HomeMy WebLinkAbout2021-08-13_Ockert_(MH) R2 middle housing infill From: fanfh-carole(aleurooa.com To: Olson, Erik;Sieael.Scot Cc: bobandmianon(ncomcast.net;randvarthur7(caamail.net Subject: (MH)R2 middle housing infill Date: Friday,August 13,2021 11:06:03 AM Attachments: R-2 Zone Dwellinas 04-13-2021.odf Hi Erik, Responding to Scot's mention of Portland's 1%estimate of middle housing build rate on teardown sites,I referenced the R2 zone in the City of Lake Oswego as actual data we can examine and make inferences from.This is a zone where the developer could make a choice between building single family or converting the lot to a duplex/townhome.And as this was prior to SB458,they developer had to go through the time consuming and cost incurring process of actually splitting the lot.Not so going forward.And yet you see the choice to develop middle housing was the consistent choice the developer made.Not my opinion. Simply factual observation. Scot and I had a good exchange on this topic following Tucker's presentation to PC earlier this year and I have attached the map Scot compiled that illustrates the pattern of redevelopment in that zone over recent years.It can serve as an interesting case study for our MHCAC. There is one error on the map that needs to be corrected,and I believe it is also necessary to update the letter designations on the map. To the map correction-on the east corner of D and 3rd it shows one S and two'2016'dates.The dates are correct,but the illustration is incorrect as is the designation.It should show two attached townhouses.In fact this is Tucker's project in the R2 zone.I know it well.We had a DRC appeal on it. To the update that I believe is necessary-when this map was compiled, Scot appropriately used the current delineation in LO code to distinguish between the housing types,S,D and T.Under what we now know to be the new HB2001/SB458 rules,those designations will not continue into our new code in the same manner.Whereas S will not change,and the 4 and 5 T's in a row will not substantively change as a use,the 2 side by side T designation on this map would,I think,now be more correctly represented as simply D.This will allow the MHCAC to understand the redevelopment picture as we now know it to be defined going forward. Lake Oswego is not Portland.This case study presents us with a real opportunity for this committee to understand the reality of HB2001/SB458 code in Lake Oswego and we should plan with the best data we have to work from.Thanks for working to present useful material to the MHCAC.I am well acquainted with this focus item and would encourage us to work collaboratively in preparation of the material that would be put before the group.
