MAILING LABELS FOR NEIGHBORHOOD MEETINGS
If you are required to hold a neighborhood meeting prior to submitting your land use application to the
City (you would have been informed at the pre-application conference if a neighborhood meeting is
required), you will need to generate mailing labels for all properties within a 300-ft.+ radius of the site.
A minimum of 50 properties are required to be included in the notice area and the property owner
information must be obtained from the most recent tax assessor’s roll.
There are two options for preparing the mailing labels for surrounding properties in the notice area:
OPTION 1: The City can prepare the property owner mailing labels for you free of charge. To request
the labels, fill out a Request Form and the City will email a Word document with the
property owner labels and a map of the notice area within 2-4 business days. The Word
document is formatted to be printed out on Avery 5960 size sticky-back mailing labels.
OPTION 2: Contact a local title company and provide them with the instructions, below, to prepare the
property owner labels (a fee may apply). Please note that Clackamas County no longer
creates property owner labels.
INSTRUCTIONS FOR PREPARING MAILING LABELS (OPTION 2)
• The notice area for all minor and major development applications starts at a 300-ft.
radius around the subject site. A minimum of 50 properties, excluding the subject site,
open space tracts, and City-owned properties, must be included in the notice area. If
there are fewer than 50 properties within 300 feet of the site, the notice area must be
expanded by 10-foot increments until at least 50 properties are in the notice area [this
does not apply to Residential Infill Design (RID) applications]. Please note that all
properties in the notice area must be included, even if there are more than 50
properties. You cannot pick and choose which 50 properties are included. Figure A on
page 3 of this document illustrates the methodology for determining the notice area.
• The property owner name(s), address, and tax lot information for each property within
the notice area must be obtained from the most recent tax assessor’s roll, which is
updated in late September or early October of each year.
• The property owner name, address, and tax lot information must be typed or written
on the mailing labels. The tax lot information must be on the top line. Be sure that the
information for each property is properly aligned on its label and that no information is

included below the zip code line. Below is a template and example of properly
formatted labels.
• Submit a map illustrating all the properties included in the notice area and provide the
date that the property owner information was obtained.
IMPORTANT NOTE:
Please refer to the Neighborhood Meeting Notice Requirements handout for detailed instructions
on the noticing requirements for neighborhood meetings. The mailing labels, above, are for property
owners within a 300-ft.+ radius of the site only. Notice is also required to be mailed to the chair and
officers of the neighborhood association in which the site is located and the adjacent neighborhood
associations. The current contact information for neighborhood representatives is included with the
Neighborhood Meeting Notice Requirements handout. The applicant is responsible for mailing all
required notices, following the proper procedures, and documenting the neighborhood meeting.
