In the morning agenda review session on 1 May, the Council requested a brief
presentation on the evaluation criteria and process for determining whether or
not speed bumps be installed.
Attached is a memorandum from the Engineering Department, listing the criteria
utilized for project qualification. Also attached is the pertinent section of the City
Code and an actual application/evaluation sheet for the speed bumps on Knaus
Road that the Council is considering.

a. Traffic Volume

Five points shall be assigned to project streets for each correctable accident
reported in the last three consecutive years from the date of the application.
Non -correctable accidents (those that would not be prevented by a traffic
management device) shall not be counted. Maximum point score is 15.
There were no accidents reported by LOPD /or the years 1997, 1998, and

Five points shall be assigned for each public or private school bordering on
the subject street. And five points shall be assigned to project streets which
are located within a walking area surrounding a school as designated by a
school district if tht; walking area does not have sidewalks or pathways.
There were no public or private schools on the street nor were there walking
areas surrounding a school' along the entire studied section of Knaus Road
from Boones Ferry to Goodall Road .................................... O points

Five points shall be assigned for each pedestrian oriented facility or group of
facilities, if adjacent to one another. These could include elderly housing,
parks, the Library, Adult Community Center, neighborhood pool, swim park.
The maximum point total for this section is ten points.

Knaus Road has no sidewalks or pathways in this section so we assigned the

Applications receiving less than thirty points will not be considered for further action.
However, in the Knaus Road example cited above, the segment of street between Boones
Fem, and Alto Park Road received 30 points and went on to a public hearing before the
Transportation Advisory Board (TAB). The TAB approved the installation of two
collector speed bumps on Knaus road at their hearing held on March 8, 2000.

32.14.039 shall not be reconsidered or
resubmitted for a period of three years from the
date of the original application. An application
for a particular traffic management device that
was rejected because the requested device did
not comply with engineering standards on the
particular street shall not be reconsidered or
resubmitted for the same device on the same
street. Exception: A reapplication may be tiled
and considered prior to the expiration of the
three year period or otherwise if the applicants
submit evidence that demonstrates to the
satisfaction of the City Manager that a
sub:�tantial change in circumstances has occurred
since the previous consideration of the project
that has had a material negative effect on the
traffic volume, speed or safety on the street or
segment of street for which the project was
previously proposed, or that change the
engineering analysis of a particular device.
Examples of such evidence include, but are not
limited to:
a. The siting or expansion of a high
traffic use;
b. The constriction or modification of
a road improvement that has substantially
rerouted traffic onto the street;
c. The construction of a school or other
pedestrian oriented facility abutting the sub. tc� t
street or segment of street;
d. An increase of two or more
correctable traffic accidents on the subject street
or segment of street since the original
application; or
e. A change in the street configuration
or engineering standards that would change the
engineering analysis regarding an application for
a particular device.

accident information, etc. The City Manager
shall review this information and assign points to
each and every application as follows:
a. Traffic Volurne: Average Daily
Weekday Traffic (ADW"f) on the segment of the
project street having the highest volume. ADWT
shall be determined by conducting an
uninterrupted 48 hour traftic count, which shall
be divided by 200 to determine the point total.
The maximum point score pursuant to this
section is 30 points.
b. Sneed: Percent of vehicles travel ling
at least 3 miles per hour over the speed limit on
the same segment of the project street used to
determine traffic volume pursuant to subsection
(a) of this section, divided by 3. The maximum
point score pursuant to this section is 30 points,
c. Accidents: Five points shall be
assigned to project streets for each correctable

POLICY ISSUE
MEMORANDUM
This matter is before the City Council for a policy decision regarding funding of
two speed bumps on Knaus Road. The installation of the speed bumps has been
approved and recommended by the Transportation Advisory Board.
When the Council discussed the Knaus Road installations on 1 May, it continued
the matter so that consideration could be given to the broader policy implications
of authorizing the public funding of the two Knaus Road bumps.
SPEED BUMP HISTORY
February 23, "1993 Council adopted resolution 93-12 setting the policy for use of
speed bumps as traffic management devices
July 20, 1993 Council adopted resolution 93-55, amending 93-12
N -lay 2, 1995 The Council adopted resolution 95-17 replacing 93-12 and
93-55, authorizing speed bumps to be used as traffic
management devices through the Neighborhood Traffic
Management Program
January 16, 1996 The Council reviewed the speed bump portion of the
neighborhood

traffic management plan. One issue was "should there be a
temporary moratorium on approval and installation of
speed bumps?" They agreed to complete 16 work projects
and to notify applicants for speed bumps that funds would
not be a available until after adoption of the 1996-97 budget
May 6,1997 Councilor Chizum moved to place a moratorium on speed
bumps,
Councilor Lowrey second. The motion failed.
Councilor Rohde made a motion to direct staff to continue to
accept applications for review under the Neighborhood
Traffic Management Program, with the understanding that
the devices would not be funded by the city, Councilor
Atherton second. The motion passed.
SPEED BUMP FUNDING
Within the Street Fund is an annual allocation of $1.00,000 entitled, "Small
Works." These monies are utilized for minor paving projects, the installation of
missing links of sidewalk and, in the past, has been used for speed bump
installation.

Introduction
I he following represents the City's policy on function, standards, application, and design
cif speed bumps
Speed bumps are. traffic management devices that are used to lower travel speeds of motor
vehicles -Their installation shall riot occur without a complete engineering investigation
Speed bumps in Lake Oswego may be placed only on City streets classified as local
residential streets or neighborhood collectors
It is intended by this policy that speed bumps will generally be placed first on local
re.-,identiai streets and thereafter on neighborhood collectors

speed humps shall be placed only by the authority of the City in accordance with these
standards and all other applicable regulations
In addition to any other penalties prescribed by law, all costs of removing any
unauthorized speed bump placed on the street right of way by a private organization or
individual shall be charged to that organization or individual.

Through the strict adherence to the standards and guidelines described in this document,
every speed bump installation shall be equally recognizable and require the same action on

RE: Boones Ferry Road Corridor Study - Project Update

The Boones Ferry Corridor Study was officially kicked off in October of 2000 with the
Council's approval of the selection of Kittelson and Associates for the Project Management
Team (PMT). On January 16, 2001, Council approved the selection of a Project Advisory
Committee (PAC). The PAC is made up of representatives from the business community,
neighborhood association representatives and various public agencies. Matt Finnigan from
the Lake Grove Neighborhood Association chairs the PAC. The PAC has met six times and
has formulated the following goals and policies for the Corridor:
Project Goal Statement. What is commonly known as the Lake Grove area on the west side
of Lake Oswego, Oregon, shall be defined as a Village Center known as the Lake Grove
Village Center. That definition includes the following: The Lake Grove Village Center
commercial area, which is adjacent to both sides of Boones Ferry Road, will provide locally
oriented retail and services and permit mixed second floor uses such as small office and
housing. This retail is typically defined by grocery and pharmacy stores, small banks, and
smaller shops and restaurants. The commercial uses are local in scale and destination, not
regional. The Lake Grove Village Center is supported by and includes a residential area of a
few thousand households and the local residents recognize and value the vitality and success
of community based businesses. It contains recreation and civic uses such as parks, a post
office, and the Lake Grove Elementary School. All these activities, retail and services,
residential, recreation, civic, and school, shell be integrated and connected with an accessible
and walkable street system.
To achieve this Vision the follo-vving goals shaill be established:

Boones Ferry Road Corridor Study - Project Update
Alterations to Boones Ferry Road shall not result in more traffic being diverted into adjacent
residential neighborhoods.
Policy 3: Parking. The City shall provide opportunities to increase parking supply and
parking efficiency within the Lake Grove Village Center.
Policy 4: Access Efficiency. Boones Ferry Road shall maintain safe and efficient access to
adjacent properties and public streets within the Lake Grove Village Center.
Policy 5: Village Main Street Environment. Boones Ferry Road shall be a "Village Main
Street" as defined by the Lake Grove Village Center.
Policy 6: Aesthetics and Landscaping. The Boones Ferry Road Corridor Plan shall enhance
the environment, attractiveness and appeal of the Lake Grove Village Center through
landscaping and other aesthetic improvements. A streetscape plan shall be developed and
implemented that includes but is not limited to trees, utilities and lighting.
Policy 7: Right-of-Way/Geometry. Consistent with the goal statement for this project, the
City shall minimize negative impacts to businesses along Boones Ferry Road.
Policy 8: Pedestrian and Bicycle Environment. The City shall provide pedestrian
connectivity between all the activities of the Lake Grove Village Center and shall provide a
safe and pleasant environment for pedestrian and bicycle activities.
Policy 9: Vehicular Travel. Boones Ferry Road shall maintain a safe, efficient environment
primarily for local travel. The speed of vehicle travel shall be reduced.
Policy 10: Transit Service. The Boones Ferry Road Corridor Plan may accommodate
convenient and reliable local and regional transit service.
On May 10, 2001, at Uplands Elementary School, the PMT along with the PAC will be hosting
the second in a series of three open houses for the project. Attached is a flier for the open
house, which generally outlines the topics that will be discussed. Please contact me if you

Public Workshop 2
The second public workshop for the aoones Ferry Corridor S.udy will
focus on the presentation and discussion of streetscape, cross-section,
and access and circulation alternatives developed for the study corridor
by the Project Advisory Committee (PAC) and Project Management
Team (PKIT). Similar to the first public workshop, stations will be set-up
to present and discuss the project development to date, including:
1. Project vision statement and goals developed by the PAC.
2. Summary of the existing and year 2020 future conditions analysis.
3. Streetsrape and cross-section alternatives.
4. Access, circulation and parking alternatives.
In addition, a formal presentation and group discussion will be held to
summarize project progress to date and focus on corridor alternative
opportunities and constraints. Public input will be a key component in
the refinement of a successful plan and both the PAC and PMT look
forward to your attendance at this workshop.

ADVISORY BOARD
WHEREAS, a City Council Interview Committee, consisting of Mayor
Hammerstad, Councilors McPeak and Rohde, and Henry Germond, Member of
the Transportation Advisory Board, met on April 18, 2001 to interview
candidates for four positions on the Transportation Advisory Board; and
WHEREAS, it was the recommendation of the Council Interview Committee that
the Council reappoint Donna L. Jordan to the Transportation Advisory Board for
a full three-year term, appoint Bill Miller and Steven Schulte to the
Transportation Advisory Board for full three-year terms, appoint Rose M.
Rummel -Eery to the Transportation Advisory Board for an unexpired term
through March 31, 2003, and select Cheryl Uchida as an alternate to the
Transportation Advisory Board to be appointed if a vacancy occurs due to
attrition through March. 31, 2002;
NOW THEREFORE, BE IT RESOLVE..D, that the City Council of the City of
