Middle Housing Code Advisory Committee Meeting #4 Action Minutes
September 15, 2021
MEETING START
Randy Arthur, Chair, began the meeting at approximately 5:30 p.m. This was a video conference meeting held via Zoom.
ROLL CALL
Members present were Randy Arthur, Stephanie Glazer, Samuel Goldberg, Tam Hixson, Cynthia Johnson, Helen Leek, Ross Masters, Todd Prager, Carole Ockert, Larry Snyder, Lisa Strader, and
Rachel Verdick. Ralph Tahran and Alexandra Byers were absent.
Staff present was Erik Olson, Senior Planner. Jamin Kimmel and Lydia Ness with Cascadia Partners were also present.
3. MINUTES
Helen Leek moved to approve the minutes of August 24, 2021, as amended. Lisa Strader seconded the motion, and it passed 10:0, with one member abstaining from the vote.
4. UPDATES AND ANNOUNCEMENTS
Chair Arthur provided brief summaries of materials provided to the Committee, and substantive email communications since the last meeting – including a comment from a member of the public.
Chair Arthur also mentioned that the Committee would be scheduling a sixth meeting, which would require City Council approval via resolution, and asked Committee members to respond to
a poll to schedule the meeting date and time.
Action Items:
Staff will correct a typo on Page 5 of the Key Issue #2 Memo, pt. 1
5. PRESENTATION ON KEY ISSUE #3 (STORMWATER), AND
PRESENTATION ON KEY ISSUE #2 (SCALE AND CHARACTER), CONTINUED
Jamin Kimmel gave a short presentation outlining concepts and questions surrounding Key Issue #3 (Stormwater), and another presentation outlining concepts and questions surrounding Key
Issue #2 (Scale and Character) for townhouses and cottage clusters. The presentation style was designed to allow time for Committee deliberation and recommendation to occur during “pauses”
in the presentation, in order to more directly address the related questions being considered by the Committee (see the section below).
6. DELIBERATION AND RECOMMENDATION
Members proceeded to discuss the questions outlined in the Key Issue #3 Memo and Key Issue #2 Memo, pt. 2. Using the polling function in the Zoom video conferencing system, MHCAC members
voted preliminarily as indicated below:
Should the development code limit impervious surface area on all residential lots with a uniform definition of impervious surface area? [This assumes no change to the stormwater code,
which is outside the project scope.]
Yes, impervious surfaces should be limited by the development code – 4 (Arthur, Ervin, Glazer, Ockert)
Maybe, impervious surfaces should be limited, but I am concerned about the impact on development feasibility – 4 (Goldberg, Hixson, Johnson, Strader)
No, impervious surfaces should not be limited by the development code – 1 (Masters)
Which option do you prefer as it relates to regulating driveways and garages for townhouses?
Option 1: Apply Existing Standards that Apply to Single-Family Houses – 7 (Ervin, Hixson, Johnson, Masters, Ockert, Snyder, Strader)
Option 1, but I am concerned about the negative impacts of wide garages and driveways – 3 (Arthur, Glazer, Prager)
Option 2: Use DLCD Model Code Standards – 1 (Goldberg)
Option 2, but I am concerned about the negative impacts if it results in fewer off-street parking spaces – 0
Should the City limit the size of units in a cottage cluster?
Yes, limit the size to approximately 1,000 -1,200 square feet – 5 (Arthur, Ervin, Glazer, Hixson, Ockert)
Yes, limit the size to approximately 1,200 -1,400 square feet – 3 (Goldberg, Masters, Snyder)
No, allow cottages to be as large as 1,800 square feet – 3 (Johnson, Prager, Strader)
Should the City require additional design standards for cottage cluster housing beyond the DLCD Model Code standards?
Yes, apply any standards that apply to single-family houses in that zone, so long as it does not conflict with the Model Code – 8 (Arthur, Ervin, Glazer, Hixson, Ockert, Snyder, Strader)
No, do not apply any additional design standards to cottage cluster housing beyond those required in the Model Code – 3 (Goldberg, Johnson, Masters)

Chair Arthur adjourned the meeting at approximately 8:15 p.m.
