Hello Lake Oswego City staff,
I am requesting that this testimony be read and recorded at the meeting.
My name is Kate Miller and I have specific comments for your consideration.
The city has a commitment and is creating opportunities for inclusion
1)City Contracts are an opportunity to build upon. Capital projects such as the upcoming construction of a recreation facility should be
leveraged. The Waste Water treatment facility is another example. Where ever there contracts to be let over than a certain dollar threshold of
project expenditures there must be a review and integration of these strategic goals.
This is because we are a community that supports diversity in small businesses.
One important consideration; There must be a mandated "required" woman and minority participation level for all city contracts
beginning July 2021.
For example "This must be a required level of 20% to be effective." It has been proven that aspirational targets are not meaningful in moving the
dial.
There are qualified minority and women-owned businesses in the great Metro area.
This will be significant in creating jobs; landscaping, sidewalks, painting, carpentry construction clean up.
Design and construction-related trades are all willing to build these types of labor forces- there is a capacity.
The best resources for this are the Oregon Dept of Commerce website. There are resources at METRO that we can use to develop contract
language.
This is a really important area where we can track our results. Ergo - there will be a before and after. We can compete in this world without an
adverse economic impact.
As a first step establish a schedule of please conduct an annual audit and create a transparent process with a list of upcoming projects.
Identify those that have not been put out to bid and create a recommendation to integrate these goals into the final project requirements. Then
create specific steps to implement.
