2 1. CALL TO ORDER
3 Vice Chair Pape called the meeting to order at approximately 6:50 p.m. This was a video
4 conference meeting held via Zoom.

6 2. ROLL CALL
7 Members present were Vice Chair Christian Pape and Commissioners Dave Beckett, Joel
8 Fischer, Philip Stewart and Kim Whitman. Chair Rob Heape and Commissioner Jacob Semler
9 were excused.

11 Staff present were Scot Siegel, Director of Planning and Building Services; Evan Boone,
12 Deputy City Attorney; Ellen Davis, Associate Planner; Erik Olson, Senior Planner; Jean Hall,
13 Administrative Support and Iris McCaleb, Administrative Assistant.

25 6.1 August 10, 2020
26 Commissioner Fischer moved to approve the minutes of August 10. 2020, as written.
27 Commissioner Stewart seconded the motion and it passed 5:0.

29 7. PUBLIC HEARING
30 7.1 2020 Annual Community Development Code Amendments (LU 20-0015)
31 A request from the City of Lake Oswego for proposed amendments to the Community
32 Development Code (CDC) to clarify platting requirements and expiration of permits for lot line
33 adjustments and resource delineations, allow RID variances to the Long Wall Plane Standard,
34 change Sensitive lands protection fence height to match tree protection fence height, clarify
35 utilities exception in RP Districts, remove obsolete fence complaint procedure, correct
36 reduction of Protected Riparian Areas (PRA), clarify that mitigation requirements apply to
37 resource restoration resulting from a code violation, require pre-application conference for in-
38 stream resource enhancement projects, provide a clear and objective option for creation

2 of flag lot access lanes, move no parking requirement for outdoor dining to Parking Table,
3 clarify that all residential zones allow manufactured homes, modify definitions of Net
4 Developable Area and Density Transfer Area, remove annual reporting requirement for
5 sensitive lands map corrections, calculate bicycle parking requirements for unlisted uses,
6 clarify definition of undisturbed slopes, delete obsolete ADU parking requirement, adopt Fire
7 Code requirements for fire hydrant placement in new development, prevent driveway
8 approaches from extending in front of abutting properties, align lot coverage calculation in the
9 R-6 Zone with other residential zones, define Cohousing and add to multi-family definition,
10 define community institution and institutional use. Staff coordinator was Ellen Davis, Associate
11 Planner.

13 Due to television broadcasting issues, the hearing was continued to the next meeting.
14 Roseann Johnson, Assistant Director of Government Affairs with the Home Builders
15 Association of Metro Portland was the only individual signed up to provide testimony; she
16 confirmed that she would be able to return on September 28.

18 Commissioner Whitman moved to continue the hearing to September 28. 2020.
19 Commissioner Beckett seconded the motion and it passed 5:0.

21 8. OTHER BUSINESS
22 8.1 House Bills 2001 and 2003 (PP 19-0008)
23 The Commission received an update on the State rulemaking for House Bills 2001 and 2003. Staff
24 coordinator was Erik Olson, Senior Planner. There were no action items.

27 Mr. Siegel reviewed the updated schedule.

30 There being no other business, Vice Chair Pape adjourned the meeting at 7:35 p.m.
