Community Development Code amendments to allow multifamily housing as an allowed use in the
WLG-OC zone, limited to the Boones Ferry Road Construction Staging property(southwest corner of
Boones Ferry Road and West Sunset Drive), subject to affordable housing criteria and allowing a 5-foot
height increase for multifamily developmentthat is at least 80 feet from all R-7.5 zoned properties;and
amendments to the Comprehensive Plan Map and Zoning Map to reclassify approximately 0.10 acres
from WLG-RMU to WLG-OC, and approximately 0.15 acres from WLG-R-2.5 to WLG-OC.

Conduct of Hearing:
The Chair will open the public hearing and describe the hearing procedure, and staff will present its
report. The Chair will then open the hearing for public testimony. Testimony begins with the applicant,
followed by persons in favor of the application; persons opposed to the application; persons who are
neutral on the application,and concludes with rebuttal by the applicant. Before closing the hearing, the
Chair will ask whether any person who testified desires a continuance of the public hearing. If requested,
the Commission will decide whether to continue the public hearing for additional written and oral
testimony, or to only leave the record open for at least seven days for submittal of written testimony only.

Unless a continuance of the public hearing is requested, the Chair will close public testimony and return
the matter to the table for deliberation and decision.
How to Testify
All interested persons are encouraged to appear and testify either orally or in writing. As a general rule,
the applicant will have 20 minutes to testify, groups (neighborhood associations, homeowners
association, government or government agency,or other incorporated public interest organization)will
each have 10 minutes, individuals will each have 5 minutes (any person in attendance may cede time for
testimony to another person, but in no case shall any person's testimony be increased to greater than 10
minutes.), and the applicant will be given 5 minutes for rebuttal. The time limits shall not include time
taken up by questions and responses from the Planning Commission. The Planning Commission may
modify these time limits.
To have your written comments or testimony distributed to the Planning Commission in advance of the
hearing, they need to be received by 12:00 p.m. on June 14, 2021.

COVID-19 EMERGENCY RESPONSE:
PREGot HOW TO PARTICIPATE IN ONLINE PUBLIC HEARINGS
Pursuant to the City Manager's direction and Governor Brown's COVID-19 "Safe Public Meetings
and Continued Government Operations"Executive Order 20-16, the Lake Oswego Planning
Commission resumed meeting in June 2020 using electronic(online ortelephone) means. Until
further notice,there is no in-person attendance option due to State restrictions on public
gatherings.

Written Testimony and Presentations
• Written testimony or meeting presentations are due by noon on June 14, 2021. Written
testimony cannot be taken during the online hearing.
• Please see the Notice of Public Hearing for how to submit written testimony or
presentations by email or mail.
• Presentation Materials:You will be responsible for"sharing" and controlling your
presentation duringyour testimony.Submittingthe presentation in advance of the
hearing assures it becomes part of the record for the application in case you experience
technical difficulties duringyourtestimony.
