2 1. CALL TO ORDER
3 Chair Heape called the meeting to order at approximately 6:45 p.m. This was a video conference
4 meeting held via Zoom.

6 2. ROLL CALL
7 Members present were Chair Rob Heape, Vice Chair Christian Pape and Commissioners Dave
8 Beckett, Jacob Semler, Philip Stewart and Kim Whitman. Commissioner Joel Fischer was
9 excused.

11 Staff present were Scot Siegel, Director of Planning and Building Services; Evan Boone, Deputy
12 City Attorney and Iris McCaleb, Administrative Assistant.

14 3. MINUTES
15 3.1 November 23, 2020
16 Commissioner Beckett moved to approve the minutes of November 23, 2020, as written.
17 Commissioner Whitman seconded the motion and it passed 6:0.

19 4. FINDINGS, CONCLUSIONS AND ORDER
20 4.1 COVID Shelters for Commercial Uses (LU 20-0040)
21 On November 23, 2020, the Planning Commission made a preliminary recommendation that the
22 City Council approve the proposed amendments as written in staff report and return with draft
23 Findings, Conclusions and Order. Staff coordinator was Scot Siegel, Director of Planning and
24 Building Services.

26 Commissioner Whitman moved to approve the Findings, Conclusions and Order for LU 20-0040.
27 Commissioner Beckett seconded the motion and it passed 6:0.

29 5. OTHER BUSINESS
30 Action Items:
31 • Planning Commission to expect letter from Development Review Commission regarding
32 request from First Addition Neighbors-Forest Hills Neighborhood Association for the City to
33 review the parking code, specifically the credit provided for on-street parking for meeting
34 minimum off-street parking requirement in the Downtown Redevelopment Design District.
35 • No meeting scheduled for December 28, 2020, the next meeting will be January 11, 2021.
36 • Staff to contact Ethan Stuckmayer from the State of Oregon, Department of Land Conservation
37 and Development(DLCD)to schedule a presentation for January 11 meeting regarding the
38 recently-passed minimum requirements for compliance with House Bill 2001. Commissioners to
39 forward any questions to Mr. Siegel prior to the meeting.

41 6. ADJOURNMENT
42 There being no other business, Chair Heape adjourned the meeting at 6:56 p.m.
