ORDINANCE NO. 2862
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE OSWEGO AMENDING LOC
CHAPTER 47, TO MODIFY TEMPORARY SIGN RESTRICTIONS (LOC 47.08.305) FOR BUSINESSES
DURING COVID-19 RESTRICTIONS
WHEREAS, the World Health Organization has declared the spread of the Novel Coronavirus
COVID-19 to be a pandemic, and a state of emergency based upon the pandemic has been
declared by the State of Oregon and Clackamas County, and
WHEREAS, the Governor and the Oregon Health Authority has imposed physical distancing
requirements and limitations on capacity upon businesses within Oregon, including Lake Oswego,
and
WHEREAS, it is a City Council goal to support business investment in Lake Oswego, and to reduce
impacts to businesses directly affected by COVID-19 by permitting certain temporary sign
regulations that will provide an alternative signage opportunity for businesses to maintain
visibility to their customers during the COVID-19 state of emergency;
The City of Lake Oswego ordains as follows:
Section 1. Section 47.08.305 of the Lake Oswego Code is hereby amended by adding the text
shown in bold. double-underlined type, as follows:
h. During the timeframe when Clackamas County is subiect to state-mandated COVID-19
physical distancing or business operation restrictions. no time restriction for the display
period for temporary signs Der LOC 47.08.305(2)(c) shall apply and portable A-frame signs
are an allowed temporary sign type for businesses. One temporary A-frame sign Der
business is allowed and shall meet all of the following criteria:
i. The sign shall not be located in the vehicular travelwav or impede vehicular
movements or parkin
ii. The sign shall be no larger than seven sauare feet in area. counting one side of
the sign
iii. The sign shall be no taller than 42 inches?
iv. The sign shall maintain a clear path of at least five feet through pedestrian zones
or any bicycle lane
v. The sign shall maintain a clear path for pedestrian and wheelchair access from
the sidewalk to any of the following:

A. Transit stop areas.
B. Designated disabled parking spaces: or
C. Building exits including fire escapes.
vi. The sign shall not be attached or anchored in any way to trees. other obiects or
public property, including without limitation utility or light poles. the ground or the
pavement.
vii. The sign shall not be placed in parking spaces.,
viii. The sign shall not be placed on any driveway or access lane and shall meet
applicable sight distance reauirements per LOC 42.03.130.
Section 2. Severability. The provisions of this ordinance are severable. If any portion of this
ordinance is for any reason held to be invalid, such decision shall not affect the validity of the
remaining portions of this ordinance.
Enacted at the regular meeting of the City Council of the City of Lake Oswego held on the 5th day
of January, 2021.
