City Hall is closed to the public due to the COVID-19 pandemic. All members of the City Council
are attending remotely, and several avenues are available to the public for viewing this
meeting. The meeting can be livestreamed on the City's YouTube Channel and at
https://www.ci.oswego.or.us/. The meeting will also be broadcast live on Tualatin Valley
Community TV; check their website for details.

The purpose of citizen comment is to allow citizens to present information or raise
an issue regarding items not on the agenda or regarding agenda items that do not
include a public hearing. A time limit of three minutes per individual shall apply.
Citizen comment will not exceed thirty minutes in total.
To speak during the citizen comment portion of the meeting, email
CitvRecorder@lakeosweao.city by noon Pacific time the day of the meeting to
receive the Zoom log-in information.
Written comments submitted to CitvRecorder@lakeoswego.city by noon Pacific
time the day of the meeting will be read out loud during the citizen comment period
(subject to the above time limits).

5.1 Ordinance 2853, An Ordinance of the Lake Oswego City Council Amending
LOC Chapter 50 (Community Development Code) for the Purpose of
Clarifying and Updating Various Provisions (2020); and, Adopting Findings
(LU 20-0015).
Motion: Move to tentatively approve Ordinance 2853 and direct staff to
return on November 17, 2020 with a final version of the ordinance,
including findings and conclusions for LU 20-0015.
Public Hearing Process:
1. Review of hearing procedure by David Powell, City Attorney
2. Staff Report by Ellen Davis, Associate Planner
3. Testimony: The following time limits shall be observed, but may be changed
by the Council: 10 minutes for representatives of recognized neighborhood
associations, homeowner associations, government agencies, or other
incorporated public interest organizations; 5 minutes for other individuals.

5.2 Ordinance 2854, An Ordinance of the Lake Oswego City Council Clarifying, Revising,
and Updating LOC 42.03.130 (Intersection Sight Distance); LOC 45.09.065
(Abatement of Dangerous Building Code); LOC 55.02.082 (Tree Cutting Permit
Issuance); LOC 55.02.92 (Tree Cutting Permit Expiration); Repealing Article 12.55
(Compensation Claims Under ORS Ch. 197) and Adding LOC 34.02.065 (Helicopter
Landing or Takeoff).
Motion: Move to enact Ordinance 2854 clarifying, revising, and updating the Lake
Oswego Code.

3. Testimony: A time limit of three minutes per person for testimony shall
be observed, but may be changed by the Council.

5.3 Ordinance 2852, An Ordinance Annexing to the City of Lake Oswego One Parcel
Consisting of 0.28 Acres at 5950 SW Harrington Avenue and Public Rights of Way at
Harrington Avenue and Mellon Avenue; Declaring City of Lake Oswego Zoning
Pursuant to LOC 50.01.004.5(a-c); and Removing the Territory from Certain Districts
(AN 20-0005).
Motion: Move to tentatively approve Ordinance 2852 and
direct staff to present a final ordinance with findings on November 17, 2020.
Public Hearing Process:
1. Review of hearing procedure by David Powell, City Attorney
2. Staff Report by Paul Espe, Associate Planner
3. Testimony: The applicant will have 20 minutes to present. The hearing will
include an opportunity for persons to testify in favor, in opposition, and
neither for nor against the application. Recognized neighborhood
associations, governments and government agencies, and other
incorporated public interest organizations have up to 10 minutes to testify;
individuals are allowed up to 5 minutes. The applicant will have five minutes
for rebuttal.
