 2013 WWMP and discoverable by all users of the plan. Resolution 20-15, with Exhibit A 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.lakeoswego.city ATTACHMENT 1 RESOLUTION 20-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE OSWEGO ADOPTING AN AMENDMENT TO THE WASTEWATER MASTER PLAN WHEREAS, the City adopted the Wastewater Update via Resolution 12-64 on November 27, 2012; and WHEREAS, the Wastewater Master Plan, is a vital tool for determining future capital improvement projects and for managing and operating the wastewater infrastructure system; and WEHEREAS, from time to time, changes occur in the field, or staff finds more information upon specific research, then more detail is needed to further determine the specifics of an identified project; and WHEREAS, the City entered into a personal services contract with Carollo Engineers, Inc. in 2019 to evaluate a few key proposed projects from the Wastewater Master Plan to further analyze several projects based on updated information and changes made in the field; and WHEREAS, the resulting document provides an amendment to the Wastewater Master Plan's previously identified projects, eliminating some projects and modifying the details of others, while resulting in little net difference in total costs for improvements; and WHEREAS, staff has reviewed the 2019 Amendment to the WWMP Update (as attached in Exhibit A), and has determined this information is accurate to the best of their knowledge and understanding of the field situation. NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Oswego that: Section 1. The 2019 amendment to the 2013 Wastewater Master Plan Update is hereby adopted in the form attached as Exhibit A. Section 2. Effective Date. This Resolution shall take effect upon passage. Downtown Trunks 2. River Front Trunks 3. Blue Heron 1 4. Blue Heron 2 5. Forest Highlands For each of the five sewer reaches information from the City was reviewed by Carollo and the hydraulic model updated based on the new information. Hydraulic modeling was performed using parameters from the 2013 Plan to identify required improvements. Only changes from the 2013 Plan are addressed in this 2019 Amendment. Changes to the 2013 Plan are noted herein using underlined and italic insertions and strikeout deletions. Sections of the Plan not impacted by the discrepancies are either left as is for continuity with the changes or not included in this amendment and remain the same as set forth in the original 2013 Plan Report finalized in March 2013. Changes made under this 2019 Update are highlighted below: • Chapter 1—Introduction includes minor changes and was re-printed due to its limited size. No changes were made to Chapters 2—Policies and Criteria. Chapter 3—Flow Projections, and Chapter 7—Inflow and Infiltration Reduction Program and therefore not included in the 2019 Update. • Information for the five sewer reaches addressed under this 2019 Amendment was updated in Chapter 4—Existing System and Condition Assessment. • Limited changes were made to Chapter 5—Model Calibration and only summary changes are included in this 2019 update. • Although many portions of Chapter 6—Capacity Evaluation and Chapter 8-CIP have not entirely changed,there were enough revisions that re-publishing most of these chapters was required. Where changes may be significant,the amended text describes the change.Tables and figures which have substantial changes are also completely replaced, and the word "amended"follows the table and figure numbers in parentheses. No changes to any of the appendices were triggered from the updates made in this plan amendment. ..0 Car ^ FINAL I FEBRUARY 2020 I vii CITY OF LAKE OSWEGO 12019 AMENDMENT TO THE WWMP UPDATE -This Page Intentionally Left Blank- � viii FEBRUARY 2020 FINAL EXECUTIVE SUMMARY 12019 AMENDMENT TO THE WWMP UPDATE I CITY OF LAKE OSWEGO EXECUTIVE SUMMARY ES.1 Introduction The purpose of this Wastewater Collection System Master Plan(Plan) is to provide the City of Lake Oswego(City)a plan for management and operation of their wastewater collection system for the future.The City has spent several years planning for and constructing the rehabilitated Lake Oswego Interceptor Sewer(LOIS).As construction of the LOIS comes to a close,the City needs a plan for the remainder of its aging wastewater infrastructure.This Master Plan evaluated the condition and capacity of the wastewater collection system and developed feasible alternatives to mitigate the identified system deficiencies while planning for the necessary future expansion of the system. The Plan was initiated in 2010 and developed during 2011 for final approval in 2012. The Plan was amended in 2019 to address discrepancies identified by the City between the Geographical Information System(GIS)mapping information used to construct the hydraulic model for the 2013 Plan at five locations: 1. Downtown Trunks 2. River Front Trunks 3. Blue Heron 1 4. Blue Heron 2 5. Forest Highlands The selected planning period begins in 2010,the year the planning started, and evaluates short- term improvement needs(Year 2020), long-term improvement needs(Year 2045), and build-out conditions.The scope of this Master Plan update included the following main tasks: • Policy&Criteria Review; • Flow Projections; • Model Development; • Condition Assessment; • Capacity Evaluation; • Capital Project Development. ES.2 Policies and Criteria No change to this section in the 2019 Amendment from the 2013 Plan. ES.3 Existing System and Condition Assessment The City operates and maintains approximately one million feet of wastewater pipes, 12 pump stations, 6 septic tank effluent pump(STEP)systems(serving 21 properties), and 8 STEP service connections, as shown in Figure ES.2.These include the improvements associated with the LOIS project,which were completed during preparation of this Plan. Car�,l' FINAL I FEBRUARY 2020 I ES-1 CITY OF LAKE OSWEGO 12019 AMENDMENT TO THE WWMP UPDATE I EXECUTIVE SUMMARY A preliminary condition assessment was performed for the City's existing major collectors, pump stations, and STEPs.The condition assessment reviewed the age, estimated remaining useful life, and recent maintenance records of the City's major collection system infrastructure.The assessment is useful for identifying improvement projects to extend the useful life of City infrastructure and prevent failure in the system. Useful life depends largely on the pipe material, but can also depend on soil conditions,wastewater constituents, and installation.When a pipe is in service beyond its useful life,the increasing costs of maintenance associated with a failing pipe will likely warrant replacement. The recommended projects related to the condition assessment are herein referred to as"repair projects"and together make up the recommended Repair Program, as shown in Table ES.1. Only projects revised as part of the 2019 Amendment are included in Table ES.1. The reminder of the projects identified in the 2013 Plan remains unchanged. The Repair Program is included in the Capital Improvements Plan in Chapter 8 of the Master Plan. ES.5 Hydraulic Model Development The limited hydraulic model previously developed for the LOIS project was updated and extended for the Master Plan.The model was converted and updated using MIKE URBAN, collection system modeling software developed by the Danish Hydraulic Institute(DHI).The LOIS model included the primary trunk sewers from each sewer basin, as well as the proposed interceptor in the lake.The updated collection system hydraulic model includes all these pipe segments and extends the trunks consistent with the scope of the planning effort and the master planning needs.The resulting pipes included in the model are herein referred to as"major collectors." As part of the 2019 Amendment, the hydraulic model developed in the 2013 Plan was converted to MIKE URBAN 2019 Version. The hydraulic modeling engine used within the Mike Urban software package remains MOUSE, which is widely used for planning, analysis, and design related to stormwater runoff, combined sewers,sanitary sewers, and other drainage systems The hydraulic model was not recalibrated as part of this amendment. However, because of the upgrade to MIKE URBAN 2019 version,modeling outputs and results were compared before and after the upgrade to ensure the hydraulic model was providing similar results between the 2013 and 2019 modeling work. ES.6 Peak Flow Estimations No change to this section in the 2019 Amendment from the 2013 Wastewater Collection System Master Plan. ES.7 Inflow and Infiltration Reduction Program No change to this section in the 2019 Amendment from the 2013 Wastewater Collection System Master Plan. ES.8 Capacity Evaluation The capacity evaluation of the collection system and the proposed projects that correct capacity deficiencies result in two recommended programs:The Improvement Program,which addresses current capacity deficiencies, and the Expansion Program,which identifies infrastructure required to serve future customers where the system expands beyond its current configuration. The following summarizes the recommended Improvement and Expansion Programs. Improvement Program Only changes to the identified deficiencies in the 2013 Plan are presented in this section.All areas not described in this section remain unchanged from the 2013 Plan.As part of the 2019 Amendment, only the Long-Term(2045)model run for the 25-year storm event was updated. A summary of the capacity-related conveyance pipeline improvements projects,their associated costs, and recommended phasing are summarized in Table ES.5 and included in the Capital Improvements Plan in Chapter 8 of the Plan. Recommendations in the 2013 Plan remain unchanged. ES.9 Capital Improvements Plan The capital improvements plan(CIP)resulting from the collection system evaluation will provide the City with a guideline for the planning and budgeting of its wastewater system.The CIP combines the recommended Repair, Improvement, and Expansion Programs. Chapter 8 of the Plan summarized the cost estimates and schedule for the recommended improvements. It is important to note that this CIP does not include costs for maintenance or improvements of the entire wastewater collection system.This Plan was developed to focus on the City's major collectors(as defined in Section ES.5)and pump stations as these are the most critical wastewater infrastructure. Future master plans will likely include evaluation of the small wastewater pipelines within each basin. Tables ES.7A and ES.78 summarize the recommended Repair and Improvement projects, respectively for the five areas addressed as part of the 2019 Amendment. The costs shown for the projects addressed in the 2019 Update are in 2019 dollars at which time the ENR August CCI was 11293. ES.10 Summary No change to this section in the 2019 Amendment from the 2013 Plan. On April 6, 2010,the City approved a professional service agreement with Carollo Engineers, Inc. (Carollo)to prepare this Master Plan for the wastewater collection system. The City discovered discrepancies between the Geographical Information System(GIS)mapping information used to construct the hydraulic model for the 2013 Plan and installed conditions for five sewer reaches. This 2019 Amendment provides updates to the recommendations presented in the 2013 Plan as a result of the updated information for these five sewers reaches. 1.2 Objective No change to this section from the 2013 Plan. 1.3 Background No change to this section from the 2013 Plan. 1.4 Report Organization The Master Plan report contains eight chapters,followed by appendices that provide supporting documentation for the information presented.The chapters are briefly described below with changes made under this 2019 Amendment noted in parenthesis. Chapter 1—Introduction(minor changes to this chapter). This chapter presents the background information for this Master Plan and the objectives of the study. Chapter 2—Policies&Criteria(no changes to this chapter).This chapter presents the policies for ownership,operations, and maintenance of the collection system. It also reviews the criteria for evaluating the wastewater collection system. Chapter 3—Flow Projections(no changes to this chapter).This chapter reviews historical wastewater flows and presents the methodology for average and peak flow projections.These flow projections are used throughout the rest of the Master Plan for evaluating future conditions. Chapter 4—Existing System and Condition Assessment(limited changes to this chapter, mostly changes to Section 4.2).This chapter describes the existing wastewater collection system. In addition, a condition assessment was performed for the City's major collectors, pump stations, and STEPs. No changes were made to Section 4.1, and Sections 4.3 through 4.5. 4.2 Pipes According to the City's Geographic Information System's(GIS)data(November 2010),the wastewater collection system consists of approximately 186 miles of gravity pipe,two miles of pressurized pipe(force mains), and 4,800 manholes.The gravity wastewater pipes range in diameter from 4 inches to 36 inches, and force mains range from 2-inch to 14-inch. The City provided recent updated data for the five reaches identified in the 2013 Plan. Table 4.1 summarizes the wastewater piping by diameter, including the total length of pipe and number of pipe segments, and is updated with the most recent data provided. Only data for the five reaches identified were used, the rest of the data remains as provided in November2010. This Plan reviews the larger collectors serving each basin, herein referred to as major collectors. City staff identified the major collectors for each basin. Major collectors were defined as pipes with diameters of 10 inches or larger.The major collectors also include some 8-inch diameter pipes selected by City staff.The combination of the major collectors in each basin is called the basin"trunk," e.g.the"McVey Trunk." Updated information for Blue Heron 1 is shown in Table 4.1A. Blue Heron 2 Trunk: The Blue Heron 2 area updates changed the 15-inch pipes to 8-inch,10-inch, and 12-inch pipelines. The discrepancies discovered by the City between the GIS mapping information used to construct the hydraulic model for the 2013 Plan did not impact the condition assessment evaluation;and therefore, no changes were made to Sections 4.2.1.1., and Sections 4.2.1.2 under the 2019 Update. Sewer pipe segments addressed in this 2019 Update that are still recommended for repairs are shown in Table 4.6. 4.6 Repair Program Summary There are no changes to Section 4.6 in the 2019 Amendment from the 2013 Plan other than Table 4.10. No changes were made to Section 5.1, and Sections 5.4 through 5.5. 5.1 Introduction Wastewater collection system models are valuable tools used to assess the performance of collection systems during dry and wet weather conditions, and to plan future improvements. These models provide a means to simulate the impact of different sized storms on the collection system and determine where future system deficiencies are likely to occur. In addition, a well- calibrated model provides an easy way to test alternative improvement scenarios.This chapter summarizes the hydraulic model update and calibration for use in the City of Lake Oswego(City) wastewater conveyance planning. 5.2 Model Update The hydraulic model developed previously for the Lake Oswego Interceptor Sewer(LOIS)project was updated for this study. Flow monitoring data collected as part of the preliminary design of the LOIS project was used for calibration of the wet weather flows.The model was built using MIKE URBAN,collection system modeling software developed by the Danish Hydraulic Institute (DHI). More information about the modeling software can be found in the MIKE URBAN Collection Systems Users Guide(DHI, 2005), as well as the MIKE URBAN Model Manager Users Guide(DHI,2007). As part of the 2019 Amendment, the hydraulic model developed in the 2013 Plan was converted to MIKE URBAN 2019 Version. The hydraulic modeling engine used within the Mike Urban software package remained MOUSE. However, it is recommended that the City converts the modeling engine to Mike 1D during its next extensive model update effort. As-built data and updated GIS information was provided by the City for the following five areas: • Blue Heron 1 • Blue Heron 2 • Downtown Trunks • Forest Highlands • River Front Trunks These five areas were updated accordingly in the hydraulic model. Updates consisted of diameter changes and pipe invert elevation changes. No changes to Section 5.2.1,Section 5.2.2, and Section 5.2.3 from the 2013 Plan were made as part of the 2019 Amendment. icaroIk'- FINAL I FEBRUARY 2020 15-1 CITY OF LAKE OSWEGO 12019 AMENDMENT TO THE WWMP UPDATE I CHAPTER 5 5.3 Model Calibration Model calibration is a crucial component of the hydraulic modeling effort. Calibration is the process of adjusting parameters in a model to accurately and precisely represent measured variables(e.g.,flow, depths,velocity,volume, etc.). Calibration is necessary because collection system models are mathematical representations of a physical system that incorporate some level of simplification.These necessary simplifications introduce error and uncertainty into the analysis.Adjustments of model parameters are necessary to reduce error and better meet the expectations of the model application. The hydraulic model was not recalibrated as part of this amendment. However, because of the upgrade to MIKE URBAN 2019 version,modeling outputs and results were compared before and after the upgrade to ensure the hydraulic model was providing similar results between the 2013 and 2019 work. 5-2 I FEBRUARY 2020 I FINAL icaroIIo CHAPTER 6 12019 AMENDMENT TO THE WWMP UPDATE I CITY OF LAKE OSWEGO Chapter 6 CAPACITY EVALUATION 6.1 Introduction This chapter discusses the hydraulic capacity evaluation of the wastewater collection system and identifies projects that correct capacity deficiencies and serve future users.This analysis results in two recommended programs:the Improvement Program,which addresses current capacity deficiencies, and the Expansion Program,which addresses infrastructure required to serve future customers. Only changes to the five areas updated in this 2019 Amendment are presented. Sections 6.3, 6.5 and 6.6 were not impacted by the 2019 Amendment and are therefore not included in this amended chapter. Section 6.2 was not impacted by the 2019 Amendment, however, is still included because it is the baseline for identified deficiencies. Additionally,for information purposes only, Section 6.5.2 of this evaluation looked at the capacity requirements for serving the upper portion of the Stafford area that can flow by gravity into the City's wastewater system.The Capital Improvements Plan in Chapter 8 does not include any projects or programs to serve the Stafford area. The following sections describe the performance criteria,the pump station capacity evaluation, and an evaluation of serving future areas of growth.The last section summarizes the recommended Improvement and Expansion Programs. 6.2 Performance Criteria Collection system performance criteria establishes the metrics by which existing collection system infrastructure is evaluated, and by which future facilities will be designed. Chapter 2- Policies and Criteria established criteria for evaluating the wastewater system;these are summarized as follows. 6.2.1 Design Storm Current DEQ standards allow facility overflows for flows resulting from a 5-year, 24-hour storm. It is likely that the existing conveyance system and pump stations were designed to meet this criterion. However,there have been regulatory discussions over the past several years about eliminating all permissible overflows.To date, no regulatory action has been taken to develop this highly restrictive condition. However,the City has herein adopted the more restrictive design storm in an effort to reduce and/or eliminate overflows associated with storm events greater than the 5-year storm.The evaluations described in this Chapter assume a 25-year storm event. Results from the 5-year storm event are also provided. icaroIIo FINAL I FEBRUARY 2020 16-1 CITY OF LAKE OSWEGO 12019 AMENDMENT TO THE WWMP UPDATE I CHAPTER 6 The following criterion for design storms was established in Chapter 2: • In accordance with City policy,wastewater system facilities will be designed to adequately and reliably convey peak hour flows associated with a 24-hour,25-year recurring storm event without overflowing or discharging to any water bodies.The City Engineer may permit using a 5-or 10-year recurring storm event for some facilities on a case-by-case basis. - 5-year Design Storm(November 25th to 27th, 1998)7-inches total,2.6 inches in a 24-hour period. - 25-year Design Storm(December 2nd to 4th, 2007)5.2 inches total rain,3.6 inches in 24 hours(increased to 4 inches based on a NOAA 25-year, 24-hour event). 6.2.2 Pump Stations The following criterion,which is based on industry standards for pump station design,was established in Chapter 2: • All pump stations,except for private stations for a single-family home, shall have a minimum of two pump units, each with the capacity to handle the expected maximum flow. 6.2.3 Conveyance System The following criterion for evaluating the conveyance system was established in Chapter 2: • The existing system shall be evaluated for two conditions of surcharging, as follows: - Under Peak Dry Weather Flow(PDWF), pipes can flow full with a depth to full depth (d/D)ratio of 0.92, - Under Peak Wet Weather Flow(PWWF),the Hydraulic Grade Line(HGL)must remain under three feet below any manhole rim.The only exception to this is in locations where locking manhole rims are used;for these manholes,the HGL was permitted to rise to the manhole rim elevation. 6.4 Collection System Capacity Evaluation Following the hydraulic model calibration, a capacity analysis of the modeled collection system was performed.The capacity analysis entailed identifying areas in the sewer system where flow restrictions occur or where pipe capacity is insufficient to convey design flows. Sewers that lack sufficient capacity to convey design flows could produce backwater effects in the collection system that potentially lead to sanitary sewer overflows(SSOs). The major collectors and corresponding manholes of the wastewater collection system were evaluated with the performance criteria for conveying dry and wet weather peak flows, as stated in Section 6.2.The updated hydraulic model was used for the evaluation. It is important to note that meeting the peak wet-weather flow criteria(maintaining an HGL three feet below the manhole rim)is particularly difficult for shallow manholes and pipes.The City has many shallow manholes and pipes due to the challenging soil conditions and high groundwater levels. Figure 6.3(no change to this figure in the 2019 Amendment-Figure not included)shows manholes in the hydraulic model that are less than five feet in depth. c 6-2 FEBRUARY 20201 FINAL CHAPTER 6 12019 AMENDMENT TO THE WWMP UPDATE I CITY OF LAKE OSWEGO 6.4.1 Identified Deficiencies Only changes to the identified deficiencies in the 2013 Plan are presented in this section.All areas not described in this section remain unchanged from the 2013 Plan. An evaluation was performed for minimizing required improvements through I/I reduction in each basin. Figures 6.4 through 6.9 present the remaining identified system deficiencies after I/I reduction has been implemented for the Short-Term(2020), Long-Term (2045), and Build-Out development scenarios for the 5-and 25-year storm events, respectively. Manholes shown in red have an HGL within 3-feet of the manhole rim according to the model. Manholes outlined in black have an HGL higher than the manhole rim according to the model.These manholes are predicted to overflow and are herein referred to as potential SSOs. Manholes shown in orange are pressure manholes(have bolted lids)that have exceeded the HGL criteria for pressure manholes. As part of the 2019 Amendment, only the Long-Term(2045)model run for the 25-year storm event was updated. Because most deficiencies are found in the Short-Term,with little increase at Build-Out,the recommended projects are considered to be pipeline improvements, as opposed to system expansion due to growth.Therefore,these projects are recommended as part of the Improvement Program. Recommended projects are sized to adequately convey peak flows at Build-Out conditions under the 25-year storm. Table 6.4 presents a summary of the recommended capacity-related pipeline improvements,for the five areas evaluated in the 2019 Amendment only. The rest of the projects identified in the 2013 Plan that were not impacted by this 2019 Amendment remain unchanged and are not included in Table 6.4. Recommended projects were assigned project identification(ID)correlating to the wastewater basin trunk(T)it affects.The recommended pipe diameter and extents of improvements are provided. Manhole(MH) identification numbers were derived from the City's wastewater mapping,with the exception of recently constructed manholes as part of the LOIS project. The larger diameters result in no surcharging of the sewers, Therefore, this project (T-RF-2)identified in the 2013 Plan is no longer recommended in the 2019 Amendment. 6.4.2.4 East Mountain Park Trunk There are no changes to the recommendation for the East Mountain Park Trunk as part of the 2019 Amendment. 6.4.2.5 West Mountain Park Trunk There are no changes to the recommendation for the West Mountain Park Trunk as part of the 2019 Amendment. 6.4.2.6 Downtown Trunk The model predicts a few deficiencies in the Downtown Trunk due to inadequate pipe capacity. The first exists at the end of this trunk near Evergreen St. and 3rd St.It is recommended that the capacity be increased by replacing the 15-inch and 18-inch pipeline between manhole E10A-007S to fE10A036S with a 21-inch diameter pipe to reduce the potential for overflows in this area. The downstream segment(Segment ID 120292)remains a 12-inch pipe. This segment is steep (approximately 10%slope), which results in high velocities and low levels in the pipe. The 12-inch segment has sufficient capacity, based on its slope and hydraulic condition, and is not recommended to be upsized or paralleled.This project is identified as T-DWN-3 in Table 6.4. 6.4.2.7 Blue Heron Trunk High HGLs and SSOs were found in one location of the Blue Heron Trunk. However, after the updates made to the hydraulic model as part of the 2019 Amendment, no deficiencies were found in 2045 under the 24-year design storm condition. Therefore no pipe upsize is recommended under this 2019 Amendment. This same section of the trunkline was identified for repair as part of the Repair program in Chapter 4. This project becomes a repair project only and was removed from Table 6.4. 6.4.2.8 Forest Highlands Trunk As shown in Chapter 4—Existing System and Condition Assessment, revised diameters were updated to larger diameters than those used in the 2013 Plan.As a result, no surcharging is shown in the 2019 model runs. Pump Stations There are no changes to the pump station recommendations in the 2019 Amendment from the 2013 Plan. Pipelines Table 6.11 presents a summary of the capacity-related pipeline improvements projects. Each of these projects is included in Chapter 8—Capital Improvements Plan. FINAL 1 FEBRUARY 20201 7-1 CITY OF LAKE OSWEGO 12019 AMENDMENT TO THE WWMP UPDATE I CHAPTER 7 -This Page Intentionally Left Blank- c 7-2 I FEBRUARY 2020 I FINAL CHAPTER 8 12019 AMENDMENT TO THE WWMP UPDATE I CITY OF LAKE OSWEGO Chapter 8 CAPITAL IMPROVEMENT PLAN 8.1 Introduction This chapter summarizes the Capital Improvement Plan (CIP)for the City of Lake Oswego's (City's)Wastewater Master Plan(Plan).The purpose of this CIP is to provide the City with a guideline for the planning and budgeting of its wastewater system.The CIP combines the recommended Repair, Improvement, and Expansion Programs recommended in the previous chapters.The CIP consists of the cost estimates and schedule for the recommended improvements. Only sections,figures, and tables impacted by the changes from the 2019 Amendment are included in this chapter. No changes were made to Section 8.5. It is important to note that this CIP does not include costs for maintenance or improvements of the entire wastewater collection system.This Plan was developed to focus on the City's major collectors and pump stations as these are the most critical wastewater infrastructure. Future master plans will likely include evaluation of the remainder of the system. Generally, pipes 10 inches and larger were assessed and included in the hydraulic model; however, selected critical wastewater pipes as small as 8-inch in diameter were identified as trunks by the City and were also included. In the future,the City plans to expand the collection system master plan to include the smaller pipes within specific basins and may add specific projects to the CIP. For the purpose of this plan,the following terms will be used to represent projects associated with condition problems, capacity requirements, and potential new service areas: • "Repair"= Repair or rehabilitation of infrastructure.These projects are recommended to renew infrastructure in poor condition, as recommended and prioritized in Chapter 4— Existing System and Condition Assessment. • "Improvement"=Increase in capacity of infrastructure to meet capacity requirements of the existing service area.These projects are recommended to meet the capacity evaluation criteria, as recommended and prioritized in Chapter 6—Capacity Evaluation. • "Expansion"=Construct new or increase capacity of existing infrastructure to meet capacity requirements of areas of service area expansion.These projects are recommended to meet the wastewater conveyance requirements of potential future service areas, as recommended in Chapter 6—Capacity Evaluation. Recommended projects have been assigned a project name associated with the type of project. Project phasing is developed between 2013 through 2020(Short-Term), 2021 through 2045 (Long-Term)and beyond 2046(Build-Out). Phasing of recommendations remained unchanged in the 2019 Amendment. 8.2 Cost Estimating Assumptions The cost estimates presented in this CIP are opinions developed from bid tabulations, cost curves, information obtained from previous studies, and Carollo Engineers experience on other projects.The cost estimates have been prepared for general master planning purposes and for guidance in project evaluation and implementation. Final costs of a project will depend on actual labor and material costs, competitive market conditions,final project scope, implementation schedule, and other variable factors such as preliminary alignment generation, investigation of alternative routings, and detailed utility and topography surveys. Costs from the original plan are in 2012 dollars, and are based on an Engineering News Record Construction Cost Index(ENR CCI)20-City Average of 9291.5(June 2012). Cost estimates were developed using a Class 4 budget estimate, as established by the American Association of Cost Estimators.This level of estimate is used for budgeting and feasibility studies and assumes a 10 percent to 40 percent level of project definition.The expected accuracy range is-20 percent to+30 percent, meaning the actual cost should fall in the range of 20 percent below the estimate to 30 percent above the estimate. All costs updated as part of the 2019 Amendment are in 2019 dollars and are based on an Engineering News Record Construction Cost Index(ENR CCI)20-City Average of 11,293(August 2019). Cost estimates were developed using a Class 4 budget estimate, as established by the American Association of Cost Estimators. Note, costs for projects and recommendations outside of the five areas updated in this amendment were not updated to 2019 dollars. CIP totals are not included in this amended chapter because of the base year difference to develop cost estimates. Unit costs and direct costs for pipelines are described in Section 8.2.1. Direct costs for pump station projects were developed individually for each project, as noted in the project descriptions.Appendix K presents the detailed cost development for the projects updated as part of the 2019 Amendment. Only changes to the five areas evaluated in the 2019 Amendment were included. Construction costs apply the following mark-ups to the direct costs:30 percent contingency, 10 percent general conditions, and 15 percent contractor overhead and profit. Project costs include an additional 20 percent for engineering, legal, and administration costs.The CIP cost estimates should be periodically reevaluated to account for changes in inflation. Specific cost estimates were developed for each pump station project, as noted in the project descriptions. Pump station and force main construction costs were developed based on projects of similar size completed by Carollo Engineers and experience on other projects. Acquisition of property, easements, and right-of-way(ROW)may be required for some of the recommended projects. However,for the purpose of this Plan, pipeline corridor or easements are assumed to be in public ROW, and therefore do not require land acquisition. Pipeline unit costs are shown in Table 8.1.These costs were developed from recent construction costs of various wastewater pipelines and either PVC or HDPE materials.To be conservative,these unit costs assume open-trench construction in improved areas. Iftrenchless construction is possible for some projects,the cost estimates may decrease. Costs include pavement cutting, excavation, hauling, shoring, pipe materials and installation, backfill material and installation, and pavement replacement.The unit costs are for"typical"field conditions with construction in stable soil at a depth ranging between 8 to 10 feet.These costs are total project cost;they include contingency, general conditions,contractor overhead and profit,and engineering, legal, and administrative costs. The 2019 Amendment did not impact pump stations, and therefore, recommendations remain identical to the ones in the 2013 Plan. Several repair projects were recommended to address the condition-related deficiencies. Implementing an Asset Management Program to prioritize these and other repair projects was also recommended.Table 8.2 summarizes repair projects that have been updated as part of the 2019 Amendment,their associated costs and phasing. P-1 Annual Pipeline Repair Program Chapter 4 evaluated all of the City's major collectors included in this study for RUL.The cost for replacing all pipes in this study that have exceeded or will exceed their useful life is estimated at an annual cost of$703,000 in 2012 dollars, and$855,000 in 2019 dollars. It was recommended that an Annual Pipeline Repair Program be implemented for this amount.This cost represents the cost of replacing all major collectors that will reach the estimated end of their useful life within the planning period.This project is included as Project P-1. Several specific major collectors were further evaluated to prioritize the repair program.These projects are recommended as highest priority repair projects and should be completed as the first step of the pipeline repair program. Based on the maintenance records and RUL assessment, pipe segments appear to be in poor condition in the following basins: Downtown, L4, McVey, Riverfront, Blue Heron, East Mountain Park, Forest Highlands, South Lake, Lakewood, and L5 Basins.Table 8.2 presents the list of the highest priority recommended pipeline repair projects to address these pipe sections and their estimated project costs.The projects are shown in the order of priority based on the results of the condition analysis. Only projects revised as part of the 2019 Amendment are included in Table 8.2. The reminder of the projects identified in the 2013 Plan remains unchanged. Cost estimates were prepared for these high-priority projects assuming open-trench construction. It was also assumed that the existing pipe sizes would not change for these projects, unless they also overlap with a capacity improvement project. Projects that overlap with a capacity improvement project are noted in Table 8.2 below. (2) Based on 2019 estimates 8-10 I FEBRUARY 2020 I FINAL -carol/a° CHAPTER 8 12019 AMENDMENT TO THE WWMP UPDATE I CITY OF LAKE OSWEGO 8.3.2 Pump Stations Repair Projects There are no changes to Section 8.3.2 in the 2019 Amendment from the 2013 Plan. 8.4 Improvement Program This section summarizes the recommended Improvement Program,which includes all recommended improvement projects revised as part of the 2019 Amendment to meet capacity requirements and the City's criteria. The Improvement Program also includes general improvement projects, such as asset management and master plan updates. Chapter 7—Infiltration and Inflow Reduction outlined inflow and infiltration(I/I)projects to implement to reduce peak flows in the system. Recommendations from these sections of the Plan are not included in the 2019 Amendment as they were not impacted by the updates implemented in 2019. Chapter 6—Capacity Evaluation presented the hydraulic capacity evaluation of the wastewater collection system and recommended several improvement projects to alleviate identified deficiencies.The following lists of pipeline and pump station projects assumes that the I/I Reduction Program is implemented and reaches the target I/I reduction percentage. 8.4.1 General Improvement Projects There are no changes to Section 8.4.1 in the 2019 Amendment from the 2013 Plan, other than one additional project(G-4). Per the recommendation in Chapter 5—Hydraulic Model Development, it is recommended that the City converts the modeling engine for its DHI Mike Urban hydraulic model from MOUSE to Mike 1D during its next extensive model update effort. Project G-4 consists of updating the hydraulic model to perform a comprehensive hydraulic model update and convert the Mike Urban model to the latest engine and set-up. DHI is retiring the MOUSE engine and moving any new updates and features to Mike 1D. Project G-4 is recommended in the sort-term and is estimated at approximately$50,000. 8.4.2 Pipeline Improvement Projects Major collectors in the wastewater system were evaluated against the criterion of keeping the water surface three feet or more under manhole lids during a 25-year storm event.The hydraulic model was used to show that several major collectors could not meet this criterion even after implementing the recommended I/I reduction program.Chapter 6 recommended several improvement projects to eliminate surcharging conditions. This section only presents recommendations that were updated as part of the 2019 Amendment. The Foothills Interceptor Improvement(T-L1-1) is recommended as the first improvement project.This project was also included in the LOIS Pre-Design, but was intentionally delayed until the plan for the Foothills Development is finalized. It is recommended that a 24-inch parallel pipe be installed downstream of the LOIS to provide adequate capacity for the 25-year storm. If the interceptor changes location with the new development, a single 42-inch diameter pipe may also suffice, but will require further modeling and confirmation of the capacity with the new alignment.The effectiveness of all other recommended projects was evaluated assuming that this project is implemented.The cost estimate for this project assumes the improvements will follow the existing pipe alignment; cost estimates should be revised when the final alignment is selected.No change to this project or the assumptions as part of the 2019 Amendment. ..0 Car ^ FINAL I FEBRUARY 2020 8-11 CITY OF LAKE OSWEGO I 2019 AMENDMENT TO THE WWMP UPDATE I CHAPTER 8 The Blue Heron Trunk project overlapped as both a recommended repair project and improvement project. However, based on model results for the 2019 Amendment, the Blue Heron Trunk project is now required to address repairs with no upsizing recommended. The extents of the revised projects are included in Table 8.2 and were revised to include both the repair and improvement portions of the projects. Table 8.4 presents the final revised list of recommended pipeline improvement projects. These projects are shown in order of priority according to their level of deficiency, reduction in peak flow, and combination with repair projects.All pipe improvement projects are shown in the Short-Term as they all address current capacity deficiencies. Project costs assume open-trench construction and were updated to the most recent 2019 dollars.The pipes were sized to meet Build-Out flow conditions. 8.4.3 Pump Station Improvement Projects There are no changes to Section 8.4.3 in the 2019 Amendment from the 2013 Plan. 8.4.4 Summary of Improvement Projects Table 8.4 summarizes all improvement projects revised as part of the 2019 Amendment, associated costs and recommended phasing. Total costs summaries were not updated as part of the 2019 Amendment as only the five areas addressed under the 2019 Amendment were updated.
