CALL TO ORDER Chair Heape called the meeting to order at approximately 6:30 p.m., in the Council Chamber of City Hall, 380 A Avenue, Lake Oswego, OR 97034. 2. ROLL CALL Members present were Chair Rob Heape, Vice Chair Christian Pape and Commissioners Rex Buchanan, Helen Leek and Don Phillips. Commissioners Miles Rigby and Philip Stewart were excused. Council Liaison Jackie Manz* was also present. Staff present were Scot Siegel, Community Development Director; Jason Loos, City Attorney; and Iris McCaleb, Administrative Assistant. *Participated remotely. 3. COUNCIL UPDATE Councilor Manz provided an update on upcoming Council activity. 4. CITIZEN COMMENT— Regarding issues not on the agenda None. 5. COMMISSION FOR CITIZEN INVOLVEMENT Action Item: • Kickoff neighborhood tours, start with demolition/nonconforming development sites, and walking portion of Palisades neighborhood where future overlay is being considered. 6. MINUTES 6.1 January 24, 2022 and February 14. 2022 Commissioner Leek moved to approve the Minutes of January 24, 2022 and February 14. 2022, as written. Vice Chair Pape seconded the motion and it passed 3:0:2. Commissioners Leek and Buchanan abstained on the February 14, 2022 minutes. 7. WORK SESSION 7.1 Planning Commission Goals and Work Program The Commission received an update on City Council Goals and discussed the Commission's goals and work program. Staff coordinator was Scot Siegel, Community Development Director. City of Lake Oswego Planning Commission Minutes of March 14, 2022 Page 1 of 2 APPROVED: 03/28/2022 Action Item: • The Council's goal for an Economic Development Strategy, action plan, and resource plan may result in code amendments coming to the Planning Commission which were not yet reflected in the Commission's adopted work plan. • Work on residential demolitions and nonconforming development policy is not in the work plan. 8. OTHER BUSINESS None. 9. SCHEDULE REVIEW Mr. Siegel reviewed the schedule. He noted that May 23 and July 25 were open. Action Items: • Schedule tour of residential demolitions/nonconforming developments. • Schedule tour of Palisades neighborhood in the summer prior to work sessions on proposed overlay. • Councilor Manz will send Commission link to agenda packet from meeting where public comments were received on demolition and nonconforming development. 10.
