Development Review Commission Minutes
March 7, 2022
The Commissioners convened at 7:00 PM at City Hall, in the Council Chamber, 380 A Avenue,
Lake Oswego, OR 97034.
Members present: Vice Chair Randy Arthur, Mark Silen, Craig Berardi, and Dwight Sangrey
Members absent: Chair Jeff Shearer, Kirk Smith, and Bruce Poinsette
Staff present: Jessica Numanoglu, Planning Manager; Evan Boone, Deputy City
Attorney; and Kat Kluge, Administrative Support
REPORT ON COUNCIL ACTIVITIES - John Wendland, City Councilor
Councilor Wendland thanked Development Review Commission (DRC) members for their service
to Lake Oswego, and then shared the following recent City Council activities: the Police
Department underwent an intensive review during the last 18 months, with extensive participation
from both citizens and the Police Department - going forward, more information will be shared and
four new officers will be added; the Adult Community Center project is now complete and the
Open House will be held next week; the Aquatic Center/Golf Course and Rassekh Park projects
are underway; the City Council is well-aligned moving forward with their goals for 2022 (including
HB-2001); and the Community Survey returned mostly positive feedback, with improvement in
transportation being noted as the greatest concern.
Commissioner Berardi asked how the timelines for the Recreation/Aquatic Center and for the golf
course were going, if there were any plans for more mixed-generation sports fields/courts (e.g.,
pickle-ball), and if there were any major Capital Improvements planned in the near future.
Councilor Wendland answered that the Parks Department was working on ways to mitigate the
noise complaints around the pickle-ball court and that contracts had been signed for the Golf
Course and a sizable portion of the Recreation Center; adding that both were on course and in the
review stage of the process. He then relayed that the South Shore Fire Station and the Library
were both needing major repairs/improvements.
Members then briefly discussed the status of the North Anchor Project.

There were no corrections noted. Commissioner Berardi moved to approve the Minutes for
February 23, 2022, as submitted. Seconded by Commissioner Sangrey and passed 4:0.

FINDINGS
LU 21-0077: A request for a Development Review Permit for a new 100-unit multi-family building,
a Lot Line Adjustment to move lot lines between Tax Lots 400 and 404, and removal of 33 trees to
accommodate the development.
This site is located at 17600 Pacific Hwy (21E14 00400, 00404). The Staff Coordinator is Evan
Fransted, Senior Planner.
Commissioner Berardi moved to approve the Draft Findings of LU 21-0077, as written. Seconded
by Commissioner Sangrey and passed 4:0.
PUBLIC HEARING
LU 21-0075: A request for a 6-lot subdivision and removal of 13 trees. (No alterations to the
historic Carman House structure are proposed.)
The site is located at 3811 Carman Drive (21E05CD10600). The Staff Coordinator is Evan
Fransted, Senior Planner.
This hearing was continued to March 21, 2022 at 7:00 pm.
SCHEDULE REVIEW AND MANAGEMENT UPDATE
Jessica Numanoglu, Planning Manager, updated DRC members on upcoming meetings:
March 21, 2022 has an appeal of a staff-decision to approve a picnic shelter at George Rogers
Park and the item that was continued from this meeting.
There are 3 large projects set to come before the DRC fairly soon: the Golf Course, the Aquatic
Center, and Rassekh Park. Ms. Numanoglu requested that members avoid any ex parte contact, if
possible, and to make note of any contacts they do have, as they would need to be declared
during the public hearing.
The City will be lifting the face-mask mandate on March 12, 2022, after which time, the wearing of
masks will be optional when in City Hall.

Vice Chair Arthur adjourned the meeting at 7:26 PM.
