Carole,
Based on recent conversations with Jamin,we are still awaiting answers from DLCD/the state regarding whether
the City could regulate detached plexes differently than attached plexes.I will let you know when we hear back
from their staff,and I apologize for any potentially misleading prior communication on this topic.I believe that
other jurisdictions are awaiting an official response as well so hopefully they will provide a clear answer for all of us
soon.
The Portland PUD model you reference was prior to HB 2001,so not necessarily the best model for our purposes;
I'm not sure that particular process would meet the requirement that all housing have an option for clear and
objective standards.Jamin advises that simply requiring a PUD for all detached plexes does not seem to be a viable
approach for HB 2001 compliance,as there would need to be a clear and objective pathway.To further complicate
the picture,the City's current PD process has a minimum site area of—75,000 sq ft,which would greatly limit
applicability.
I hope this is helpful,and-again-will share DLCD's response when we have more.

Hi Erik and Ross,
In reviewing the last MH meeting,I noted Ross's comments about how a detached triplex/quadplex project in
Portland is processed as a planned development application.
Would this be an allowed approach with HB2001 under the rule that middle housing must be treated in code the
same as single family?
Would this planned development approach give us the ability in code to direct placement of the structures,garage
placement and driveway placement beyond what we do with single family?
