Project/ Issue Relates To: ❑Council Goals/Priorities ❑Adopted Master Plan(s) ❑X Not Applicable ISSUE BEFORE COUNCIL Public Works staff seeks Council approval to authorize the City Manager to execute a purchase agreement with Schwarze Industries for a new street sweeper in the amount of$290,497.00. BACKGROUND City Street Sweeping Program We have a robust street sweeping program to remove debris and pollutants from the streets and to reduce debris entering the stormwater systems. One of the recognized best management practices to remove pollutants and debris from roadways is to have a regularly scheduled street sweeping 503.635.0215 380 A Avenue PO BOX 369 Lake Oswego, OR 97034 www.lakeosweao.city Page 2 program. This is required to remain compliance with the City's Municipal Separate Storm Water System (MS4) permit from the Oregon Department of Environmental Quality. In fiscal year 2020- 21, over 3,944 miles of roadways were swept, removing approximately 1,700 cubic yards of debris. Street Sweeper Replacement Program The City owns three street sweepers. The proposed purchase will replace the oldest street sweeper in the fleet, purchased new in 2001.The 2021 sweeper will join the 2019 and 2014 street sweepers in the fleet.The purchase of a new street sweeper is essential for a reliable fleet, to ensure the regular and continuous sweeping of the streets. Street sweepers are inherently complicated and have a lot of moving parts.They require frequent maintenance, and, as they age, the frequency of maintenance increases.The industry practice is to replace a sweeper every 10 years. DISCUSSION Proposed Sweeper for Purchase The City has identified a Schwarze A9 Monsoon as the best fit for a replacement street sweeper. It is the same model as the street sweeper purchased in 2019. The 2019 A9 Monsoon model has performed well for the City. Additionally, it would be beneficial from a maintenance and "familiarity of operation" standpoint to have a similar make and model. (Public Works performs the routine maintenance in-house.)The A9 Monsoon has features that allow for more efficient sweeping, easier to operate, easier to unload the debris, and a larger'hopper', resulting in more time spent on the road sweeping debris. Therefore, staff has used the "sole source" solicitation exception to solicit for the Schwarze A9 Monsoon. Attachment 1 provides additional information about the proposed Schwarze street sweeper Purchasing Process The City has memberships with several cooperative procurement purchasing groups, allowing us to purchase materials, equipment, and services at discounted prices, typically 20-30% lower than manufactured suggested retail prices (MSRP). Sourcewell is a national cooperative procurement group.This process avoids multiple solicitations from dealers of the Schwarze A9 Monsoon, while still securing the best price. Attachment 2 is the detailed specifications and quote from the vendor. FISCAL IMPACT The purchase of a street sweeper was included in the adopted 2021/22 budget at$285,000.The proposed price of$290,497, is $5,497 higher than budgeted. Public Works has and will expect to acheive savings in other line items. RECOMMENDATION Authorize the City Manager to execute a purchase agreement with Schwarze Industries for the purchase of a new street sweeper in the amount of$290,497.00 ATTACHMENTS 1.
