HomeMy WebLinkAboutApproved Minutes - 2016-06-20Cal I V9912 ELI :l 41911vd/ tele] Sustainability Advisory Board Minutes June 20, 2016 Call to Order / Roll Call Co-chair Mary Ratcliff called the June 20, 2016 meeting of the Sustainability Advisory Board (SAB) to order at 6:30 p.m. in the Conference Room of the Main Fire Station, 300 B Avenue, Lake Oswego, Oregon. Members Present: Members Excused/Absent Staff: Public: Announcements from Board and Staff Co -Chair Mary Ratcliff, Richard Canaday, Lisa Adatto, Paul Soper, Eliot Metzger, Priya Judge, Karl Friesen, Councilor Joe Buck Gary Hanifan, Sebastian Marin-Quiroz Jenny Slepian, Sustainability and Management Fellow, David Franks, Gary Winkler Jenny Slepian presented cards and gifts on behalf of the City Manager's Office to Priya Judge, Mary Ratcliff, and Gary Hanifan to thank them for their service to the Board over the years. Sustainability Advisory Board interviews will take place on June 30. Mary passed out a flyer about a watershed tour with the Oswego Lake Watershed Council. Approval of Minutes The Board unanimously approved the May 16, 2016 meeting minutes. Public Comment None. Regular Business A. Review Agenda Co -Chair Ratcliff reviewed the meeting agenda. B. City Council Update/City Council Goals Update Joe Buck encouraged SAB members to attend an upcoming public hearing on the tree code. At the May 17th meeting, the City Council adopted a solar installation goal for the City, which was designed by SAB. The Council is exploring a partnership with LOSD for a pool or community facility. The Council discussed whether they were interested in moving forward with a partnership and asked staff to come back with examples of pools and community facilities to see if there is something that would work for Lake Oswego. The City is interested in a partnership if it will not require significant funding. A new Tourism Advisory Board was also approved. It will be comprised of individuals from industry and tourism related organizations. The Council also heard details of a new public art master plan. So far public art has been focused on sculptures, but the master plan adds different types of art, gateway pieces at city entrances, murals, integrated functional art pieces. Etc. Joe pointed out that a lot of tourism to Lake Oswego is fueled by a rt. The Council approved Karl Friesen's appointment to SAB. Mountain Park is now an approved neighborhood association. The City entered into an agreement with a nonprofit to install a veterans memorial in Foothills Park. The nonprofit will raise all the funds, the City will donate land and in-kind work. The Council reviewed three ballot measures- a charter amendment to no longer require the posting of signs announcing elections, referral of marijuana ban to the voters, and an advisory vote on fiber broadband measure. Mary asked about the status of Google Fiber. That is currently unclear. Google couldn't guarantee anything about who or where they would provide fiber. The Council debated about the language on that ballot measure. City also moving forward with a new police station on the Lexi Dog site, using same contracting method that was used with the operations center. C. Board Chair Discussion The Board unanimously selected Eliot Metzger for the role of SAB Chair and Paul Sober for the role of Vice Chair. D. SAB Schedule Change Discussion With the establishment of a Youth Leadership Council, Jenny has been selected to serve as staff liaison to that Board as well as SAB. To reduce pressure on her workload, the City suggested that SAB move to a bi-monthly schedule starting in September. SAB agreed to this schedule change. E. Solar Incentive Program Richard gave an update on how to find solar installers, based on his own experiences. The suggested path is to go through Energy Trust of Oregon and have trade allies do an assessment of your home, and then collect bids. Richard explained the incentive process through ETO, and financing for the panels through the banks. Two obstacles to overcome to encourage people to use solar: the long payback period, though there is financing, and vastly differing values on bids. The Board discussed how best to take these experiences and share them with the community to help meet the solar installation goal. Lisa suggested taking Richard's research, standardizing it, doing some community outreach. Discussed the option of having Solar World do some outreach. Mary updated SAB on the Eco Film Festival, which will take place on October 20. Lisa suggested forming subcommittees to work on solar, the home tour, film festival, etc. City of Lake Oswego Sustainability Advisory Board Minutes Page 2 of 3 June 20, 2016 Mary announced that house being constructed behind Kyra's is seeking Earth Advantage certification and she suggested asking for a tour of it. Richard announced that on July 12, he will be giving a talk on the Cascadia earthquake at ACC and invited all to attend.
