HomeMy WebLinkAboutAgenda Item - 2020-11-03 - Number 4.1 - First Responders Proclamation 4.1 o� s�F� o wow OREGO'c' PROCLAMATION OF THE CITY COUNCIL OF LAKE OSWEGO, OREGON RECOGNIZING 911 TELECOMMUNICATORS AS FIRST RESPONDERS WHEREAS, the City of Lake Oswego desires to elevate the status of its 911 Emergency Telecommunicators to First Responders in a move that outpaces a similar effort on the national level; and WHEREAS, although Lake Oswego supports the Federal 911 Saves Act, which has been introduced in Congress, the City should not wait for adoption of that Act before giving its Emergency Telecommunicators the classification of First Responders that they have earned and deserve; and WHEREAS, all Emergency Telecommunicators within Lake Oswego are trained in emergency medical dispatch, qualifying them to offer a variety of potentially lifesaving instructions including CPR, bleeding control, choking, childbirth and airway maintenance over the telephone until paramedics arrive on the scene; and WHEREAS, in 2019, LOCOM 911 Emergency Telecommunicators gave medical guidance to over 2,400 callers and triaged 31 cardiac arrest calls providing CPR instructions to people in our community; and WHEREAS, the City of Lake Oswego provides 9-1-1 services to the cities of West Linn, Milwaukie and Lake Oswego, each of which already consider LOCOM Telecommunicators to be "the first,first responders"as their information and instructions are critical to keeping residents and field units safe; NOW THEREFORE BE IT PROCLAIMED, that from this day forward, Lake Oswego Communications (LOCOM)Emergency Telecommunicators are hereby elevated to the status of First Responders. LOCOM 9-1-1 Emergency Telecommunicators will join 9-1-1 Telecommunicators who work at Clackamas Communications (C-COM) in this designation, ensuring all Emergency Telecommunicators within Clackamas County are equally recognized.
