Members present: Vice Chair Randy Arthur, Craig Berardi, and Bruce Poinsette Members absent: Chair Jeff Shearer, Kirk Smith, Jason Frankel, and Mark Silen Staff present: Jessica Numanoglu, Planning Manager; Evan Boone, Deputy City Attorney; and Kat Kluge, Administrative Support MINUTES August 16, 2021 September 8, 2021 The approval of the Minutes was deferred until the next meeting, as there was no quorum present. REPORT ON COUNCIL ACTIVITIES - Aaron Rapf, City Councilor Councilor Rapf updated members regarding the following recent City Council activities: dispersing the $8.8 million National COVID-19 Relief Fund monies given to the City (transportation projects - North Shore Bridge repairs, Lakeview Boulevard, and the Recreation Center; Tourism/Hospitality Grants; and wastewater/stormwater system upgrades); rezoning Boones Ferry Road to allow multi-family dwellings; and partnering with the Chamber of Commerce to boost income. Vice Chair Arthur asked for an update on the Recreation Center's construction timeline. Councilor Rapf responded that construction will begin in the spring of 2022, with an anticipated completion in the fall of 2023. FINDINGS LU 21-0024, a request for a major variance to reduce the 18-foot front yard setback to 7 feet in order to construct a 2-car garage. This site is located at 550 Middlecrest Road (Tax Id: 21E10AC06200). The Staff Coordinator is Johanna Hastay, Senior Planner. The approval of the Findings was deferred until the next meeting, as there was no quorum present. Development Review Commission Minutes October 4, 2021 Page 2 of 2 OTHER BUSINESS Schedule Review and Management Update Jessica Numanoglu, Planning Manager; regretfully announced the resignation of Commissioner Frankel. She noted that his new work schedule conflicted with his participation in the DRC. The City Manager has been contacted to appoint an alternate. She then informed members that they have the option to participate in DRC meetings via Zoom if the only items on the agenda are the adoption of Findings and/or meeting minutes. Ms. Numanoglu updated DRC members on upcoming meetings: October 18, 2021 will have the deferred items from October 4, 2021 and an appeal of a minor variance. November 1, 2021 will have an appeal of a Code interpretation. November 15, 2021 will have an application for a new multi-family building.
