- Staff held a pre-app for a cohousing development in the EC zone
- FANFH Vice Chair and myself said not allowed per LO code/staff disagreed
- I submitted a detailed list on code noncompliance
- Staff sent FANFH a written response that DRC could find cohousing ok
- Then cohousing appeared in the 2020 Annual Code Updates
- Who is confused?
Evergreen *, Waluga *, FANFH *, Lake Forest*, Old Town, * Uplands
and North Shore Country Club want a pause

Lake Oswego current code is not substandard
- Our current definition:
Dwelling Unit
One or more habitable rooms which are occupied or which are intended or
designed to be occupied by one family with housekeeping facilities for living,
sleeping, sanitary facilities, cooking and eating.
- The City of West Linn also has similar code that does not
currently allow for cohousing.
Confirmed with West Linn Planning Department.
- HB2001 Does not direct a definition of Dwelling Unit.

Proposed definition for `Dwelling Unit'
One or more habitable rooms which are occupied or which are intended or designed to be
occupied by one family with housekeeping facilities for living, sleeping, sanitary facilities,
cooking and eating,
except that living facilities, such as cooking, eating and sanitary facility areas may be
communal in a cohousing community.
What would this proposed code allow ? ? ?
? one toilet per 2 dwelling units
? one toilet per 5 dwelling units
? one toilet per 10 dwelling units
? one toilet per 15 dwelling units
The City of Portland has an answer
7 Charter, Code and Policies,
City of Portland
Chapter 29.30
In hotels and apartment houses where private toilets, lavatories,
or baths are not provided, there shall be on each floor at least
one toilet, one lavatory, and one bathtub or shower each
provided at the rate of one for every twelve residents or fraction
of twelve residents. Required toilets, bathtubs, and showers shall
be in a room, or rooms, that allow privacy.
Workforce housing, Affordable housing or Cohousing

LO should not adopt proposed, poorly vetted code!
