Open Public Communications • Brock Inman, 14049 Se Fairoaks Way, Milwaukie, Or 97267 – wanted to address a couple of items Kim Gilmer stated at the last meeting. Wanted to talk about the impact on the river's use. Four items: Who defined location? Would they object to a wider spot on the river? Would they accept a 100 foot no -wake zone? He believes there are no boating regulation requirements for a "proposed" facility. The Oregon State Marine Board (OSMB) already agreed to fund it. Whether or not the City wants to take the Federal money is the City's decision. Brock states that there is no requirement that the dock be at a corner of the river. The dock is a stout enough unit that is could stand anywhere. Consider placing in a wider section of the river. Consider funding it by the City for the most flexibility and ability to accommodate commercial marine interests. Her prefers a no wake zone or the lowest wake zone possible to maintain the widest channel for river traffic. • Gay Graham, City Counselor and Liaison to PRAB: Three council members will be leaving this fall. Subcommittee Reports Sue Rimkeit gave an update from the Adult Community Center Advisory Board. The ACC has been trying to do a survey to assess members opinions of programs and services. see how things aFe gaing, and thThe board iseyre meeting on the 231d to go forward with it. On Wednesdays, the ACC is going to sell Jo Volm's world famous cinnamon rolls. You can also buy a lunch ticket for Friday lunch for $5.00. A fantastic meal is provided for a few dollars. A chili feed is planned on Thursday, February 23 from 11 a.m. — 2 p.m. Kim Gilmer spoke about the joint meeting of all the boards on February 14 hosted by new manager Brenda Suteu to discuss joint marketing and directed fundraising. They are going to continue to meet and there will be one marketing committee. B. Status of Artificial Turf Fields Kim Gilmer told PRAB that the City has approached Metro to inquire whether they would be interested in allowing a minor modification to the Urban Services Boundary_(UGB) to bring into the UGB approximately 14 acres of city owned park property to allow for the siting of artificial turf athletic fields. pFopeFty outside the UFban gFoMh beundaFy oannot have UFban seNiees. Metro has allowed minor adjustments to boundaries over the years. TheyMetro did not raise any obiections to a minor modification and suggested that the City move forward with an application. the City bring in a couple of parcels of Luscher property Of we submit an application for modification of the h,.,,ndaF;es. The process will take a couple of months, longer if the request is opposed. In the mid 1990s, ball fields were identified as part of the Luscher Farm Master Plan implementation. This minor modification will allow for the initial implementation of the master plan. The best spot for the fields is where the unofficial dog park is currently. At this time, the wetlands and stream corridors are being delineated. Kim thinks we Gan The goal is to placeget two fields, bathrooms, aad-parking, a dog park in the area with access off Overlook Rd. There will be a public meeting process and input sought from the community. Steve Dodds thinks if we have to trade property, we should trade the Cooks Butte property versus the Raseehk property. Sue Rimkeit would like to see a narrow -width walking path placed around the fields for outdoor track use. C. Status of Safeco Project 1. Jim Suiter and Sue Rimkeit reported on the February 9 meeting with City Council. Jim believes there is a lot of strength behind the library proponents. They want only one main library as opposed to a branch concept. While all the amenities have been listed, the priorities have not yet been established. Kim Gilmer said that the priorities become clear during the design process. Gay Graham will send PRAB some facts presented by Jan Erickson, Library ManageFDirector, regarding statistics on our usage versus county usage. Hapler is a national rating for libraries. While the Lake Oswego Library is rated high nationally, its rating continues to decline due to lack of services it can offer in the existing, limited space available. The library proponents specifically emphasized their lack of presentation, meeting, program and computer space. Some at the meeting suggested iely bu in the property rapidly, but to slow down the use determination process. A common consensus was that the center be multigenerational, multi -interest, have meeting rooms, be a community gathering space, and provide an afterschool -place for latch ke kids. The ACC definitely wants space in the new facility, and wants to retain the existing building on 5'h Street and G Avenue. City Council confirmed to move forward and purchase the property and to hire a consultant to conduct concept planning with the community and to prepare the concept design with construction and annual operating costs as well as revenue potential. Benjamin and Vanessa (PRAB youth members) mentioned the indoor skateboard park as a need for LO youth. Any multi-level parking area could incorporate and skate area. Gay Graham said that the common thread or theme of all the comments was that the center should support multigenerational activities. 2. Next Steps: Consultant firms were interviewed last week. The best firm has been selected, but Council has to approve the decision before making it public knowledge. The design concept begins at a 20,000 foot view and then gets honed (with input from stakeholder groups and the public) into the final design with costs and the final rendering that's placed on the ballot in the fall. A community poll is planned for June late spring -to help establish the amenities priorities. The goal is mid-July for the final design/plan. D. Discuss and Prepare Recommendations Regarding the Proposed Boat Dock on the Willamette River. t Formatted: Indent: Left: 0.5" Kim Gilmer reviewed with PRAB the items for discussion and the decisions that needed to be made for the recommendation to City Council. There are three policy questions for PRAB to consider and make a recommendation to Council about: 1. If we buildde a dock -at -&4, should the City accept grant money from the Oregon State Marine Board (OSMB), which requires the construction of a transient dock: or denv OSMB monies and to "' ^'d^'r^ns'^^' use dee or use City money to build dayuse a dock with fewer restrictions? 2. Should a dock facility be placed at Foothills Park or Roehr Park? 3. If the recommendation is for the City to fund it, should it replace existing capital projects or be delayed and placed in anti -a future Capital Improvement Plan. Kim Gilmer reviewed for PRAB the various dock placement proposals. Fromthe s.^rfls ^^•S^^etive Alternative B moves the dock a little further down river to a wider section of the river. This alternative is a little more expensive due to the extended gang plank to reach to dock. Kim believes there might be room for negotiation on dock length with exactly what is implemented since other transient docks are not consistently the same size. Steve Dodds said the City should build a dock. He thinks the City should accept the federal funding and build the dock at Foothills. He believes it is a wonderful amenity, and that the City should propose to the OSMB what the City would like to see, and negotiate the no wake zone, dock length, overnight stay length, etc. Jim Suiter agrees with Steve Dodds about using the federal grant money, building the dock at Foothills Park, and prefers Alternative B. Sue Rimkeit wants to be sure that people can't tie up their boats for 10 days and not be present. She would also like to be able to charge for use. She prefers Alternative B and would like to use federal funding and negotiate usage. John Marandas likes the idea of the dock and access to the river. He thinks the federal money is great, but likes the flexibility offered if the City funded it and owned it outright. He's OK with either Alternative A or B and sees the value of placing it at the wider spot in the river by Foothills Park. Gay Graham said from her boating experience, the transient use is usually 2-3 nights and then folks move on. Steve Dodds made a motion for PRAB to recommend to Council to move forward with accepting Oregon State Marine Board (OSMB) grant/federal funding, placing the dock at Foothills Park as shown in Alternative B, and negotiating the length of dock, width of the wake zone and overnight stay with the OSMB. Sue seconded the motion. The motion was approved. sept for th,..,.,.ord; John Marandas voted against the motion, and indicated a preference fors Alternative A. Gay would like to know what the other PRAB members think about the motion. Kim Gilmer will e-mail the absent members to get their input about their level of support for the motion as stated. John Marandas will research the administrative rules to determine what is and is not negotiable with accepting OSMB funding. New Business A.
